HomeMy WebLinkAbout08/10/93531 AUGUST 10, 1993 ROLL CALL At a Regular Meeting of the Board of Commissioners held in the Commission Chambers at City Hall at 7:00 p.m., Tuesday, August 10, 1993, Mayor Montgomery presided, and upon call of the roll the following answered to their names: Commissioners Feezor, Grumley, Hornsby, Taylor and Mayor Montgomery (5). PUBLIC FORUM David Ray, from the Secret Service Department, was present to honor Police Chief L. V. McGinty and the police department for their service during the visits of past -President Busch, Governor Clinton (now President Clinton) and Tipper Gore y (wife of now Vice -President Al Gore) during the last presidential election campaign in the late fall of 1992. Mayor Montgomery remarked on the cooperative effort put forth by all of the different emergency entities and individuals involved in .making "Operation Lifesaver" a success. This program is being filmed to be made into a documentary to be shown nationwide. MINUTES Commissioner Feezor offered motion, seconded by Commissioner Grumley that the reading of the Minutes for August 3, 1993, be waived and that the Minutes of said meeting(s) prepared by the City Clerk be approved as written. Adopted on call of the roll, yeas, Commissioners Feezor, Grumley, Hornsby, Taylor and Mayor Montgomery (5). MUNICIPAL ORDERS PERSONNEL CHANGES Commissioner Grumley offered motion, seconded by Commissioner Feezor that upon the recommendation of the City Manager, the Board of Commissioners of the City of Paducah orders that the personnel changes on the attached list be approved: (SEE MUNICIPAL ORDER BOOK) Adopted on call of the roll, yeas, Commissioners Feezor, Grumley, Hornsby, Taylor and Mayor Montgomery (5). AUTHORIZE APPLICATION FOR FAMILY SELF-SUFFICIENCY PROGRAM Commissioner Hornsby offered motion, seconded by Commissioner Taylor that a Municipal Order entitled, "A MUNICIPAL ORDER AUTHORIZING THE MAYOR TO EXECUTE ALL DOCUMENTS NECESSARY TO MAKE APPLICATION FOR FAMILY SELF-SUFFICIENCY PROGRAM FUNDS AVAILABLE THROUGH HUD," be adopted. Adopted on call of the roll, yeas, Commissioners Feezor, Grumley, Hornsby, Taylor and Mayor Montgomery (5). AUTHORIZE APPLICATION FOR HOPE -3 IMPLEMENTATION GRANT Commissioner Taylor offered motion, seconded by Commissioner Hornsby that a Municipal Order entitled, "A MUNICIPAL ORDER APPROVING THE APPLICATION FOR ASSISTANCE THROUGH HOPE 3, OFFICE OF COMMUNITY PLANNING AND DEVELOPMENT, DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT, AND AUTHORIZING THE MAYOR TO EXECUTE ALL DOCUMENTS RELATING TO SAME," be adopted. Adopted on call of the roll, yeas, Commissioners Feezor, Grumley, Hornsby, Taylor and Mayor Montgomery (5). 532 AUGUST 10, 1993 AUTHORIZE APPLICATION FOR HOME FUNDS Commissioner Feezor offered motion, seconded by Commissioner Grumley that a Municipal Order entitled, "A MUNICIPAL ORDER AUTHORIZING THE MAYOR TO EXECUTE ALL DOCUMENTS NECESSARY TO MAKE APPLICATION FOR HOME PROGRAM FUNDS AVAILABLE THROUGH HUD," be adopted. Adopted on call of the roll, yeas, Commissioners Feezor, Grumley, Hornsby, Taylor and Mayor Montgomery (5). V APPROVE AGREEMENT FOR LEASE OF TVA WORK FLAT Commissioner Grumley offered motion, seconded by Commissioner Feezor that a Municipal Order entitled, "A MUNICIPAL ORDER AUTHORIZING THE MAYOR TO EXECUTE A LEASE AGREEMENT BY AND BETWEEN THE CITY OF PADUCAH AND THE CROUNSE CORPORATION FOR USE OF THE TVA WORK FLAT," be adopted. Adopted on call of the roll, yeas, Commissioners Feezor, Grumley, Hornsby, Taylor and Mayor Montgomery (5). Commissioner Hornsby offered motion, seconded by Commissioner Taylor that a Municipal Order entitled, "A MUNICIPAL ORDER AUTHORIZING THE MAYOR TO EXECUTE A LETTER AF AGREEMENT EMPLOYING J. J. B. HILLIARD, W. L. LYONS, INC. AS FINANCIAL ADVISOR FOR REFUNDING 1974 AND 1985 SEWER REVENUE BOND ISSUES," be adopted. Adopted on call of the roll, yeas, Commissioners Feezor, Grumley, Hornsby, Taylor and Mayor Montgomery (5). ORDINANCES - INTRODUCTIONS v APPROVE AGREEMENT