EXECUTIVE SESSION Agenda Action Form Paducah City Commission Meeting Date: January 20th, 2015 Short Title: Kentucky Housing Corporation: 2015 AHTF Housing Contract Administration Grant Ordinance ❑Emergency ❑ Municipal Order M Resolution ❑ Staff Work By: Charles Doherty Presentation By: Stephen Ervin/Charles Doherty Background Information: The intent of this agenda item is to request Commission approval to submit an application to the Kentucky Housing Corporation (KHC) for a funding agreement between KHC, the City of Paducah (recipient), and the Midtown Alliance of Neighbors (sub -recipient). The application will request $120,000.00 to be used in the homeowner rehabilitation of two existing homes in the Fountain Avenue neighborhood. KHC announced a competitive open round of funding in late December 2014 and has tentatively set January 28ei, 2015 as the opening date for the submission of applications. Funds from the Kentucky Affordable Housing Trust Fund (AHTF) are available with no required match from the City. This is a competitive funding round and KHC will award grants on a "first come, first served" basis. The MAN has been a longstanding and valuable City partner in the Fountain Avenue revitalization efforts. MAN has been awarded several non-com etU itive grants from KHC under the "House Works", "Repair Affair", and "GAP" programs and utilized these funds to complete four major homeowner rehabs in Fountain Avenue in addition to numerous smaller home repairs aiding many long time Fountain Avenue residents. The MAN has two shovel ready homeowner rehabs for 416 and 527 Harahan Boulevard but due to a new KHC regulation, they have been deemed ineligible to apply for this round of funding. According to KHC's new guidelines, applicants who have not been awarded competitive grant funding between the years 2011-2014 cannot apply for the current round. Therefore, in full compliance with new KHC regulations, staff is requesting Commission approval to apply for the 2015 AHTF grant naming the City of Paducah as the recipient and the MAN as the sub - recipient. If awarded, the City as the recipient of the grant would assume financial administration of the grant along with the construction oversight of each rehab. As the sub -recipient, the Midtown Alliance of Neighbors would coordinate the day to day administration and implementation of the two homeowner rehabs. If the grant is ultimately approved by KHC, planning staff will re -appear before the City Commission to request approval of the. acceptance of the grant and additionally seek approval of a forthcoming Legally Binding Agreement between the City and the Midtown Alliance of Neighbors. The reason why it is in the best interest of the City to dispose of the item: This lot is on the list of properties staff deemed as. surplus. The City of Paducah has owned and maintained the property since July 2014. It is in the best interest of the City of Paducah to transfer that property to a responsible owner that will take over and maintain the property and possibly develop in the future. 4. He further proposes an investment of $24,400 to rehab the structure on the lot. The reason why it is in the best interest of the City to dispose of the item: This lot is on the list of properties staff deemed as surplus. The City of Paducah foreclosed on the property and has owned and maintained the property since May 2013. It is in the best interest of the City of Paducah to transfer that property to a responsible owner that will take over restore the single family structure on the lot. 4. The method of disposition to be used: The property will be sold to Jerry Blue. Mr. Blue was the sole bidder. He submitted a bid and offers to pay $1,000 for the property. He proposes to restore the structure by removing and installing new roof covering, installing new windows as needed, repair deteriorated framing members, painting exterior, landscaping, installing new HVAC unit, upgrading electrical system, adding new floor covering, repairing walls and ceilings as needed, completely paint the interior, replace cabinets and counter tops, and add new siding and soffit. His estimated investment in the home for labor and materials is $24,400. Therefore, staff recommendation is that it is in the best interest of the city to declare this property surplus and approve the transfer of this property to Mr. Jerry Blue.. It was also designed to inform, educate, and promote the general public awareness within the Commonwealth of Kentucky to the health, recreational, economic, social, cultural and other benefits arising from bicycling and walking. The City of Paducah has been awarded $5,000 to create an after school program that will educate school age children on bike safety and importance of physical activity to their overall health. Furthermore, the Planning and Parks Services Departments will begin a public awareness campaign to educate the public about the Greenway Trail and the city's bike plan. This program will enhance existing bike -friendly initiatives such as Bikes on Broadway and the Bike Rodeo. There is not a match requirement for the program. The application was approved under municipal order 1791 on September 23, 2014. The Paducah Police De.partment..submitted an application in June and has been awarded $75,000 to purchase and install'an emergency generator.' The application was approved through Municipal Order 1779 on June 24, 2014. The total estimated cost is $180,765;00. The police department has set aside $105,765 in the FY2015 general budget to match the KOHS grant. The Police Department has received awards from this program in the past with the most recent allocation being in 2013 for Ballistics vests. The Police Department has been awarded $9;310, to reimburse the city for the purchase of 14 body armor vests. The grant award does not require matching funds. The grant application was approved on September 2, 2014 through municipal order 1788. ORDINANCE NO. 2015 -1 - AN ORDINANCE OF THE CITY OF PADUCAH ACCEPTING A 2014 LAW ENFORCEMENT PROTECTION PROGRAM GRANT AWARD FOR THE PADUCAH POLICE DEPARTMENT AND AUTHORIZING THE MAYOR TO EXECUTE AN AGREEMENT AND ALL DOCUMENTS RELATING THERETO WITH THE KENTUCKY OFFICE OF HOMELAND SECURITY WHEREAS, the City of Paducah applied for a Law Enforcement Protection Program Grant Award adopted by Municipal Order No. 1788 on September 2, 2014, for the purchase of body armors for police officers; and WHEREAS, the Kentucky Office of Homeland Security has approved the application and is now ready to award this grant. BE IT ORDAINED BY THE CITY OF PADUCAH, KENTUCKY: SECTION 1. That the City of Paducah hereby accepts grant funds in the amount of $9,310 through the Kentucky Office of Homeland Security for a Reimbursable 2014 Law Enforcement Protection Program Grant Award to purchase body armors for police officers to be used by the Paducah Police Department. This award does not require a local cash match. SECTION 2. BE IT ORDAINED BY THE CITY OF PADUCAH, KENTUCKY: SECTION 1. The Mayor is hereby authorized to execute Change Order No. 1 for an increase in the amount of $17,123.27 with Harper Construction, LLC for adjustment of actual quantities installed to finalize the Greenway Trail Phase lI Project, increasing the total cost to $689,625.72. SECTION 2. This expenditure shall be charged to project account PA0078, account number 040-8821-536-2307. SECTION 3.
