DONEE AUTHORIZATION Commissioner Hornsby offered motion, seconded by Commissioner Taylor, that a Municipal Order entitled, "A MUNICIPAL ORDER AUTHORIZING THE CITY MANAGER TO EXECUTE A DONEE AUTHORIZATION TO ENABLE THE CITY OF PADUCAH TO UTILIZE THE RESOURCES OF THE KENTUCKY DEPARTMENT OF FINANCE, DIVISION OF SURPLUS PROPERTY", be adopted. ORDINANCES - EMERGENCY CHANNEL 11 TV EQUIPMENT PURCHASE CHANGE OF VENDOR Commissioner Taylor offered motion, seconded by Commissioner Hornsby, that the Board of Commissioners introduce and adopt an ordinance entitled, "AN ORDINANCE AMENDING ORDINANCE NO. 91-4-4590, AND AUTHORIZING THE PURCHASE OF TELEVISION EQUIPMENT FROM CONSOLIDATED MEDIA SYSTEMS IN THE AMOUNT OF $19,454.00, FOR USE IN THE CITY COMMISSION CHAMBERS, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SAME". This ordinance is summarized as follows: Changing the vendor from which the City of Paducah will purchase television equipment in the amount of $19,454.00. FOR COPY MACHINE PURCHASE Commissioner Grumley offered motion, seconded by Commissioner Grumley, that the Board of Commissioners introduce and adopt an ordinance entitled, "AN ORDINANCE AMENDING ORDINANCE 90-10-4518, AUTHORIZING THE PURCHASE OF FIVE XEROX COPYING MACHINES FROM BUSINESS EQUIPMENT COMPANY FOR USE BY VARIOUS DEPARTMENTS, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SAME". AND ARCHIVES, FOR A LOCAL RECORDS GRANT IN THE AMOUNT OF $5,100.00". REZONE PROPERTY BETWEEN KENTUCKY AVENUE & WASHINGTON AND SOUTH 26TH AND SOUTH 27 STREETS Commissioner Taylor offered motion, seconded by Commissioner Hornsby, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE APPROVING THE FINAL REPORT OF THE PADUCAH PLANNING COMMISSION RESPECTING THE REZONING OF PROPERTY LOCATED BETWEEN KENTUCKY AVENUE AND WASHINGTON STREET AND BETWEEN SOUTH 26TH AND 27TH STREETS, AND AMENDING THE PADUCAH ZONING ORDINANCE SO AS TO EFFECT SUCH REZONING". AMEND NONCIVIL SERVICE SALARIES Commissioner Hornsby offered motion, seconded by Commissioner Taylor, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AMENDING SUBSECTION (a) OF SECTION 2-47, 'NONCIVIL SERVICE GENERALLY', OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Amending salaries of noncivil service employees of the City of Paducah, effective July 1, 1991. AMEND E911 SALARIES Commissioner Taylor offered motion, seconded by Commissioner Hornsby, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AMENDING SECTION 2-47.5, 'NONCIVIL SERVICE GENERALLY', OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Amending salaries of members of the Emergency Communications Department, effective July 1, 1991. AMEND ABC SALARY Commissioner Grumley offered motion, seconded by Commissioner Hornsby, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AMENDING SECTION 2-52, 'ALCOHOLIC BEVERAGE ADMINISTRATOR' OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". AND CAROLYN A. SKINNER PROPERTY, GENERALLY KNOWN AS UNIT 1 OF THREE OAKS PARK SUBDIVISION". This ordinance is summarized as follows: Finalizing annexation of unincorporated territory into the City of Paducah north of and adjacent to the present city limits, along Holt Road. DEDICATE STREETS IN $ELLEVIEW SUBDIVISION Commissioner Hornsby offered motion, seconded by Commissioner Taylor, that the Board of Commissioner adopt an ordinance entitled, "AN ORDINANCE APPROVING AND ACCEPTING THE DEDICATION OF PUBLIC RIGHTS-OF-WAY". This ordinance is summarized as follows: Approving and accepting the dedication of public rights-of-way within the City of Paducah within Belleview Subdivision, and authorizing the Mayor and City Clerk to execute all documents necessary to effectuate the approval of said rights-of-way. DEDICATE EXTENSION OF MEDICAL CENTER DRIVE Commissioner Taylor offered motion, seconded by Commissioner Hornsby, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE PROVIDING FOR THE DEDICATION OF AN EXTENSION OF MEDICAL CENTER DRIVE". This ordinance is summarized as follows: Authorizing the dedication of an extension of Medical Center Drive from the existing Medical Center Drive to Lourdes Hospital. Adopted on call of the roll, yeas, Mayor Protem Coleman, Commissioners Grumley, Hornsby and Taylor (4). AGREEMENT FOR FUEL SUPPLY (E.M. Bailey) Mayor Protem Coleman offered motion, seconded by Commissioner Grumley, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE AN AGREEMENT BY AND BETWEEN E.M. BAILEY DISTRIBUTING COMPANY AND THE CITY OF PADUCAH FOR THE CITY'S SUPPLY OF VEHICLE FUEL". This ordinance was read in full. Randy Long of Duke & Long Distributing Company told the Commission that Duke & Long is in the process of installing a fuel system similar to the one being approved in the above ordinance. He described their system to the Commission. The City Clerk then called the roll on the above fuel ordinance. Adopted on call of the roll, yeas, Mayor Protem Coleman, Commissioners Grumley, Hornsby and Taylor (4). l FORESTRY GRANT Commissioner Grumley offered motion, seconded by Commissioner Hornsby, that the Board of Commissioners adopt an ordinance entitled, 'AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE A MEMORANDUM OF AGREEMENT WITH THE KENTUCKY NATURAL RESOURCES AND ENVIRONMENTAL PROTECTION CABINET, DIVISION OF FORESTRY, IN AN AMOUNT NOT TO EXCEED $14,110.00 FOR AN URBAN FORESTRY ASSISTANCE GRANT". This ordinance is summarized as follows: Authorizing the Mayor to execute an Agreement with the Kentucky Division of Forestry for an Urban Forestry Assistance Grant in an amount not to exceed $14,110.00. ADOPT 1991-92 FY BUDGET Commissioner Hornsby offered motion, seconded by r Commissioner Taylor, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE ADOPTING THE CITY OF PADUCAH, KENTUCKY, ANNUAL BUDGET FOR THE FISCAL YEAR JULY 1, 1991, THROUGH JUNE 30, 1992, BY ESTIMATING REVENUES AND RESOURCES AND APPROPRIATING FUNDS FOR THE OPERATION OF CITY GOVERNMENT". This ordinance shall become effective upon publication in full. Adopted,on call of the roll, yeas, Mayor Protem Coleman, Commissioners Grumley, Hornsby and Taylor (4). EXECUTIVE SESSION Commissioner Taylor offered motion, seconded by Commissioner Hornsby, that the Board of Commissioners go into Executive Session for discussions which might lead to the appointment, discipline or dismissal of an individual employee, and to discuss litigation. Adopted on call of the roll, yeas, Mayor Protem Coleman, Commissioners Grumley, Hornsby and Taylor (4). At the conclusion of the Executive Session the Board reconvened in Open Session, whereupon the Mayor Protem announced there was no further business. Upon motion the meeting adjourned.
