HomeMy WebLinkAbout02/25/92.., 243 ROLL CALL At a Regular Meeting of the Board of Commissioners held in the Commission Chambers at City Hall at 7:30 p.m., Tuesday, February 25, 1992, Mayor Montgomery presided, and upon call of the roll by the City Clerk, the following answered to their names: Commissioners Feezor, Grumley, Hornsby, Taylor and Mayor Montgomery (5)., MINUTES Commissioner Feezor offered motion, seconded by Commissioner Grumley, that the reading of the Minutes for February 11, 17 and 18,1992, be waived and that the Minutes of said meeting(s) prepared by the City Clerk be approved as written. Adopted on call of the roll, yeas, Commissioners Feezor, Grumley, Hornsby, Taylor and Mayor Montgomery (5). PUBLIC FORUM RAPE VICTIM SERVICE REOUEST FOR ADDITIONAL FUNDS Carolyn Smith, Director of Rape Victim Services, requested that the City provide them with $1,500 in additional funds which were cut from their request for $5,000 in this year's budget. They also requested $5,000 for next year, the same amount funded to them by the City two years ago. Mayor Montgomery told Ms. Smith the City will take her requests into consideration. COMPLAINT ABOUT SIGN AT FIRST & BROADWAY Charlene Cole asked the City to place the following addendum on the sign located at First & Broadway alluding to ✓ slaves: "This is an example of the inhumane treatment of those times." The Mayor asked the City Manager to check with Frankfort about options for this sign, since the sign was erected by the State in 1968. APPOINTMENTS MUNICIPAL HOUSING COMMISSION Mayor Montgomery made the following appointment: "WHEREAS, subject to the approval of the Board of Commissioners, I hereby appoint Frances Cooper as a member of the Municipal Housing Commission for Paducah to replace v; Clifford A. Brumley, who has resigned. This term will expire July 22, 1995." Commissioner Feezor offered motion, seconded by Commissioner Grumley, that the Board of Commissioners approve 1 E 244 the action of Mayor Montgomery in appointing Frances Cooper as a member of the Municipal Housing Commission for Paducah. Adopted on call of the roll, yeas, Commissioners Feezor, Grumley, Hornsby, Taylor and Mayor Montgomery (5). PADUCAH MAIN STREET, INC. Mayor Montgomery made the following appointment: "WHEREAS, subject to the approval of the Board of / Commissioners, I hereby appoint Roberta Morse as a member of v Paducah Main Street, Inc., to replace Earl Feezor, who has resigned. This term will expire March 1, 1994." Commissioner Grumley offered motion, seconded by Commissioner Feezor, that the Board of Commissioners approve the action of Mayor Montgomery in appointing Roberta Morse as a member of Paducah Main Street, Inc. Adopted on call of the roll, yeas, Commissioners Feezor, Grumley, Hornsby, Taylor and Mayor Montgomery (5). CEMETERY Commissioner Grumley offered motion, seconded by Commissioner Feezor, that the Board of Commissioners approve the sale of the following cemetery lot(s) and that the City Clerk be authorized to execute a Deed of Conveyance for said cemetery grave(s): 1. Kenneth or Frances Ryan, Old Addition to Oak Grove Cemetery, Sec. 18, Lot 287, Graves 22, 23 ✓ and 24, in the amount of $525.00 (Receipt No. 78807) 2. MUNICIPAL ORDERS TREE PLANTING GRANT Commissioner Feezor offered motion, seconded by Commissioner Grumley, that a Municipal Order entitled, "A MUNICIPAL ORDER AUTHORIZING THE MAYOR TO EXECUTE ALL DOCUMENTS / NECESSARY TO OBTAIN FUNDING THROUGH THE DIVISION OF FORESTRY, URBAN FOREST TREE PLANTING PROGRAM, COMMONWEALTH OF KENTUCKY, FOR TREE PLANTING PROGRAM", be adopted. KY36-V137-005, AND AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE ALL DOCUMENTS RELATING TO SAME", be adopted. NEW /Commissioner Commissioner Hornsby offered motion, seconded by Taylor, that the Board of Commissioners introduce 901 and adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE A FRANCHISE AGREEMENT FOR OPERATION OF THE M/V JUBILEE I OR OTHER EXCURSION CRAFT, AND TO EXECUTE A TVA BARGE SUBLEASE, BOTH DOCUMENTS BEING BETWEEN THE CITY OF PADUCAH AND JESSE NEW OF LOUISVILLE, KENTUCKY". ORDINANCES - INTRODUCTION ANNEX INFORMATION PARK Commissioner Taylor offered motion, seconded by Commissioner Hornsby, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE EXTENDING THE BOUNDARY OF THE CITY OF PADUCAH BY ANNEXING CERTAIN PROPERTY LYING ADJACENT TO THE CORPORATE LIMITS OF THE CITY, AND DEFINING ACCURATELY THE BOUNDARY OF SAID PROPERTY TO BE INCLUDED WITHIN THE SAID CORPORATE LIMITS". This ordinance is summarized as follows: Annexing territory into the City of Paducah along Olivet Church Road and adjacent to the present city limits. AMEND CEMETERY PRICES & POLICY Commissioner Feezor offered motion, seconded by Commissioner Grumley, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AMENDING SECTIONS 8-33 AND 8-36 OF CHAPTER 8, CEMETERIES, OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Increasing cemetery prices and amending cemetery policy. ACCEPT 1991-92 AUDIT PROPOSAL Commissioner Grumley offered motion, seconded by Commissioner Feezor, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE ACCEPTING THE PROPOSAL OF / ALLEN, RUNDLE AND GOLIGHTLY, P.S.C, CERTIFIED PUBLIC ✓ ACCOUNTANTS, FOR A COMPREHENSIVE ANNUAL FINANCIAL REPORT FOR THE CITY OF PADUCAH FROM JULY 1, 1991, TO JUNE 30, 1992, FOR THE SUM OF $44,750.00, PLUS TRAVEL AND EXPENSES". INCREASE POLICE PATROLMEN TO 55 Commissioner Hornsby offered motion, seconded by Commissioner Taylor, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AMENDING SUBSECTION (a) OF SECTION 25-1, 'NUMBER, RANK AND SALARIES OF MEMBERS OF THE POLICE DEPARTMENT' OF THE CODE OF ORDINANCES OF THE CITY OF 248 249 PADUCAH". This ordinance is summarized as follows: Increasing the number of patrolmen from 54 to 55. CORRESPONDENCE Mayor Montgomery reported on the following subjects: 1. Second Street Promenade commemorative bricks will be sold for approximately two more weeks. �T 2. $60,558 was received on this date as the last payment from FEMA 3. Letter received from the President of Kentucky Recreation & Parks Society concerning 1992 Parks & Recreation Conference recently held in Paducah EXECUTIVE SESSION Commissioner Taylor offered motion, seconded by Commissioner Hornsby, that the Board of Commissioners go into Executive Session for discussions which might lead to the J appointment, discipline or dismissal of an individual employee, and to discuss collective bargaining negotiations. Adopted on call of the roll, yeas, Commissioners Feezor, Grumley, Hornsby, Taylor and Mayor Montgomery (5). At the conclusion of the Executive Session the Board reconvened in open session, whereupon the Mayor announced there was no further business. Upon motion the meeting adjourned.
