Mayor Montgomery was absent (1). MINUTES Commissioner Feezor offered motion, seconded by Commissioner Grumley, that the reading of the Minutes for August 11 and 18, 1992, be waived and that the Minutes of said meeting(s) prepared by the City Clerk be approved as written. Adopted on call of the roll, yeas, Commissioners Grumley, Hornsby, Taylor and Mayor Protem Feezor (4). ORDINANCES - INTRODUCTION AMEND NONCIVIL SERVICE SEC. 2-47(a) Commissioner Taylor offered motion, seconded by Commissioner Feezor, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AMENDING SUBSECTION (a) OF SECTION 2-47, NONCIVIL SERVICE GENERALLY, OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Amending Noncivil Service salaries generally. AMEND NONCIVIL SERVICE SEC. 2-47.5 Commissioner Feezor offered motion, seconded by Commissioner Grumley, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AMENDING SECTION SECTION 2-47.5, NONCIVIL SERVICE GENERALLY, OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Amending salaries in the Emergency Communications Department. AMEND SEC. 2-49 - CITY MANAGER Commissioner Grumley offered motion, seconded by Commissioner Feezor, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AMENDING SECTION 2-49, CITY MANAGER GENERALLY, THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Amending the salary of the City Manager. AMEND SEC. 2-52 - ALCOHOLIC BEVERAGE ADMINISTRATOR Commissioner Hornsby offered motion, seconded by Commissioner Taylor, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AMENDING SECTION 2-5-2, ALCOHOLIC BEVERAGE ADMINISTRATOR, OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Amending the salary of the Alcoholic Beverage Administrator. AMEND CIVIL SERVICE SALARY ORDINANCE V Commissioner Taylor offered motion, seconded by Commissioner Hornsby, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AMENDING SECTIONS 10-49, 10-51, 10-52, 10-55, 10-58, 10-59, 10-61, 10-63, 10-64 AND 10-65, CIVIL SERVICE, OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Amending civil service salaries. AMEND SEC. 12-19 (a)&(d), FIRE DEPARTMENT 1 �\ Commissioner Feezor offered motion, seconded by Commissioner Grumley, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AMENDING SUBSECTIONS (a) AND (d) OF SECTION 12-19, 'NUMBER, RANK AND SALARIES OF MEMBERS' OF ARTICLE II, 'FIRE DEPARTMENT', OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". CHANGE ORDER NO. 1 - DOWNTOWN REDEVELOPMENT PROJECT �4 Commissioner Hornsby offered motion, seconded by Commissioner Taylor, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE CHANGE ORDER NO. 1 IN THE AMOUNT OF $24,502.80 WITH , FLORENCE & HUTCHESON INC. FOR PROFESSIONAL ENGINEERING SERVICES FG, THE DESIGN OF THE CARRIAGE CORNER AND WATER LINE AND ATTACHMENTS FOR THE DOWNTOWN RIVERFRONT REDEVELOPMENT PROJECT". The foregoing title summarizes the contents of this ordinance. FINAL ANNEXATION - HOLT ROAD PROPERTY (19.5 ACRES) V Commissioner Taylor offered motion, seconded by Commissioner Hornsby, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE FINALIZING THE ANNEXATION OF CERTAIN PROPERTY LYING ADJACENT TO THE CORPORATE LIMITS OF THE CITY OF PADUCAH, AND DEFINING ACCURATELY THE BOUNDARY OF SAID PROPERTY TO BE INCLUDED WITHIN THE SAID CORPORATE LIMITS". This ordinance is summarized as follows: Annexing unincorporated territory into the City of Paducah west of and adjacent to the present city limits, along Holt Road. CHEMICAL PURCHASE FOR WASTEWATER TREATMENT PLANT Commissioner Feezor offered motion, seconded by Commissioner Grumley, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AMENDING ORDINANCE NO. 90-7-4471, AUTHORIZING THE PURCHASE POLYMERS FROM ALLIED COLLOIDS INC. AND BETZ INDUSTRIAL TO INCLUDE NALCO CHEMICAL COMPANY AND BLUEGRASS, KESCO INC., FOR USE AT THE WASTEWATER TREATMENT PLANT". The foregoing title summarizes the contents of this ordinance.