A MUNICIPAL ORDER AUTHORIZING THE MAYOR TO EXECUTE A
GRANT APPLICATION AND ALL DOCUMENTS NECESSARY THROUGH THE U. S.
DEPARTMENT OF HOMELAND SECURITY FOR A 2018 PORT SECURITY GRANT IN
THE AMOUNT OF $113,246.25 FOR THE PADUCAH POLICE DEPARTMENT FOR THE
PURCHASE OF SECURITY CAMERAS, DRONE AND PORTABLE X-RAY EQUIPMENT
SYSTEM AND AUTHORIZING THE PLANNING DEPARTMENT TO SUBMIT SAID
GRANT THROUGH THE ONLINE WEB PORTAL
BE IT ORDERED BY THE CITY OF PADUCAH, KENTUCKY:
SECTION 1. The Mayor is hereby authorized to execute a grant application and
all documents necessary through the U. S. Department of Homeland Security for a 2018 Port
Security Grant in the amount of $113,246.25 for the Paducah Police Department to purchase two
security cameras, one drone with related equipment and one portable x-ray equipment system.
SECTION 2. The Planning Department of the City of Paducah is hereby
authorized and directed to submit the grant application authorized in Section 1 through
Grants.gov and the Non -Disaster Grants Web Portal.
SECTION 3. A local match of 25% is required. The local match of $37,748.75
will be met through Project No. POO 101.
SECTION 4. This order shall be in full force and effect from and after the date of
its adoption.

.Background Inf6rrhat16h: The. 2048 Port Security Grant Program (PSGP) directly supports: maritime transportation infrastructure
security activities: PSGP is one tool in the. cornprehensive set' of measures authorized by'Cangress and implemented. by the .U.S.
Department of Homeland Security to :strengthen the Nation's critical infrastructure against risks associated with potential terrorist
attacks. The City of Paducah was awarded funding through this:. program in 2015 for a mobile surveillance camera system; and in 2016
for security cameras .to monitor the.tloodwall.
the Paducah Police €]epartment is proposing to apply -for several equipment.needs vitas to surveillance and security at the riverfront.
The PPD seeks funding for two surveillance cameras that would be installed on -the floodwalt, which would give a .better view of:the
river in areas that aren't currently covered by ekisting cameras. The. grant request also includes a Dragonfly Commander drone with
related software and equipment, again for monitoring arid sUrVeillance at the riverfront and river port areas..A third request is far a
portable X-ray sys#em that is a vital screening solution for transport :hubs, festivals and at mobile �checkpolnts or during search
activities.
The total grant request, for all of the equipment is $1131246;25,'with the grant program requiring a 25% match of $37;748:75. The
