HomeMy WebLinkAbout05/21/9175 ROLL CALL At a Called Meeting of the Board of Commissioners held in the Commission Chambers, City Hall, Paducah, Ken- tucky, at 7:30 p.m. on May 21, 1991, Mayor Montgomery presided and upon call of the roll, the following answered to their names: Commissioners Coleman, Grumley, Hornsby, Taylor and Mayor Montgomery (5). Commissioner Coleman offered motion, seconded by Commissioner Grumley, that the executed copies of the Notice of Called Meeting to be held at 7:30 p.m., Tuesday, May 12, 1991, be received and filed. Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Hornsby, Taylor and Mayor Montgomery (5). BOB LEEPER RESOLUTION Mayor Montgomery presented a Resolution and a Plaque to Bob Leeper in appreciation and recognition for his three years as a City Commissioner. Bob Cherry, Jr. discussed future appointment of the .� Captain for the Jubilee I Riverboat, gave his qualifications and credentials, and asked to be considered for this appointment. ORDINANCES - INTRODUCTION AMEND SEC. 12-19 - FIRE DEPT. Commissioner Coleman offered motion, seconded by Commissioner Grumley, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AMENDING SUBSECTION (a) OF SECTION 12-19, 'NUMBER, RANK AND SALARIES OF MEMBERS' OF ARTICLE II, 'FIRE DEPARTMENT', OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Abolishing the position of Assistant Fire Chief - Training Officer and establishing the position of Fire Training Officer. AMEND SEC. 2-47, NONCIVIL SERVICE Commissioner Grumley offered motion, seconded by Commissioner Coleman, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AMENDING SUBSECTION (a) OF SECTION 2-47, 'NONCIVIL SERVICE GENERALLY', OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Creating the positions of Environmental Regulation Administrator and Fleet Maintenance Supervisor. AMEND SEC. 10-61 - MAINTENANCE DEPT. Commissioner Hornsby offered motion, seconded by Commissioner Taylor, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AMENDING SECTION 10-61, CIVIL SERVICE, OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinanceis ummarized as follows: Increasing the number ofnpositions in the Maintenance Department from one to two. ADOPT SEC. 8, AFFIRMATIVE ACTION PLAN Commissioner Taylor offered motion, seconded by Commissioner Hornsby, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE ADOPTING SECTION 3 OF THE AFFIRMATIVE ACTION PLAN FOR EQUAL EMPLOYMENT OPPORTUNITY FOR 77 THE CITY OF PADUCAH". Thus ordinance is summarized as follows: Adopting Sec. 8 of the Affirmation Action Plan for Equal Employment Opportunity fo� the City of Paducah. AMEND SEC. 3-137 - ALCOHOLIC B: Commissioner Coleman offered motion, seconded by Commissioner Grumley, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AMENDING SECTION 3-37 OF CHAPTER 3, ALCOHOLIC BEVERAGES, OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Amending Sec. 3-37 of the City of Paducah's Alcoholic Beverage Ordinance to correspond with KRS 243.480. ORDINANCES - ADOPTION CHARTER BOAT AGREEMENT FOR JUBILEE I Commissioner Grumley offered motion, seconded by Commissioner Coleman, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE A BARE -BOAT CHARTER AGREEMENT IN THE AMOUNT OF $5,000 PER MONTH BY AND BETWEEN JUBILEE OF MISSISSIPPI, INC. AND THE CITY OF PADUCAH, KENTUCKY". This ordinance was read in full. Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Hornsby, Taylor and Mayor Montgomery (5). LETTER OF CREDIT - POST LANDFILL CLOSURE Commissioner Hornsby offered motion, seconded by Commissioner Taylor, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING THE DIRECTOR OF FINANCE AND THE DIRECTOR OF THE DEPARTMENT OF ENGINEERING AND ENVIRONMENTAL SERVICES TO EXECUTE AN APPLICATION FOR IRREVOCABLE STANDBY LETTER OF CREDIT PAYABLE TO THE STATE OF KENTUCKY FOR LANDFILL POST -CLOSURE PROCEDURES". This ordinance was read in full. Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Hornsby, Taylor and Mayor Montgomery (5). PURCHASE ACCOUNTING SOFTWARE - FINANCE DEPT. Commissioner Coleman offered motion, seconded by Commissioner Grumley, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING THE PURCHASE OF GENERAL LEDGER ACCOUNTING SOFTWARE IN THE AMOUNT OF $19,700.00 FROM MENTOR, FOR USE BY THE FINANCE DEPARTMENT, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SUCH PURCHASE". AMEND SEC. 17-30 - BUSINESS LICENSE Commissioner Grumley offered motion, seconded by Commissioner Coleman, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AMENDING SECTION 17-30 OF CHAPTER 17, LICENSES AND OCCUPATIONAL REGULATIONS, OF THE CODE` OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Amending Sec. 17-30, Refund of Taxes, of Chapter 17, Licenses and Occupational Regulations, of the Code of Ordinances of the City of Paducah. ANNEX PROPERTY NEAR BERGER ROAD (Shane) Commissioner Hornsby offered motion, seconded by Commissioner Taylor, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE EXTENDING THE BOUNDARY OF THE CITY OF PADUCAH BY ANNEXING CERTAIN PROPERTY LYING ADJACENT TO THE CORPORATE LIMITS OF THE CITY, AND DEFINING ACCURATELY THE BOUNDARY OF SAID PROPERTY TO BE INCLUDED WITHIN THE SAID CORPORATE LIMITS". This ordinance is summarized as follows: Annexing territory into the City of Paducah south of and adjacent to the present city limits, in proximity of Berger Road. Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Hornsby, Taylor and Mayor Montgomery (5). 911 AGREEMENT WITH COUNTY Commissioner Taylor offered motion, seconded by Commissioner Hornsby, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE APPROVING AN INTERLOCAL COOPERATION AGREEMENT BETWEEN THE CITY OF PADUCAH AND THE COUNTY OF McCRACKEN, KENTUCKY, FOR 911 EMERGENCY COMMUNICATION SERVICE, AND AUTHORIZING THE MAYOR TO EXECUTE SAME". This ordinance is summarized as follows: Approving an Interlocal Cooperation Agreement between the City of Paducah and McCracken County for 911 Emergency Communication Service, and authorizing the Mayor to execute same. Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Hornsby, Taylor and Mayor Montgomery (5) CORRESPONDENCE Mayor Montgomery relayed the contents of a letter received from David Martin,' President of the McCracken County Go Cart Track, requesting permission for overnight camping on the Go Cart Track premises on Saturday, August 31, 1991. The Mayor asked the Board's input concerning this request. This property is owned by the County and located inside the city limits. EXECUTIVE SESSION Commissioner Coleman offered motion, seconded by Mayor Montgomery, that the Board of Commissioners go into Executive Session for discussions which might lead to the appointment, discipline or dismissal of an individual employee,;•' and to discuss litigation. Adopted on call of the roll, yeas,.; Commissioners Coleman, Grumley, Hornsby, Taylor and Mayor Montgomery (5). At the conclusion of the Executive Session the Board reconvened in Open Session, whereupon the Mayor announced there was no further business. Upon motion the meeting adjourned.
