HomeMy WebLinkAbout12/17/96DECEMBER 17, 1996 ROLL CALL At a Called Meeting of the Board of Commissioners held in the Commission Chambers at City Hall at 6:00 p.m., Tuesday, December 17, 1996, Mayor Jones presided, and upon call of the roll by the City Clerk, the following answered to their names: Commis- sioners Coleman, Grumley, Hornsby, Renfro and Mayor Jones (5). PRESENTATION OF PLAQUE TO COMMISSIONER HORNSBY Mayor Jones presented a plaque to Commissioner Hornsby in ✓ appreciation for his 18 years' service as City Commissioner. Commissioner Hornsby is leaving the Board December 31, 1996. POLICE DEPARTMENT PROMOTIONS Mayor Jones presented Captain badges to the following police officers: Sandy,Joslyn, Pat Vannerson and Kermit Perdew. Assistant Police Chief Carter presented an award to Officer Scott Aycock for making the most DUI arrests in the Department. Officer Aycock also received the Governor's Award last week, for the second consecutive year. EXECUTIVE SESSION Commissioner Coleman offered motion, seconded by Commissioner Grumley, that the Board to into closed session for discussion of matters pertaining to the following topics: 1. Proposed or pending litigation, as permitted by KRS 61.810(1)(c). V Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Hornsby, Renfro and Mayor Jones (5). At the conclusion of the Executive Session the Board reconvened in Open Session, whereupon the Mayor called the meeting back to order. NOTICES OF CALLED MEETING Commissioner Coleman offered motion, seconded by Commissioner Grumley, that the executed copies of Notice of Called Meeting of the Board of Commissioners of the City of Paducah for 6:00 p.m., Tuesday, December 17, 1996, be received and filed. Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Hornsby, Renfro and Mayor Jones (5). MINUTES Commissioner Coleman offered motion, seconded by Commissioner Grumley, that the Minutes for December 10, 1996, be waived and that the Minutes of said meeting prepared by the City Clerk be approved as written. Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Hornsby, Renfro and Mayor Jones (5). APPOINTMENT Mayor Jones made the following appointment: "WHEREAS, subject to the approval of the Board of Commissioners, I hereby appoint William Robert Johnston as a member of the Historical and Architectural Review Commission to replace Peter A. Ward, whose term has expired. This term will expire June 4, 2000. Commissioner Grumley offered motion, seconded by Commissioner Coleman, that the board of Commissioners approve the action of Mayor Jones in appointing William Robert Johnston as a member of the Historical & Architectural Review Commission. MUNICIPAL ORDERS PERSONNEL CHANGES Commissioner Hornsby offered motion, seconded by Commissioner Renfro, that upon the recommendation of the City Manager, the Board of Commissioners of the City of Paducah orders that the personnel changes on the attached list be approved. (2 motions) (SEE MUNICIPAL ORDER BOOK) Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Hornsby, Renfro and Mayor Jones (5). DISCUSSIONS PADUCAH AREA TRANSIT SYSTEM (PATS) Gary Kitchin, General Manager of Paducah Transit Authority, f discussed capital needs assessment for PATS. He gave the Commission a letter dated December 11, 1996, which he received from Jerry D. Ross, P.E., Director, Division of Multimodal Programs, Kentucky Transportation Cabinet, addressing this subject. This program described in the letter is up to 75% federally funded, and the Transportation Cabinet requires a written commitment to the local match share before they will apply for federal funding. PATS needs additional funds to purchase additional buses. Mayor Jones told Mr. Kitchin he is in favor of PATS applying for these funds. TELECOMMUNICATIONS UPDATE J Steve Doolittle gave an update on the City's communications program. The Commission instructed Steve to proceed with this program. CORNELL DRAINAGE PROJECT UPDATE / Rick Murphy gave an update on the Cornell Area Drainage Project. J He reported that Phase I of the project