HomeMy WebLinkAbout07/06/93JULY 6, 1993 ROLL CALL At a Regular Meeting of the Board of Commissioners held in the Commission Chambers at City Hall at 7:00 p.m., Tuesday, July 6, 1993, Mayor Montgomery presided, and upon call of the roll the following answered to their names: Commissioners Feezor, Grumley, Hornsby, Taylor and Mayor Montgomery (5). MINUTES. Commissioner Grumley offered motion, seconded by Commissioner Feezor that the reading of the Minutes for June 29, 1993, be waived and that the Minutes of said meeting(s), prepared by the City Clerk, be approved as written. Adopted on call of the roll, yeas, Commissioners Feezor, Grumley, Hornsby, Taylor and Mayor Montgomery (5). APPOINTMENTS ICATIONS SERVICE BOARD (911) WHEREAS, subject to the approval of the Board of Commissioners, I hereby reappoint P J Grumley as a member of the Paducah/McCracken County Emergency Communications Service Board (911), which term will expire July 1, 1996. Commissioner Feezor offered motion, seconded by Commissioner Taylor that the Board of Commissioners approve the action of Mayor Montgomery in reappointing P J Grumley to the Paducah/McCracken County Emergency Communications Service Board, which term will expire July 1, 1996. Adopted on call of the roll, yeas, Commissioners Feezor, Hornsby, Taylor and Mayor Montgomery (5). PADUCAH MAIN STREET INC., BOARD WHEREAS, subject to the approval of the Board of Commissioners, I hereby appoint David R. Perry as a member of the Paducah Main Street, Inc., Board to replace Roberta Morse, who has resigned. This term will expire. March 1, 1994. Commissioner Grumley offered motion, seconded by Commissioner Feezor that the Board of Commissioners approve the action of Mayor Montgomery in appointing David R. Perry as a member of the Paducah Main Street, Inc. Board. Adopted on call of the roll, yeas, Commissioners Feezor, Grumley, Hornsby, Taylor and Mayor Montgomery (5). ORDINANCES - EMERGENCY APPROVAL OF INSURANCE PROPOSALS FOR CITY WITH PEEL & HOLLAND INC. Commissioner Feezor offered motion, seconded by Commissioner Grumley that the Board of Commissioners introduce and adopt an ordinance entitled, "AN ORDINANCE ACCEPTING THE BID OF PEEL & HOLLAND, INC., FOR INSURANCE COVERAGE." This Ordinance is summarized as follows: accepting the bid of Peel & Holland, Inc., for insurance coverage which shall include but not be limited to general liability and law enforcement liability insurance coverage. Rhonda Heidtbrink, Risk Manager, explained differences from previous proposals for police liability insurance regarding the insurance coverage that is offered. APPROVAL OF INSURANCE PROPOSALS FOR CITY WITH KENTUCKY LEAGUE OF CITIES Commissioner Feezor offered motion, seconded by Commissioner Grumley that the Board of Commissioners introduce and adopt an ordinance entitled, "AN ORDINANCE ACCEPTING THE BID OF KENTUCKY LEAGUE OF CITIES FOR INSURANCE COVERAGE." This Ordinance is summarized as follows: accepting the bid of the Kent u ky League of Cities for business auto insurance coverage. APPROVE COST OF LIVING INCREASE TO RECIPIENTS' OF THE POLICE AND FIREFIGHTER'S RETIREMENT FUND Commissioner Grumley offered motion, seconded by Commissioner Hornsby that the Board of Commissioners introduce and adopt an ordinance entitled, "AN ORDINANCE APPROVING A COST OF LIVING INCREASE TO THE ANNUITIES OF ELIGIBLE ANNUITANTS UNDER THE POLICE AND FIREFIGHTERS' RETIREMENT FUND OF THE CITY OF PADUCAH, KENTUCKY." This Ordinance is summarized as follows: this Ordinance accords to