HomeMy WebLinkAbout06/29/935.07 JUNE 29, 1993 ROLL CALL At a Called Meeting of the Board of Commissioners held in the Commission Chambers at City Hall at 7:00 p.m., Tuesday, June 29, 1993, 'Mayor Montgomery presided, and upon call of the roll the following answered to their names: Commis- sioners Feezor, Grumley, Hornsby, Taylor and Mayor Montgomery (5)• EXECUTIVE SESSION Commissioner Feezor offered motion, seconded by Commissioner Grumley that the Board go into closed session for discussion of matters pertaining to the following topics: Issues which might lead,to the appointment, dismissal, or disciplining of an employee; as permitted by KRS 61.810(1)(f). Adopted on call of the roll, yeas, Commissioners Feezor, Grumley, Hornsby, Taylor and Mayor Montgomery (5). Upon motion the meeting was called back to order. R & F NOTICES Commissioner Feezor offered motion, seconded by Commissioner Grumley that the executed copies of the Notice of Called Meeting to be held at 7:00 p.m., Tuesday, June 29, 1993, be received and filed. MINUTES Commissioner Grumley offered motion, seconded by Commissioner Feezor that the reading of the Minutes for June 22, 1993 be waived and that the Minutes of said meeting(s) prepared by the City Clerk be approved as written. APPOINTMENTS RIVER HERITAGE CENTER Commissioner Hornsby offered motion, seconded by Commissioner Taylor that the Board of Commissioners receive and file a Memorandum to the Paducah City Commission appointing the \V River Heritage Center Board of Directors, said terms becoming effective as designated in the Memorandum. David Brown, representative from Jeans, Inc., discussed the concerns of downtown merchants regarding the hazards of motorized vehicles being on sidewalks. SECTION 28-14, APPLICATION FOR STREET OR ALLEY CLOSING Commissioner Hornsby offered motion, seconded by Commissioner Taylor that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AMENDING SECTION 28-14, "APPLICATION FOR STREET OR ALLEY CLOSING". Ray McClennan, citizen, discussed his opposition to the changes in the ordinance. Kathryn Rivers, also spoke against the change in the ordinance. Merryman Kemp, asked that it be noted that a group of citizens are still opposed to this change in the ordinance. She also asked that it be noted that our City Planning and Zoning Commission's decisions can be and are overruled and changed by the City Commission. AMEND SECTION 2-297(B)(4) OF ARTICLE XVI, HUMAN RIGHTS COMMIS- SION Commissioner Taylor offered motion, seconded by Commissioner Hornsby that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AMENDING SECTION 2-297(B)(4) OF ARTICLE XVI, 'HUMAN RIGHTS COMMISSION,' OF CHAPTER 2 OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY." This ordinance is summarized as follows: That upon approval of the Board of Commissioners of the City of Paducah the Human Rights Commission may employ an executive director, attorneys, hearing examiners, clerks and other employees and agents as are re- quired to carry out the duties and powers of the Commission. oRv. n/a. cow. fie. as 4. /6.V - Joe Follette, was concerned with the amendment to the ordinance. He feels that he and other citizens will not be effectively represented if the Human Rights Department is under the authority of the City. Mr. Follette, also, discussed the Human Rights Commission section in the Paducah Code of Ordinances. Joe Cleary, president of NAACP, discussed the allocation of budget funds to the Human Rights Department per the Paducah Code of Ordinances. V Mayor's Announcements: 1) July 2, 1993, Mississippi Queen and the Delta Queen will be here in Paducah 2) July 25 - August 1, Paducah' Summer Festival 3) September 25-26, 1993, the 1st Paducah Artist & Artisan's Fair The Public Works Department wants to thank citizens for helping in cleaning up storm debris from the June 4, 1993 storm. Update of the Banner Ordinance was discussed. Captain of the Auxiliary Police stressed in a letter to the Mayor the importance of having the auxiliary policemen during the Summer Festival. Mayor was also wanting Mr. Pennington to check into how the 511 JUNE 29, 1993 auxiliary policemen are affected by the new KRS Chapter 95 and how the City can comply with that Statute. The Mayor also mentioned a letter she had received regarding the Paducah Public Housing facilities. Commissioner Taylor: 1) wanted to know if the repaving of Miller Street would be in the near future. 2) He also reported that citizens had asked about getting public basketball courts. Rhonda Heidtbrink, Risk Manager, reported on status of liability insurance for the Police department and other liability insurance. There is one policy that looks promising and provides the following: 1) No lapse in coverage 2) Reasonable deductible 3) Premiums are what was expected The City Manager reported on the request for payment by the Police and Firefighter's Retirement Fund Board for an actuarial ' study that was done at the request of their attorney. PATS asked that the accounting be done as an in-kind service which is basically what is being done now. Upon motion meeting was adjourned. APPROVED: July 6, 1993 sst.