�II \ AMEND ZONING ORDINANCE SEC. 40.152 & CREATE SEC. 65 Commissioner Grumley offered motion, seconded by Commissioner Feezor, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AMENDING SECTION 40.152 AND CREATING SECTION 65, OF APPENDIX A - ZONING, OF THE PADUCAH ZONING ORDINANCE". This ordinance is summarized as follows: Amending Sec. 40.152 to include Planned Office Park Zone (POP), and creating Sec. 65, Mixed Use District (MU). '-4 REZONE PROPERTY ON U.S. HIGHWAY 60 (INFORMATION PARK) Commissioner Hornsby offered motion, seconded by Commissioner Taylor, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE APPROVING THE FINAL REPORT OF THE PADUCAH PLANNING COMMISSION RESPECTING THE ZONING OF PROPERTY LOCATED ON U.S. HIGHWAY 60, THE NORTHERN SECTION OF THE PADUCAH INFORMATION AGE PARK, AND AMENDING THE PADUCAH ZONING ORDINANCE SO AS TO EFFECT SUCH ZONING". This ordinance is summarized as follows: Zoning property located on U.S. Highway 60, the northern section of the Paducah Information Age Park, and directing an amendment to the Paducah Zoning Ordinance, designating the zoning classification for this area as POP Zone. ti ORDINANCES - ADOPTION CONTRACT FOR SOCCER FIELD LIGHTING (AT JETTON SCHOOL) Commissioner Taylor offered motion, seconded by Mayor Protem Feezor, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING AND DIRECTING THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH THE PADUCAH INDEPENDENT SCHOOL DISTRICT BOARD OF EDUCATION, AUTHORIZING THE CITY TO CONTRIBUTE $10,000.00 TOWARD LIGHTING OF JETTON SOCCER FIELD, AND OTHER CONSIDERATIONS". The foregoing title summarizes the contents of this ordinance. Adopted on call of the roll, yeas, Commissioners Grumley, Hornsby, Taylor and Mayor Protein Feezor (4)• GREENO & SHANE ENCROACHMENT AGREEMENT \ Mayor Protem Feezor offered motion, seconded by Commissioner Grumley, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO AN ENCROACHMENT AGREEMENT BETWEEN THE CITY OF PADUCAH, KENTUCKY, AND GREENO AND SHANE FOR AN ENCROACHMENT UPON CITY RIGHT-OF-WAY". This ordinance is summarized as follows: Authorizing the Mayor to enter into an encroachment agreement with Greeno and Shane for an encroachment upon City right-of-way for the construction of entry columns and a wall at the entrance of Wellington Woods Subdivision. AMEND CHAPTER 12 1/2 - FLOOD DAMAGE PREVENTION Commissioner Grumley offered motion, seconded by Mayor Protein Feezor, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AMENDING CHAPTER 12 1/2, FLOOD DAMAGE PREVENTION, BY CREATING SECTIONS 12 1/2-1, FINDINGS OF FACT; 12 1/2-2, STATEMENT OF PURPOSE; AND AMENDING SECTIONS 12 1/2-11, DEFINITIONS; 12 1/2-24, GENERAL STANDARDS; AND 12 1/2-25, SPECIFIC STANDARDS; OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Amending Chapter 12 1/2, Flood Damage Prevention, of the Code of Ordinances of the City of Paducah, to comply with KRS Chapter 100 regulations. APPROVE INFORMATION AGE PARK SUBDIVISION Commissioner Taylor offered motion, seconded by Commissioner Hornsby, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE APPROVING THE FINAL REPORT OF THE PADUCAH PLANNING COMMISSION RESPECTING THE PROPOSED SUBDIVISION OF PROPERTY OF THE GREATER PADUCAH ECONOMIC DEVELOPMENT COUNCIL AND PEOPLES NATIONAL BANK, LOCATED BETWEEN HIGHWAY 60 AND HIGHWAY 62, AND WEST OF OLIVET CHURCH ROAD (PADUCAH INFORMATION AGE PARK), ACCEPTING THE DEDICATION OF PUBLIC EASEMENTS AND SETTING BOND AMOUNT". This ordinance is summarized as follows: Approving the final report of the Paducah Planning Commission respecting the proposed subdivision of property of the Greater Paducah Economic Development Council and Peoples National Bank, located between Highway 60 and Highway 62, and west of Olivet Church Road (Paducah Information Age Park), accepting the dedication of public easements, and setting bond in the amount of $3,486,633.00. Adopted on call of the roll, yeas, Commissioners Grumley, Hornsby, Taylor and Mayor Protem Feezor. EXECUTIVE SESSION A Mayor Protem Feezor offered motion, seconded by Commissioner Grumley, that the Board of Commissioners go into Executive Session for discussions which might lead to the appointment, discipline or dismissal of an individual employee, to discuss labor negotiations, and to discuss litigation. Adopted on call of the roll, yeas, Commissioners Grumley, Hornsby, Taylor and Mayor Protem Feezor (4). At the conclusion of the Executive Session the Board reconvened in open session, whereupon the Mayor Protem announced there was no further business. Upon motion the meeting adjourned.