eligible annuitants under the Police and Firefighter's Retirement Funds of the City of Paducah a 3.1 percent cost of living increase. Adopted on call of the roll, yeas, Commissioners Feezor, Grumley, Hornsby, Taylor and Mayor Montgomery (5). INCREASE CONTRIBUTIONS TO POLICE AND FIREFIGHTERS' RETIREMENT FUND Commissioner Grumley offered motion, seconded by Commissioner Feezor that the Board of Commissioners introduce and adopt an ordinance entitled, "AN ORDINANCE APPROVING AN INCREASE OF CONTRIBUTION TO THE POLICE AND FIREFIGHTERS' RETIREMENT FUND OF THE CITY OF PADUCAH, KENTUCKY, TO AMORTIZE THE PRESENT UNFUNDED LIABILITY." This Ordinance is summarized as follows: making contribution to the Police and Firefighter's Retirement Fund of the City of Paducah, Kentucky, on the principal of the present unfunded service liability, the payment of principal of which shall be amortized over a period of 40 years. ORDINANCES - INTRODUCTIONS APPROVAL OF ENCROACHMENT AGREEMENT BY WESTERN BAPTIST HOSPITAL Commissioner Hornsby offered motion, seconded by Commissioner Taylor that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO AN ENCROACHMENT AGREEMENT BETWEEN THE CITY OF PADUCAH, KENTUCKY AND WESTERN BAPTIST HOSPITAL FOR AN ENCROACHMENT UPON THE CITY RIGHT-OF-WAY." The foregoing title summarizes the contents of this ordinance. REMOVE PEDDLERS' LICENSE ORDINANCE FROM THE TABLE '14 Commissioner Taylor offered motion, seconded by Commissioner Hornsby that the Board of Commissioners remove an ordinance from the table entitled, "AN ORDINANCE PRESCRIBING TERMS AND CONDITIONS WHEREBY LICENSED PEDDLERS MAY USE THE CITY STREETS WITHIN THE DOWNTOWN BUSINESS ZONE FOR DISPLAY AND SALE OF MERCHANDISE FROM MOBILE CARTS, WAGONS, AND VEHICLES." Adopted on call of the roll, yeas, Commissioners Feezor, Grumley, Hornsby, Taylor and Mayor Montgomery (5). APPROVAL OF LICENSED PEDDLERS SELLING IN THE DOWNTOWN BUSINESS ZONE Commissioner Taylor offered motion, seconded by Commissioner Hornsby that the Board of Commissioners introduce an ordinance entitled, ,AN ORDINANCE PRESCRIBING TERMS AND CONDITIONS WHEREBY LICENSED PEDDLERS MAY USE THE CITY STREETS WITHIN THE DOWNTOWN BUSINESS ZONE FOR DISPLAY AND SALE OF MERCHANDISE FROM MOBILE HAND CARTS, PUSH CARTS AND WAGONS," as amended. The foregoing title summarizes the contents of this ordinance. DISCUSSIONS Commissioner Grumley discussed a letter regarding the Strathmore sewer system hook-up to city sewers. Mayor Montgomery announced that Commissioner Hornsby has been working on the history of early administrations for library. Commissioner Hornsby gave a brief summary of this project. The history will cover from 1952 to the present. This information could be ready in August. Mayor Montgomery reported on the following: (1) Storm damage of June 4, 1993, was estimated at a cost of $92,000.00 to the city and most of the debris that was collected by the city will be composted. (2) Expressed Thanks! to the Parks and Leisure Services Department for the fireworks demonstration on July 3, 1993. (3) The Delta Queen and Mississippi Queen will be in Paducah on July 71 1993. Both boats do pay for their expenses. For example, water, refuse pick up, food, etc. The Mayor also thanked the Paducah Ambassadors for the assistance they will provide in welcoming the tourists. Upon motion the meeting was adjourned. City Clerk Mayor 0 The City Clerk did not attend this meeting, Sandy Humphrey, Administrative Secretary for the City Manager, attended and took the minutes.
