HomeMy WebLinkAbout02/18/92241 10nT T !VTT T At a Called Meeting of the Board of Commissioners held in the Commission Chambers at City Hall at 7:30 p.m., Tuesday, February 18, 1992, Mayor Montgomery presided, and upon call of the roll by the City Clerk, the following answered to their names: Commissioners Feezor, Grumley, Hornsby, Taylor and Mayor Montgomery (5). NOTICES OF CALLED MEETING Commissioner Feezor offered motion, seconded by Commissioner Grumley, that the executed copies of the Notice of Called Meeting to be held at 7:30 p.m., Tuesday, February 18, 1992, be received and filed. Adopted on call of the roll, yeas, Commissioners Feezor, Grumley, Hornsby, Taylor and Mayor Montgomery (5). PLANS REVIEW - The Commission instructed the City Manager to develop and submit to them by March 31, 1992, a policy for plans review. 9. Sec. 8 Housing review information received from Danny Fugate 10. Information Park annexation - Info Park Subcommittee of GPEDC will recommend that park be annexed at next meeting 11. Holt Road project funding request for submission to State being prepared by Roger Colburn (for low interest loan) WORKSHOP Detailed Workshop notes are on file in the Office of the City Clerk. Items were presented by City Manager and discussed: 1. Drainage problem at 30th & Harrison Street (re Smith Meredith). 2. CSO consultant (for combined sewer system study) 3. Sewer tap fee for Grandma's Cafe 4. Jubilee Franchise Agreement with Jesse New 5. Moby Dick Encroachment Agreement 6. Ordinance to be prepared for horsedrawn vehicles, J carriages, etc. 7. U.S. 60 lights construction has begun 8. AFSCME Collective Bargaining Agreement to be discussed at next meeting 9. Sec. 8 Housing review information received from Danny Fugate 10. Proposed 5% increase for retirees in Police & Firemen's Pension Fund & actuarial study by Mercer Asso. Cost: $1,500-1,800 2. Design & Management School for recreational facilities to be held in June & proposal to send new Parks & Recreation Director. 3. Police Chief applications to close February 29, 1992 4. Amount expended from Leased Pool Fund 5. Decision re Noble Park Funland 6. Commission agreeable to working out delinquent tax payment schedule for Bluegrass Downs 7. Downtown parking lot won an award for concrete design 8. Vision Statement draft Items presented by Commissioner Grumley and discussed: 1. Need for new sign at entrance to Stuart Nelson Park 2. Trash regularly being placed at curb at 1245 Park Avenue 3. Limbs & trash at Sunset & Minerva 4. Spring clean up week Mayor Montgomery recommended that City Manager develop recommendation and plan for informing citizens about City's clean up policy and present this plan to Commission. She asked that the City's present policy, a copy of the ordinance and enforcement guidelines be included. Mayor Montgomery told the Commission that the Enterprise Zone study has been completed by Rhonda Lee -James. Upon motion the meeting adjourned. Adopted: February 25, 1992 City Clerk Mayo 242
