ORDINANCE NO. 2002-4-6500
AN ORDINANCE PROVIDING FOR THE
MORATORIUM OF PERMITTING OFF -PREMISES
COMMERCIAL SIGNS
WHEREAS, there has been a proliferation of off -premises commercial
signs within the City of Paducah, Kentucky; and
WHEREAS, it is the consensus of the Board of Commissioners that the
proliferation of such off -premises commercial signs is inimical to the general
appearance and aesthetics of the community and do further present undue
distractions to motorists which adversely affect traffic safety; and
WHEREAS, it is the further consensus of the Board of Commissioners
that present ordinances do not adequately regulate the establishment of such signs,
and therefore, it is necessary for the Board of Commissioners to thoughtfully
consider and enact regulations which would provide adequate regulations of such

signs, including the limitation on the establishment of additional signs; and
WHEREAS, it is the further consensus of the Board of Commissioners
that it would be beneficial to conduct a comprehensive study concerning the
regulation of all signs within the City of Paducah, and to thereafter, thoughtfully
consider and enact a comprehensive scheme of regulations to provide for the
reasonable control and establishment of all signs within the City of Paducah.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY OF
PADUCAH, KENTUCKY, AS FOLLOWS:
SECTION 1. There is hereby declared a moratorium on the permitting and
establishment of any additional off -premises commercial signs to be located within the City of
Paducah, Kentucky. For purposes of this ordinance, off -premises commercial signs shall mean
any sign that contains a message that does not relate to any activity or product on the premises
where the sign is displayed, or a sign erected by a company or individual for the purpose of
selling advertising messages for profit. This moratorium shall commence from and after the
effective date of this ordinance and shall continue for a period of ninety (90) days thereafter.
SECTION 2. This moratorium shall not affect any applications which shall have
been filed prior to the effective date of this ordinance. As to such applications, such applications
shall be processed under the Paducah Code of Ordinances as presently exist.

SECTION 3. Pursuant to KRS 83A.060(7), the Board of Commissioners does
hereby declare an emergency to exist which requires that this ordinance become effective
immediately upon the affirmative vote of same by the Board of Commissioners. As reasons
therefor, the immediate enactment of this ordinance would preclude any possibility of further
applications being filed with the City of Paducah for the establishment of additional off -premises
commercial signs. The Board of Commissioners does hereby suspend the requirements of a
second reading and publication for this ordinance to ecome ffec ' e.
