HomeMy WebLinkAbout11/27/12NOVEMBER 27, 2012 At a Regular Meeting of the Board of Commissioners, held on Tuesday, November 27, 2012, at 5:30 p.m., Mayor Paxton presided, and upon call of the roll by the City Clerk, the following answered to their names: Commissioners Abraham, Gault, Kaler, Watkins and Mayor Paxton (5). ADDITIONS/DELETIONS Item III (A) -Approval of Contract for Farming of Sheehan Bridge Property was removed from the agenda. FIRE CHIEF KYLE -"Feel Good Story" Chief Kyle informed everyone that due to Fire Station #3 being renovated it was thought the firefighters would be housed at Fire Station #5 and respond to calls from 1714 Broadway for the mall area which would increase the response time. Jaime Locke from Mercy Ambulance found out about the situation and offered the temporary use of the ambulance facility on Coleman Road for the members of Fire Station #3 to stay until renovations are complete at Fire Station #3 on Friedman Lane. PRESENTATION: 12 DAYS OF MERRIMENT Lisa Thompson, Executive Director of Paducah Renaissance Alliance (PRA), gave a presentation about the 12 Days of Merriment event sponsored by PRA. Public Information Officer, Pam Spencer, had the following information in the Commission Highlights. "Paducah Renaissance Alliance's 12 Days of Merriment Presentation Paducah Renaissance Alliance Executive Director Lisa Thompson made a presentation regarding PRA's first ever 12 Days of Merriment which kicks off this Saturday, December 1, with the annual Christmas Parade. Merriment will include special shopping nights, carolers, holiday food and drink specials, shopper relief activities, special events, and visits with Santa Claus at the downtown gazebo. Thompson says, "This will Jumpstart the naturally occurring boost small businesses normally see mid-December during the retail season." The Pepsi MidAmerica `Be Merry Truck" will be at the gazebo each of the 12 days in the afternoon and early evening providing hot chocolate and coffee with donations benefiting local non-profit organizations. The truck will be available during Saturday's Christmas Parade. Santa will be visiting downtown on December 4, 6, 7, 8, and 12. He'll listen to Christmas wishes and pose for pictures. If you don't get a chance to visit Santa, a special North Pole mailbox is at the gazebo to drop off letters. From December 1 to December 12, all 2 -hour parking restrictions downtown will be lifted to accommodate shoppers. Also in the Renaissance District during the 12 Days of Merriment enjoy Market House Theatre's production of A Christmas Story, Paducah Art Alliance's Affordable Art Show, Paducah Symphony Orchestra's Christmas Celebration, and Maiden Alley Cinema's Family Holiday Movie Night. MINUTES Commissioner Abraham offered motion, seconded by Commissioner Gault, that the reading of the Minutes for the November 20th, 2012, City Commission meeting be waived and that the Minutes of said meeting prepared by the City Clerk be approved as written. ORDINANCES -ADOPTION Commissioner Watkins offered motion, seconded by Commissioner Kaler, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING THE NEGOTIATION AFTER COMPETITIVE SEALED BIDDING AND CONSUMMATION OF AGREEMENT FOR THE NOBLE PARK POOL REHABILITATION PROJECT WITH AQUATIC RENOVATION SYSTEMS, INC., IN AN AMOUNT NOT TO EXCEED $795,930.00 AND AUTHORIZING THE MAYOR TO EXECUTE THE AFORESAID AGREEMENT." This ordinance is summarized as follows: Upon the corporate counsel giving final approval as to the legal form of the appropriate agreement, the Mayor is hereby authorized to execute such agreements wherein the services of Aquatic Renovation Systems, Inc., are retained to furnish all the necessary labor, materials, equipment, tools and services necessary for the renovation and rehabilitation of the Noble Park Pool for a sum not in excess of $795,930.00. ORD. #2012-11-7993; BK 33 CONTRACTS TO CONSTRUCT SINGLE FAMILY HOMES IN FOUNTAIN AVENUE NEIGHBORHOOD 302 HARAHAN BLVD Commissioner Abraham offered motion, seconded by Commissioner Gault, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE APPROVING THE RECOMMENDATION OF THE URBAN RENEWAL AND COMMUNITY DEVELOPMENT AGENCY TO ACCEPT THE BID OF CRAWFORD CONTRACTING FOR CONSTRUCTION OF A NEW HOME AT 302 H AR SAN BOULEVARD, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SAME". This ordinance is summarized as follows: That the City of Paducah approves the recommendation of the Urban Renewal and Community Development Agency to accept the bid of Crawford Contracting, in the amount of $127,800.00, for the construction of a new home at 302 Harahan Boulevard, as part of the 2012 HOME Project, and authorizes the Mayor to execute a contract for same. ORD. #2012-11-7994; BK 3.3 1527 MONROE STREET Commissioner Gault offered motion, seconded by Commissioner Abraham, that the Board of Commissioners adopt an ordinance entitled, ", "AN ORDINANCE APPROVING THE RECOMMENDATION OF THE URBAN RENEWAL AND COMMUNITY DEVELOPMENT AGENCY TO ACCEPT THE BID OF BRANDON OWENS CONSTRUCTION FOR CONSTRUCTION OF A NEW HOME AT 1527 MONROE STREET, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SAME". This ordinance is summarized as follows: That the City of Paducah approves the recommendation of the Urban Renewal and Community Development Agency to accept the bid of Brandon Owens Construction, in the amount of $137,887.00, for the construction of a new home at 1527 Monroe Street, as part of the 2012 HOME Project, and authorizes the Mayor to execute a contract for same. ORD. #2012-11-7995; BK 33 NOVEMBER 27, 2012 1621 HARRISON STREET Commissioner Kaler offered motion, seconded by Commissioner Watkins, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE APPROVING THE RECOMMENDATION OF THE URBAN RENEWAL AND COMMUNITY DEVELOPMENT AGENCY TO ACCEPT THE BID OF JEW STEELE CONSTRUCTION FOR CONSTRUCTION OF A NEW HOME AT 1621 HARRISON STREET, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SAME". This ordinance is summarized as follows: That the City of Paducah approves the recommendation of the Urban Renewal and Community Development Agency to accept the bid of Jim Steele Construction, in the amount of $118,138.00, for the construction of a new home at 1621 Harrison Street, as part of the 2012 HOME Project, and authorizes the Mayor to execute a contract for same. ORD. #2012-11-7996; BK 33 ORDINANCE — INTRODUCTION ACCEPT BID AND AUTHORIZE CONTRACT FOR POLICE DEPARTMENT UNIFORMS Commissioner Watkins offered motion, seconded by Commissioner Kaler, that the Board of Commissioners introduce an ordinance entitled, ", `AN ORDINANCE ACCEPTING THE BID OF BLUEGRASS UNIFORMS FOR THE PURCHASE OF UNIFORMS FOR POLICE DEPARTMENT EMPLOYEES, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SAME". This ordinance is summarized as follows: That the City of Paducah accepts the bid of Bluegrass Uniforms for police department employees in the Paducah Police Department at unit prices submitted, for a period of two years, beginning January 1, 2013 and ending December 31, 2014, and authorizes the Mayor to execute a contract for same. CITY MANAGER REPORT City Manager Jeff Pederson -Working on an orientation for the new commissioners and incumbent commissioners. It will include tours of city facilities, meetings with department heads and a seminar for approaches to decision making. COMMISSIONER COMMENTS None were given. PUBLIC COMMENTS None were given.
