HomeMy WebLinkAbout04/28/92".1 ROLL CALL At a Regular Meeting of the Board of Commissioners held in the Commission Chambers at City Hall at 7:30 p.m., Tuesday, April 28, 1992, Mayor Pro -tem Feezor presided, and upon call of the roll by the City Clerk, the following answered to their names: Commissioners Grumley, Hornsby, Taylor and Mayor Pro -tem Feezor (4). Mayor Montgomery was absent (1). PUBLIC FORUM Dave Dotson, a resident of 3823 Buckner Lane, address the Commission concerning leaf and trash pickup in the city and various other matters of concern to him. MINUTES Commissioner Grumley offered motion, seconded by Commissioner Hornsby, that the reading of the Minutes for April 14 & 21, 1992, be waived and that the Minutes of said meeting(s) prepared by the City Clerk be approved as written. Adopted on call of the roll, yeas, Commissioners Grumley, Hornsby Taylor and Mayor Pro -tem Feezor (4). APPOINTMENTS Mayor Pro -tem Feezor made the following appointments: "WHEREAS, subject to the approval of the Board of Commis- sioners, I hereby make the following appointments to the Paducah Main Street, Inc., Board of Directors: Jackie Brown is hereby appointed to replace Bob Shapiro, who has resigned. Term will expire March 1, 1994. George Nelson is hereby appointed to replace Bob Hill, who has resigned. Term will expire March 1, 1994. Helen Trainer is hereby appointed to replace Barbara Allen. Term will expire March 1, 1995; and WHEREAS, subject to further approval of the Board of Commissioners I hereby make the following reappointments to the Paducah Main Street, Inc. Board of Directors, which terms will expire March 1, 1995: Nick Warren Lorraine Schramke Delphine Operle Roy Ladd". Commissioner Hornsby offered motion, seconded by Commissioner Taylor, that the Board of Commissioners approve the action of Mayor Pro -tem Feezor in appointing Jackie Brown, George Nelson and Helen Trainer, and in reappointing Nick Warren, Lorraine Schramke, Delphine Operle and Roy Ladd as members of Paducah Main Street, Inc. Adopted on call of the roll, yeas, Commissioners Grumley, Hornsby, Taylor and Mayor Pro -tem Feezor (4). MOTIONS CEMETERY DEEDS Commissioner Hornsby offered motion, seconded by Commissioner Taylor, that the Board of Commissioners approve the sale of the following cemetery lots and that the City Clerk be authorized to execute a Deed of Conveyance for said cemetery graves: 1. Mamie B. Shaw, Rushing Addition to Oak Grove Cemetery, Sec. 8, Lot 1 NW, in the amount of $225.00 (Receipt No. 78835) 2. James Harvey Smith, Sr., Old Addition to Oak Grove Cemetery, Sec. 29, Lot 424, Gr. 24, in the amount of $275.00 (Receipt No. 78838) R & F PETITION Commissioner Taylor offered motion, seconded by Commissioner,Hornsby, that the following petition be received and filed: ✓ 1) Request to keep PATS transfer point in its present location on Broadway Adopted on call of the roll, yeas, Commissioners Grumley, Hornsby, Taylor and Mayor Pro -tem Feezor (4). ORDINANCE - EMERGENCY PURCHASE MINI -VAN FOR PARKS DEPT. Commissioner Taylor offered motion, seconded by Commissioner Hornsby, that the Board of Commissioners introduce and adopt an ordinance entitled, "AN ORDINANCE ACCEPTING THE / BID OF PADUCAH FORD INC. IN THE AMOUNT OF $16,385.00 FOR SALE �! TO THE CITY OF ONE NEW 2WD FORD AEROSTAR XLT MINIVAN, FOR USE BY THE PARKS DEPARTMENT, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SAME". ORDINANCES - INTRODUCTION RENAME STREET IN WEST VALE SUBDIVISION Commissioner Feezor offered motion, seconded by ✓ Commissioner Hornsby, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE CHANGING THE NAME OF A PORTION OF PINECREST DRIVE TO WEST VALE LANE". AMEND CIVIL SERVICE SEC. 10-49, 10-52, 10-59, 10-62 & 10-65 Commissioner Grumley offered motion, seconded by Commissioner Hornsby, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AMENDING SECTIONS 10-49, 10-52, 10-59, 10-62 AND 10-65, CIVIL SERVICE, OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Amending various positions in the Civil Service Ordinance. AMEND NONCIVIL SERVICE SEC. 2-47(A) Commissioner Hornsby offered motion, seconded by Commissioner Taylor, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AMENDING SUB -SECTION (A) J OF SECTION 2-47, NONCIVIL SERVICE GENERALLY, OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Creating the position of Director of Parks & Recreation and increasing the number of clerical specialists from 5 to 6. 