HomeMy WebLinkAbout04/20/93464 APRIL 20, 1993 ROLL CALL At a Regular Meeting of the Board of Commissioners held in the Commission Chambers at City Hall at 7:00 p.m., Tuesday, April 20, 1993, Mayor Montgomery presided, and upon call of the roll the following answered to their names: Mayor Montgomery, Commissioners Feezor, Grumley, Hornsby and Taylor (5)• PUBLIC FORUM Terry Boston, Coordinator of McCracken County Literacy Project, was here to support the grant application for a request of funds for two computers and related software. The software cost is $4,170.00. During the Public Forum time, Mayor Montgomery thanked Commissioner Feezor, Commissioner Hornsby and Delphine Operle for stepping in for her while she was out of town. She also thanked the downtown businesses and the city employees for getting our city cleaned up and ready for the Quilters who were coming this weekend. Mayor Montgomery also reminded the public of the ribbon cutting for the Julian Carroll Convention Center at 4:00 p.m., Thursday, April 22, 1993. City Manager reported on the following: A. Reminder of May 1, 1993,.Happenings at Public Works Facility 1. City Auction \ 2. Household Hazardous Waste Collection V 3. Compost and Mulch Give -A -Way B. Locomotive Repair Due to the weather, the Locomotive located at First Street has not been able to be painted. C. Parks & Leisure Services Also due to the weather, certain programs will be starting at a later date. MINUTES Commissioner Feezor offered motion, seconded by Commissioner Grumley that the reading of the Minutes for April 13 & 14, 1993 be waived and that the Minutes of said meeting(s) prepared by the City Clerk be approved as written. Adopted on call of the roll, yeas, Commissioners Feezor, Grumley, Hornsby, Taylor and Mayor Montgomery (5). MOTIONS ( R & F BIDS - Commissioner Grumley offered motion, seconded by Commissioner Feezor that the following bids be received and filed for grounds maintenance services for Oak Grove Cemetery: 1. Wahl's Landscape Contractors 2. Crowdus Construction Co. Inc. Adopted on call of the roll, yeas, Commissioners Feezor, Grumley, Hornsby, Taylor and Mayor Montgomery (5). 465 R & F DOCUMENTS Commissioner Hornsby offered Commissioner Taylor that the following and filed: motion, seconded by documents be received 1. Certificate(s) of Insurance: (a) Wahl's Landscape Contractors (b) Dale & Shirley Binford 2. Contract between Associates for a (Contract File) the City and Wilbur Smith Traffic Study of U.S. 60 �` 3. Agreement between the City and McCracken County Humane Society, Inc. for the 1993-94 fiscal year Adopted on call of the roll, yeas, Commissioners Feezor, Grumley, Hornsby, Taylor and Mayor Montgomery (5). CEMETERY LOTS Commissioner Taylor offered motion, seconded by Commissioner Hornsby, that the Board of Commissioners approve the sale of the following cemetery lot(s) and that the City Clerk be authorized to execute a Deed of Conveyance for said cemetery grave(s): \v1. Mamie Heloise King, Rushing Addition to Oak Grove Cemetery, Sec. 6, Lot 164 NW, in the amount of $225.00 (Receipt No. 1464) �^ 2. Gerald E. Hunter, Rushing Addition to Oak Grove Cemetery, Sec. 6, Lot 153 SW, in the amount of $225.00 (Receipt No. 1466) 3. Jenetta Houston, Rushing Addition to Oak Grove Cemetery, Sec. 6, Lot 159 SE, in the amount of $225.00 (Receipt No. 1465) Adopted on call of the roll, yeas, Commissioners Feezor, Grumley, Hornsby, Taylor and Mayor Montgomery (5). MUNICIPAL ORDERS PERSONNEL CHANGES Commissioner Feezor offered motion, seconded by Commissioner Grumley, that upon the recommendation of the City Manager, the Board of Commissioners of the City of Paducah orders that the personnel changes on the attached list be approved: (SEE MUNICIPAL ORDER BOOK) Adopted on call of the roll, yeas, Commissioners Feezor, Grumley, Hornsby, Taylor and Mayor Montgomery (5). ORDINANCE - EMERGENCY "4 GROUNDS MAINTENANCE - OAK GROVE CEMETERY Commissioner Grumley offered motion, seconded by Commissioner Feezor, that the Board of Commissioners introduce and adopt an ordinance entitled, "AN ORDINANCE ACCEPTING THE BID OF WAHL'S LANDSCAPE CONTRACTOR FOR GROUNDS MAINTENANCE SERVICES FOR OAK GROVE CEMETERY, AND AUTHORIZING THE MAYOR TO EXECUTE -A CONTRACT FOR SAME". This ordinance is summarized as follows: The Mayor is hereby authorized to accept the bid and execute a contract with Wahl's Landscape Contractor for ground maintenance services for Oak Grove Cemetery, said bid being in substantial compliance with the bid specifications and advertisement for bids, and as contained in the bid of Wahl's Landscape Contractor of April 16, 1993. Pursuant to said bid the City shall pay unto Wahl's Landscape Contractor the amount 466 of $6,500.00 per mowing up to the total extent of $52,000.00 per year for the fiscal years of 1993-94, 1994-95, and for the fiscal years of 1995-96, 1996-97, if the contract is renewed by the City for such years. ORDINANCES - ADOPTIONS AMENDING FEE FOR PUBLIC RECORD COPIES Commissioner Hornsby offered motion, seconded by Commissioner Taylor, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AMENDING SECTION 2-12 (A)(8) REGULATIONS FOR THE INSPECTION OF PUBLIC RECORDS OF THE PADUCAH CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Increase of fees for copies 8 1/2" X 11" or 8 1/2" X 14" to $.50 per page and for duplications for larger documents such as maps, plats, etc., shall be $.50 per square foot per page. Adopted on call of the roll, yeas, Commissioners Feezor, Grumley,.Hornsby, Taylor and Mayor Montgomery (5). AMEND ACTING CITY CLERK APPOINTEE Commissioner Taylor offered motion, seconded by Commissioner Hornsby, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AMENDING SECTION 2-19.2, ACTING CITY CLERK, OF THE PADUCAH CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Changing Acting City Clerk appointee from Executive Secretary to Assistant City Clerk. Adopted on call of the roll, yeas, Commissioners Feezor, �1 Grumley, Hornsby, Taylor and Mayor Montgomery (5). AMEND SEC. 2-47(A), NONCIVIL SERVICE Commissioner Feezor offered motion, seconded by Commissioner Grumley, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AMENDING SUB -SECTION (A) OF SECTION 2-47, NONCIVIL SERVICE GENERALLY, OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Deleting Clerical Specialist position and creating Assistant City Clerk position. Adopted on call of the roll, yeas, Commissioners Feezor, Grumley, Hornsby, Taylor and Mayor Montgomery (5). EXECUTIVE SESSION Commissioner Grumley offered motion, seconded by Commissioner Feezor, that the Board go into closed session for discussion of matters pertaining to the following topics: A. Future sale or acquisition of a specific parcel(s) of real estate; as permitted by KRS 61.810(1)(b). B. Issues which might lead to the appointment, dismissal, or disciplining of an employee; a permitted by KRS 61.810(1)(f). Adopted on call of the roll, yeas, Commissioners Feezor, Grumley, Hornsby, Taylor and Mayor Montgomery (5). At the conclusion of Executive Session motion was made and adopted to reconvene in Open Session for a Workshop. WORKSHOP The following items were discussed: A. Notices on shootings occurring in Paducah 01 I 467 B. I-69 Meeting - Mayor Montgomery and Delphine Operle, Assistant to the Mayor, attending this meeting. Trying to ensure that the interstate highway comes as close to Paducah as possible. C. I-66 D. Emergency Warning Sirens E. NAACP - Would like for the City to recognize Martin Luther King, Jr. holiday as a respected holiday for city employees. F. Banner Committee - Mayor Montgomery asked the City Manager if this committee had been formed yet. City Manager reported that the committee had not been formed, but he is working on it.
