HomeMy WebLinkAbout07/27/93523 JULY 27, 1993 ROLL CALL At a Regular Meeting of the Board of Commissioners held in the Commission Chambers at City Hall at 7:00 p.m., Tuesday, July 27, 1993, Mayor Pro Tem Feezor presided, and upon call of the roll the following answered to their names: Commissioners Feezor, Grumley, and Taylor (3). Commissioner Hornsby and Mayor Montgomery were absent (2). MINUTES Commissioner Grumley offered motion, seconded by Mayor Pro Tem Feezor that the reading of the Minutes for July 20, 1993, be waived and that the Minutes of said meeting(s) prepared by the City Clerk be approved as written. Adopted on call of the roll, yeas, Commissioners Grumley, Taylor and Mayor Pro Tem Feezor (3). MOTIONS R & F BIDS Commissioner Taylor offered motion, seconded by Mayor Pro Tem Feezor that the following bids for construction of the Coleman Road Improvement Project for D.E.E.S. be received and filed: 1. H & G Construction, Inc. 2. Jim Smith Contracting, Inc. 3. Jim Skaggs, Inc. Adopted on call of the roll, yeas, Commissioners Grumley, Taylor and Mayor Pro Tem Feezor (3). MUNICIPAL ORDERS PERSONNEL CHANGES Commissioner Grumley offered motion, seconded by Mayor Pro Tem Feezor that upon the recommendation of the City Manager, the Board of Commissioners of the City of Paducah orders that the personnel changes an the attached list be approved: (SEE MUNICIPAL ORDER BOOK) Adopted on call of the roll, yeas, Commissioners Grumley, Taylor and Mayor Pro Tem Feezor (3). ORDINANCES - INTRODUCTIONS COLEMAN ROAD IMPROVEMENT PROJECT Commissioner Taylor offered motion, seconded by Commissioner Grumley that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE AN AGREEMENT WITH H & G CONSTRUCTION, INC. FOR THE CONSTRUCTION OF THE COLEMAN ROAD IMPROVEMENT PROJECT IN THE AMOUNT NOT TO EXCEED $1,321,336.98". The foregoing title summarizes the contents of this ordinance. Roger Colburn, Director of D.E.E.S., discussed the funding and timetable of this project. FINAL SUBDIVISION APPROVAL FOR PADUCAH INFORMATION AGE PARK Commissioner Grumley offered motion, seconded by Mayor Pro Tem Feezor, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE APPROVING THE FINAL REPORT OF THE PADUCAH PLANNING COMMISSION RESPECTING THE PROPOSED SUBDIVISION OF PROPERTY OF G.P.E.D.C., INC., LOCATED IN AN AREA BETWEEN U.S. HIGHWAY 60 AND U.S. HIGHWAY 62". Commissioner Taylor offered motion, seconded by Mayor Pro Tem Feezor that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AUTHORIZING THE MAYOR TO APPROVE A LEASE AND LICENSE ENTERED INTO BY AND BETWEEN THE PADUCAH AIRPORT CORPORATION AND MIDWEST AVIATION SERVICES, INC., FOR THE BARKLEY REGIONAL AIRPORT, LOCATED IN McCRACKEN COUNTY, KENTUCKY". EXECUTIVE SESSION Commissioner Grumley offered motion, seconded by Mayor Pro Tem Feezor that the Board go into closed session for discussion of matters pertaining to the following topics: Proposed or pending litigation; as permitted by KRS 61.810(1)(c). A motion was made by consensus to adjourn from Executive Session and reconvene in Open Session. After reconvening in Open Session the Board removed Item V.(D) "APPROVAL OF REFERENDUM OF ISSUE OF CONDEMNATION PURSUANT TO LITTLE TVA ACT OF PROPERTIES WITHIN CITY OF PADUCAH SERVED BY JACKSON PURCHASE ELECTRIC COOPERATIVE CORPORATION" from the Agenda. ORDINANCES - ADOPTIONS � AMEND SECTIONS 10 & 11 OF THE PROTECTION OF TREE ORDINANCE Commissioner Taylor offered motion, seconded by Commissioner Feezor that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AMENDING SECTIONS 10 AND 11 OF ORDINANCE 92-3-4739, AN ORDINANCE RELATING TO PROTECTION OF TREES ON PUBLIC PROPERTY WITHIN THE CITY OF PADUCAH". CONDEMNATION OF PROPERTY ON COLEMAN ROAD FOR UTILITY EASEMENT Commissioner Grumley offered motion, seconded by Mayor Pro Tem Feezor that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE PROVIDING FOR THE NEED FOR ACQUIRING A PARCEL OF REAL PROPERTY FOR THE PURPOSES OF THE RECONSTRUCTION, ALTERATION, RELOCATION AND IMPROVEMENT OF A PERMANENT PUBLIC ROADWAY KNOWN AS COLEMAN ROAD AND A PERPETUAL 525 PERMANENT UTILITY EASEMENT FOR PURPOSES OF LAYING, MAINTAINING, REPAIRING AND REMOVING PUBLIC UTILITIES ACROSS THE REAL PROPER- TY OWNED BY LOYD CHAMPION AND WIFE, LOLA CHAMPION, AND AUTHOR- IZING THE CONDEMNATION OF SAME". Commissioner Taylor offered motion, seconded by Mayor Pro Tem Feezor that the Board of Commissioners adopt an ordi- nance entitled, "AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT BY AND BETWEEN THE CITY OF PADUCAH, McCRACKEN COUNTY, AND ANGEL OF MERCY, INC., WHEREBY ANGEL OF MERCY WILL RECEIVE A SUM NOT TO EXCEED $125,000.00 FROM THE CITY OF PADUCAH FOR PROVIDING 24-HOUR EMERGENCY AMBULANCE SERVICE TO CITIZENS, SUBJECT TO ADDITIONAL TERMS AND CONDITIONS". DISCUSSIONS Commissioner Grumley thanked the public for using the many solid waste containers that were supplied by the Public Works Department for use during the Summer Festival. Commissioner Taylor complimented the people who are responsible for making the many improvements to Oak Grove Cemetery. Mr. Pennington would like to have a more formal discussion with the Board at the next Regular Meeting regarding the personnel structure of wages. Upon motion meeting was adjourned.