5. Executed Agreement between Paducah -McCracken County Convention Center Corp. and Peck Flannery V/ Gream Warren Inc. for Convention Center Improvements 6. Executed Bill of Sale between Simmons Development Co. and JPECC for utility fixtures in Fairfield Subdivision ✓ 7. Executed Agreement between City & McCracken County Humane Society 8. AMEND COMPREHENSIVE PLAN Mayor Pro -tem Feezor offered motion, seconded by (� Commissioner Hornsby that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AMENDING THE COMPREHENSIVE PLAN FOR THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Creating Section 64, Planned Office Park, POP, Appendix A - Zoning, of the Paducah Zoning Ordinance. 3NFORMATION AGE PARK 7:6 )%P Z04*E (PROPERTY BETWEEN U.S. 60, 62 & OLIVET CHURCH ROAD Commissioner Hornsby offered motion, secony Commissioner Taylor, that the Board of Commissionersded an ordinance entitled, "AN ORDINANCE APPROVING THE FINAL REPORT OF THE PADUCAH PLANNING COMMISSION RESPECTING THE REZONING OF PROPERTY LOCATED BETWEEN HIGHWAY 60, 62 AND OLIVET CHURCH ROAD, AND AMENDING THE PADUCAH ZONING ORDINANCE SO AS TO EFFECT SUCH REZONING". This ordinance is summarized as follows: Rezoning property located between Highway 60, 62 and Olivet Church Road, and directing an amendment to the Paducah Zoning Ordinance, changing the zoning classifications from R-1 to POP, Planned Office Park Zone. ORDINANCES - ADOPTION DEDICATE ALLEY BETWEEN S 4TH & S 5TH STREET Commissioner Taylor offered motion, seconded by Commissioner Hornsby, that the Board of Commissioners adopt an ✓ ordinance entitled, "AN ORDINANCE PROVIDING FOR THE DEDICATION OF AN ALLEY LOCATED BETWEEN SOUTH FOURTH STREET AND SOUTH FIFTH STREET". AGREEMENT WITH HUMANE SOCIETY Commissioner Feezor offered motion, seconded by Commissioner Hornsby, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE AN AGREEMENT WITH McCRACKEN COUNTY HUMANE SOCIETY, INC.". This ordinance is summarized as follows: Authorizing the Mayor to execute an agreement with McCracken County Humane Society, Inc. for providing a humane shelter for captured stray or lost dogs and other animals. PURCHASE 800 MHz RADIO EQUIPMENT Commissioner Grumley offered motion, seconded by Commissioner Hornsby, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING THE PURCHASE OF / AN 800 MHz TRUNKED RADIO COMMUNICATIONS SYSTEM FROM MOTOROLA Y COMMUNICATIONS AND ELECTRONICS, INC., IN THE AMOUNT OF $948,230.00, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR PURCHASE". The foregoing title summarizes the contents of 285 this ordinance. GRIFFIN, P.C., TO PROVIDE TECHNICAL, CONSULTING AND ENGINEERING SERVICES REGARDING THE J CITY OF PADUCAH'S 800 MHz TRUNKED RADIO COMMUNICATIONS PROJECT". This ordinance is summarized as follows: Authorizing the City to enter into a contract with Frederick G. Griffin, P.C., for technical, consulting and engineering services for the City's 800 MHz trunked radio communications project, in an amount not to exceed $20,000.00. FINAL ANNEXATION OF INFORMATION AGE PARK (PROPERTY ALONG OLIVET CHURCH ROAD) Commissioner Taylor offered motion, seconded by Commissioner Hornsby, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE FINALIZING THE ANNEXATION OF CERTAIN PROPERTY LYING ADJACENT TO THE CORPORATE LIMITS OF THE V1 CITY, AND DEFINING ACCURATELY THE BOUNDARY OF SAID PROPERTY TO BE INCLUDED WITHIN SAID CORPORATE LIMITS". This ordinance.is summarized as follows: Finalizing annexation of unincor- porated territory into the City of Paducah adjacent to the present city limits, along Olivet Church Road. REZONE PROPERTY AT 1039 & 1043 MONROE STREET Mayor Pro -tem Feezor offered motion, seconded by Commissioner Grumley, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE APPROVING THE FINAL REPORT OF THE PADUCAH PLANNING COMMISSION RESPECTING THE REZONING OF MILLWORK SALES, INC., LOCATED AT 1039 AND 1043 MONROE STREET, AND AMENDING THE PADUCAH ZONING ORDINANCE SO AS TO EFFECT SUCH REZONING". This ordinance is summarized as follows: Rezoning property located at 1039 and 1043 Monroe Street, and directing an amendment to the Paducah Zoning Ordinance, changing the zoning classification from R-3 to B-3 Zone. EXECUTIVE SESSION Commissioner Grumley offered motion, seconded by Mayor Pro -tem Feezor, that the Board of Commissioners go into Executive Session for discussions which might lead to the v/ appointment, discipline or dismissal of an individual employee, to discuss collective bargaining negotiations, and to discuss litigation. Adopted on call of the roll, yeas, Commissioners Grumley, Hornsby, Taylor and Mayor Pro -tem Feezor (4). NOTE: The City Clerk did not attend Executive Session, at the direction of the City Manager.
