At a Regular Meeting of the Board of Commissioners held in the Commission Chambers at City Hall at 7:00 p.m., Tuesday, March 23, 1993, Mayor Montgomery presided, and upon call of the roll the following answered to their names: Mayor Montgomery, Commissioners Feezor, Grumley, Hornsby and Taylor �\ (5) . APPOINTMENTS BOARD OF ADJUSTMENT WHEREAS, the term of Rev. Charles W. Russell as a member of the Board of Adjustment has expired, I hereby, subject to the approval of the Board of Commissioners, reappoint Rev. Russell as a member of said Board, which term will expire August 31, 1996. Commissioner Grumley offered motion, seconded by Commissioner Feezor, that the Board of Commissioners approve the action of Mayor Montgomery in reappointing Rev. Charles W. Russell as a member of the Board of Adjustment. Adopted on call of the roll, yeas, Commissioners Feezor, Grumley, Hornsby, Taylor and Mayor Montgomery (5). MOTIONS CEMETERY LOTS Commissioner Hornsby offered motion, seconded by Commissioner Taylor that the Board of Commissioners approve the sale of the following cemetery lot(s) and that the City Clerk be authorized to execute a Deed of Conveyance for said cemetery grave(s): 1. Reberta Williams, Rushing Addition to Oak Grove Cemetery, Sec. 6, Lot 140 NW, in the amount of $225.00 (Receipt No. 1455) 't2 Beverly Johnson, Rushing Addition to Oak Grove Cemetery, Sec. 6, Lot 164 SW, in the amount of $225.00 (Receipt No. 1450) 3. Marvin Nunn, Old Addition 29, Lot 425, Grave 24, in (Receipt No. 1454) to Oak Grove Cemetery, Sec. the amount of $275.00 Adopted on call of the roll, yeas, Commissioners Feezor, Grumley, Hornsby, Taylor and Mayor Montgomery (5). Excavating, Inc. 450 MUNICIPAL ORDERS PERSONNEL CHANGES Commissioner Taylor offered motion, seconded by Commissioner Hornsby, that upon the recommendation of the City Manager, the Board of Commissioners of the City of Paducah orders that the personnel changes on the attached list be approved: (SEE MUNICIPAL ORDER BOOK) Adopted on call of the roll, yeas, Commissioners Feezor, Grumley, Hornsby, Taylor and Mayor Montgomery (5). ORDINANCES - EMERGENCY GRANT APPLICATION FOR DIVISION OF FORESTRY Commissioner Feezor offered motion, seconded by Commissioner Grumley, that the Board of Commissioners introduce and adopt and ordinance entitled, "AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE A GRANT APPLICATION FOR UP TO $10,000.00 IN MATCHING FUNDS FROM THE KENTUCKY DIVISION OF FORESTRY'S AMERICA THE BEAUTIFUL -URBAN FORESTRY ASSISTANCE PROGRAM FOR THE PURPOSE OF INITIATING A CITY TREE INVENTORY AND FOR ASSISTANCE IN FUNDING THE CITY FORESTER POSITION". The foregoing title summarizes the contents of this ordinance. Adopted on call of the roll, yeas, Commissioners Feezor, Grumley, Hornsby, Taylor and Mayor Montgomery (5). The ordinance entitled, "AN ORDINANCE ACCEPTING THE BID OF T.W.B. ENTERPRISES, INC., IN THE AMOUNT OF $14,300.00 FOR DEMOLITION OF A CONDEMNED STRUCTURE LOCATED AT 108-110 SOUTH THIRD STREET IN THE CITY OF PADUCAH, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SAME" introduced and tabled at the meeting held on March 16, 1993 is hereby null and void. Chris Black and Frank Mosko will be the developers for this property. This property will be transferred to Growth, Inc. Paul Moore, Director and Chief Inspector, said the first floor needsto be taken care of within the week. The debris needs to be cleaned out because this is a hazard to the buildings on each side of this building. ORDINANCES - INTRODUCTIONS V AMEND SECTION 10-49. CIVIL SERVICE Commissioner Hornsby offered motion, seconded by Commissioner Taylor that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AMENDING SECTION 10-49, CIVIL SERVICE, OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Change the following titles from Payroll Clerk to Payroll Officer, Account Clerk II to Accountant II, and Account Clerk I to Accountant I. AMEND SECTION 2-47, NONCIVIL SERVICE GENERALLY Commissioner Taylor offered motion, seconded by Commissioner Hornsby that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AMENDING SUB -SECTION (A) OF SECTION 2-47, NONCIVIL SERVICE GENERALLY, OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Changing the title of Accounting & Data Processing Coordinator to Controller. ANNEXATION OF INFORMATION AGE PARK Commissioner Feezor offered motion, seconded by Commissioner Grumley that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE EXTENDING THE BOUNDARY OF THE CITY OF PADUCAH, BY ANNEXING CERTAIN PROPERTY LYING ADJACENT TOT EH CORPORATE LIMITS OF THE CITY, AND DEFINING ACCURATELY THE BOUNDARY OF SAID PROPERTY TO BE INCLUDED WITHIN 451 THE SAID CORPORATE LIMITS". This ordinance is summarized as follows: Annexing territory known as the Information Age Park into the City of Paducah located west of and adjacent to the present city limits, along U.S. Highway 60. ORDINANCES - ADOPTIONS �t ENGINEERING SERVICES FOR COLEMAN ROAD IMPROVEMENT PROJECT IV Commissioner Grumley offered motion, seconded by. Commissioner Feezor, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING AND DIRECTING THE CITY OF PADUCAH, KENTUCKY, TO EXECUTE A CONTRACT WITH FLORENCE & HUTCHESON, INC., FOR PROFESSIONAL ENGINEERING SERVICES RELATED TO THE COLEMAN ROAD IMPROVEMENT PROJECT FOR A TOTAL CONTRACT PRICE NOT TO EXCEED $64,500.00". The foregoing title summarizes the contents of this ordinance. Adopted on call of the roll, yeas, Commissioners Feezor, Grumley, Hornsby, Taylor and Mayor Montgomery (5). AMEND SECTION 10-55, CIVIL SERVICE Commissioner Hornsby offered motion, seconded by �y Commissioner Taylor that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AMENDING SECTION 10-55, CIVIL SERVICE, OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Delete Laboratory Technician position and create Operation/Laboratory Supervisor. Adopted on call of the roll, yeas, Commissioners Feezor, Grumley, Hornsby, Taylor and Mayor Montgomery (5). DISCUSSIONS COAL LOADING PROJECT - Coal company is wanting to locate on land across the river from Metropolis, IL. Commissioner Feezor asked if the city commission was going to take a stand of support for or against this project as the body of the city. The Mayor told the Commissioners that she had sent a letter opposing the project on her private stationery. She told the commissioners that they could send their own personal letter to the coal company. The commission requested that someone prepare individual letters stating their position and they would sign them. She informed Mr. Feezor that when the company first brought forth the proposal of putting the coal cleaning facility on the riverfront they told there would be about 80 jobs. Now it is only going to be 8 to 10. EXECUTIVE SESSION \, Commissioner Taylor offered motion, seconded by Commissioner Hornsby, that the Board go into closed session for discussion of matters pertaining to the following topics: Proposed or pending litigation; as permitted by KRS 61.810 (1) (c)• Issues which might lead to the appointment, dismissal, or disciplining of an employee; as permitted by KRS 61.810(1)(f).
