HomeMy WebLinkAbout2004-11-6883N1 59193 ORDINANCE NO. 2004-11-6883 ORDINANCE CREATING AND ESTABLISHING AN ENTITY TO BE KNOWN AS THE BARKLEY REGIONAL AIRPORT BOARD; PROVIDING FOR THE APPOINTMENT OF MEMBERS; AND SETTING FORTH THE POWERS, FUNCTIONS AND DUTIES OF SAID AIRPORT BOARD WHEREAS, KRS 183.132, et seq, authorizes Cities and Counties to jointly create a local air board to establish, maintain, operate, and expand necessary, desirable or appropriate airport and air navigation facilities; and WHEREAS, the City of Paducah and McCracken County, Kentucky, have agreed to jointly create an air board in accordance with the aforesaid statutes. NOW, THEREFORE, BE IT ORDAINED BY THE CITY OF PADUCAH, KENTUCKY: SECTION 1. Creation: There is hereby created and established pursuant to the provisions of KRS 183.132, et seq, the Barkley Regional Airport Board. SECTION 2. Composition; Appointment of Members: The Airport Board shall be composed of ten (10) members, five (5) of whom shall be appointed by the Mayor of the City of Paducah, and five (5) of whom shall be appointed by the County Judge Executive of McCracken County, Kentucky. Appointments made by the Mayor shall be made without the approval of the Board of Commissioners. Appointments made by the County Judge Executive shall be made without the approval of the Fiscal Court. The Airport Board shall be nonpartisan. SECTION 3. Qualifications of Members; City and County Officials Not Eligible for Membership: No member of the Airport Board shall hold any official office with the City or County. SECTION 4. Terms of Members: Of the initial appointments to the Airport Board, the Mayor and County Judge Executive shall each appoint one member for two (2) years, two members for three (3) years, and two members for four (4) years. Thereafter, members of the Airport Board shall serve for a term of four (4) years each, and until their successors are appointed and qualified. SECTION 5. Powers, Functions and Duties: The Airport Board established hereby shall have all the powers, functions and duties authorized by the Local Air Board Act, KRS 183.132, et seq. 256 257 SECTION 6.
