HomeMy WebLinkAbout04/30/93APRIL 30, 1993 ROLL CALL At a Called Meeting of the Board of Commissioners and the McCracken County Fiscal Court held in the Commission Chambers at City Hall at 3:00 p.m., Friday, April 30, 1993, Mayor Montgomery presided, and upon call of the roll the following answered to their names: Commissioners Feezor, Grumley, Hornsby, Taylor and Mayor Montgomery (5). Judge Hovekamp called the roll for the McCracken Court for the Called Meeting Notice for April 30, following answered to their names: Commissioners Riley. Commissioner McNeil was absent. NOTICES OF CALLED MEETING County Fiscal 1993. The Orazine and Commissioner Grumley offered motion, seconded by Commissioner Feezor, that the Notice of Called Meeting to be held at 3:00 p.m., Friday, April 30, 1993, be received and filed. Adopted on call of the roll, yeas, Commissioners Feezor, Grumley, Hornsby, Taylor and Mayor Montgomery. WORKSHOP This joint meeting was called for discussion of the following items. A. Geographic Information Systems (GIS) - Mr. Roger Colburn, Director of D.E.E.S., updated the Board and the McCracken County Fiscal Court. He reported that the aerial photography and control survey has been completed. Mr. Colburn and Mr. Jim Throgmorton, County Planner, agreed that a committee needs to be created with various representatives of potential users of GIS. This committee would be responsible for establishing needs of the actual users, selecting software and hardware to meet the needs of the users and funding for the development of the system. This committee needs to be formed by July 1, 1993, so that the committee can meet throughout the summer and present a plan and have software and hardware chosen by October 1, 1993. Delivery of the digital mapping files is expected to be in December 1993. The selection of the hardware and software to be utilized for this system has a direct bearing on the format of the files to be delivered. B. Paducah -McCracken County Transportation Study The Transportation Study was discussed at length. Applying to the State for funding of this study was also discussed. Mayor Montgomery and Judge Hovekamp are going to meet with the Chamber of Commerce regarding the issue of funding. C. 1993-94 Budget Supplement for Emergency Ambulance Service Due to Mr. Jack York's, owner of the Mercy Ambulance Service, absence and the latest report not being filed with the Board new contract negotiations could not begin at this time. Suggestions made for this contract were for the contract to be for six months and a penalty be included in the contract for quarterly reports that are not produced. Human Rights Commission Director Commissioner Feezor offered motion, seconded by Commissioner Grumley that the Board and the McCracken County Fiscal Court go into closed session for discussion of matters pertaining to the following topics: Issues which might lead to the appointment,' dismissal, or disciplining of an employee; as permitted by KRS 61.810(1)(f).