FOR THE RENOVATION OF THE BRANNON BUILDING Commissioner Taylor offered motion, seconded by Commissioner Grumley that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE APPROVING THE MAYOR TO EXECUTE AN AGREEMENT WITH J. PATRICK KERR, TO PROVIDE ARCHITECTURAL SERVICES FOR RENOVATION OF THE BRANNON BUILDING AT 400 SOUTH SIXTH STREET FOR THE CITY OF PADUCAH POLICE DEPARTMENT." The foregoing title summarizes the contents of this ordinance. ESTABLISH SEWER CONNECTION FEES FOR ALEXANDER AVENUE Commissioner Feezor offered motion, seconded by Commissioner Grumley that the Board of Commissioners introduce an Ordinance entitled, "AN ORDINANCE ESTABLISHING THE AMOUNT TO BE CHARGED FOR CONNECTING TO CITY SANITARY SEWERS CONSTRUCTED BY THE CITY KNOWN AS THE 1993 ALEXANDER AVENUE SEWER EXTENSION PROJECT AND PROVIDING FOR THE ISSUANCE OF CONNECTION PERMITS, PROVIDING FOR THE PAYMENT OF CONNECTION CHARGES AND PROVIDING PENALTIES FOR VIOLATION OF THE PROVISIONS HEREOF." The foregoing title summarizes the contents of this ordinance. ZONE CHANGE FOR PROPERTY LOCATED AT U.S. HIGHWAY 60 & FRIEDMAN LANE Commissioner Grumley offered motion, seconded by Commissioner Hornsby that the Board of Commissioners introduce an Ordinance entitled, "AN ORDINANCE APPROVING THE FINAL REPORT OF THE PADUCAH PLANNING COMMISSION ON THE PROPOSED ZONE CHANGE FOR PROPERTY LOCATED ON FRIEDMAN LANE FROM R-2, LOW DENSITY RESIDENTIAL AND R-4, HIGH DENSITY RESIDENTIAL TO POP, PLANNED OFFICE PARK.ZONE, AND AMENDING THE PADUCAH ZONING ORDINANCE SO AS TO EFFECT SUCH REZONING." The foregoing title summarizes the contents of this ordinance. Commissioner Feezor abstained from any discussion concerning this ordinance due to him being a stockholder in CSI. AUGUST 10, 1993 ORDINANCES - ADOPTIONS APPROVE AGREEMENT WITH PADUCAH AND ILLINOIS KAILKUfw Commissioner Hornsby offered motion, seconded by Commissioner Taylor that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE AN AGREEMENT FOR LOCAL AGENCY RAILWAY -HIGHWAY GRADE SEPARATION IMPROVEMENTS WITH PADUCAH AND ILLINOIS RAILROAD IN CONJUNCTION WITH THE COLEMAN ROAD PROJECT". The foregoing title summarizes the contents of this ordinance. PURCHASE 30 -CHANNEL RECORDER AND RELATED EQUIPMENT FOR 911 Commissioner Feezor offered motion, seconded by Commissioner Grumley that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE ACCEPTING THE PROPOSAL OF DICTAPHONE IN THE AMOUNT OF $41,879.50 FOR A 30 -CHANNEL RECORDER AND RELATED EQUIPMENT FOR THE EMERGENCY COMMUNICATIONS DEPARTMENT, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SAME". DISCUSSIONS Mr. James Pennington, City Manager, distributed a draft copy of a 911 ordinance and a noise control ordinance to the Board. Adult Entertainment ordinance is ready for the Board's review and if approved then it can be sent to legal counsel. Banner ordinance is being revised and should be ready soon for review. Mayor Montgomery has had several phone calls regarding mosquitos. Mr. Roger Colburn, Director of Engineering and Environmental Services, is checking into the matter of the City spraying for mosquitos since the State will not do it this year. The Mayor has received phone calls regarding the move of the statue "Chief Paduke". This statue is not going to be moved. The Mayor has sent David Harvell, Director of Public Works and Roger Colburn, Director of Engineering and Environmental Services, a memo regarding funds that are available through Kentucky Infrastructure for projects to be completed within the City. 'i,i..'. 1 J ,. 534 AUGUST 10, 1993 EXECUTIVE SESSION Commissioner Grumley offered motion, seconded by Commissioner Feezor that the Board go into closed session for discussion of matters pertaining to the following topics: Proposed or pending litigation; as permitted by KRS 61.810(1)(c). Collective bargaining with public employees; as permitted by KRS 61.810(1)(e). Issues which might lead.to the appointment, dismissal, or disciplining of an employee; as permitted by KRS 61.810(1)(f).