is completed and-. approximately one-half of Phase II. The Commission instructed Rick to proceed with the rest of Phase II. 190 DECEMBER 17, 1996 AFSCME APOLOGY City Manager Hoover read a letter from the AFSCME Local 1586 Executive Board wherein they apologized to the Commission for fictions taken by one of their Union members at the December 10 Commission Meeting. They said AFSCME Local 1586 does not condone the actions of this individual. ORDINANCES - ADOPTION AMEND SEC. 150.30(C), DEMOLITION PERMITS, ETC. Commissioner Renfro offered motion, seconded by Commissioner Hornsby, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AMENDING SECTION 150.30(C) OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Decreasing the duration of demolition permits from 90 to 60 days and establishing a sewer disconnect permit as relates to demolition of property. Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Hornsby and Mayor Jones (4). Nays, Commissioner Renfro (1). ORD.NO. 96-12 44=*, BOOK 27, P. AMEND CIVIL SERVICE SALARIES Commissioner Coleman offered motion, seconded by Commissioner Grumley, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AMENDING SALARIES OF CIVIL SERVICE EMPLOYEES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Increasing the number of positions for Janitor, Laborer & Flood Control Operator; decreasing number of Account Clerk positions. Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Hornsby, Renfro and Mayor Jones (5). ORD.NO. 96-12-5615, BOOK 27, P..:30 . AMEND NONCIVIL SERVICE SALARIES Commissioner Grumley offered motion, seconded by Commissioner Coleman, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AMENDING SALARIES OF NONCIVIL SERVICE ` EMPLOYEES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Restructuring the positions of Account ,/ Clerk and Revenue Technician and abolishing Accounting/Revenue Manager position. Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Hornsby, Renfro and Mayor Jones (5). ORD.NO. 96-12-5616, BOOK 27, P. ORDINANCES - INTRODUCTION `7 -- ADOPT 1994 EDITION OF KENTUCKY BUILDING CODE Commissioner Coleman offered motion, seconded by Commissioner Grumley, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AMENDING SEC. 150.15, BUILDING, ENERGY CONSERVATION AND MECHANICAL CODES ADOPTED; APPLICATION, OF CHAPTER 150, BUILDING REGULATIONS, OF THE CODE F ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Adopting the 1994 Edition of the Kentucky Building Code. PURCHASE UTILITY TRUCK FOR STREET DIVISION Commissioner Renfro offered motion, seconded by Commissioner Hornsby, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE ACCEPTING THE BID OF PADUCAH FORD IN THE AMOUNT OF $28,334.00 FOR SALE TO THE CITY OF ONE 1997 ONE -TON TRUCK WITH UTILITY BODY FOR USE BY THE DEPARTMENT OF ENVIRONMENTAL AND ENGINEERING SERVICES/STREET DIVISION, AND AUTHORIZING THE MAYOR TO.EXECUTE A CONTRACT FOR SAME". The foregoing title summarizes the contents of this ordinance. CHANGE SALARY MUNICIPAL ORDER TO SALARY ORDINANCE Commissioner Grumley offered motion, seconded by Commissioner Coleman, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE CREATING A SALARY SCHEDULE FOR EMPLOYEES OF THE CITY OF PADUCAH, KENTUCKY, WHO ARE NOT ELECTED OFFICIALS OR�MEMBERS OF POLICE OR FIREFIGHTERS' BARGAINING UNITS". This 191 DECEMBER 17, 1996 ordinance is summarized as follows: Adopt by Ordinance the Compensation Plan which was adopted by Municipal Order #736 on July 23, 1996. EXECUTIVE SESSION Commissioner Renfro offered motion, seconded by Commissioner Hornsby, that the Board go into closed session for discussion of matters pertaining to the following topic: 1. Issues which might lead to the appointment, dismissal, or disciplining of an employee, as permitted by KRS 61.810(1)(f). Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Hornsby, Renfro and Mayor Jones (5). At the conclusion of the Executive Session the Board reconvened in Open Session, whereupon the Mayor announced there was no further business. Upon motion the meeting adjourned.
