HomeMy WebLinkAbout07/03/9697 JULY 3, 1996 ROLL CALL At a Called Meeting of the Board of Commissioners held in the Commission Chambers at City Hall at 1:30 p.m., Wednesday, July 3, 1996, Mayor Jones presided, and upon call of the roll by the City Clerk, the following answered to their names: Commis- sioners Coleman, Grumley, Hornsby, Renfro and Mayor Jones (5). DISCUSSION OF FY 1995-96 AUDIT BID PROPOSALS The Board discussed identical audit proposals submitted by Allen and Company and Williams, Williams & Lentz. Both firms were represented at the meeting. The Mayor and Commissioners stated they were not aware of these proposals until Monday, July 1. Both firms submitted sealed bids at this meeting; however, at the recommendation of Mayor Jones, these bids were not opened. ✓ Mayor Jones recommended that the original bids (proposals) be studied after the Finance Director returns from vacation. The Commission concurred with Mayor Jones' recommendation, with the exception of Commissioner Grumley, who suggested that the City "flip coins" to determine which firm would be awarded the bid. Mayor Jones restated the Commission's decision to wait until the aforementioned study is made. ORDINANCES - ADOPTION APPROVE LEASE WITH PADUCAH POWER SYSTEM FOR CITY'S USE OF PROPERTY AT 1400 BROADWAY Commissioner Coleman offered motion, seconded by Commissioner Grumley, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE AN AGREEMENT BETWEEN THE ELECTRIC PLANT BOARD OF THE CITY y OF PADUCAH, AKA PADUCAH POWER SYSTEM, AND THE CITY OF PADUCAH, FOR USE BY THE CITY OF PADUCAH OF PREMISES LOCATED AT 1400 BROADWAY IN THE CITY OF PADUCAH, McCRACKEN COUNTY, KENTUCKY". The foregoing title summarizes the contents of this ordinance. Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Hornsby, Renfro and Mayor Jones (5). ORDINANCE NO. 96-7-5528, BOOK 26, P. 6.21 APPROVE LEASE WITH STATE FOR STATE'S USE OF CITY PROPERTY AT 6TH & CLARK STREETS Commissioner Renfro offered motion, seconded by Commissioner Hornsby, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE A LEASE AGREEMENT BETWEEN THE COMMONWEALTH OF KENTUCKY, 1/' FINANCE AND ADMINISTRATION CABINET, DEPARTMENT OF FACILITIES MANAGEMENT, AND THE CITY OF PADUCAH, FOR LEASE BY THE COMMONWEALTH OF KENTUCKY OF PREMISES LOCATED AT 6TH AND CLARK STREETS IN THE CITY OF PADUCAH, McCRACKEN COUNTY, KENTUCKY". The foregoing title summarizes the contents of this ordinance. Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Hornsby, Renfro and Mayor Jones (5). ORDINANCE NO. 96-7-5529, BOOK 26, P.42 MAYOR JONES HAD TO LEAVE THE MEETING AT THIS TIME AND MAYOR PRO -TEM GRUMLEY PRESIDED FOR THE REMAINDER OF THIS MEETING. MOTIONS R & F CALLED MEETING NOTICES Commissioner Coleman offered motion, seconded by Commissioner Grumley, that the executed copies of Notice of Called Meeting of the Board of Commissioners of the City of Paducah for 1:30 p.m., Wednesday, July 3, 1996, be received and filed. ORDINANCES - ADOPTION A FIVE-MINUTE RECESS WAS CALLED BY THE COMMISSION AT THIS TIME. AT THE CONCLUSION OF THE RECESS THE BOARD RECONVENED IN THE COMMISSION CHAMBERS. TABLE CIVIL SERVICE SALARY INCREASES & WAGE ADJUSTMENT ORDINANCE Commissioner Hornsby offered motion, seconded by Commissioner Renfro, that the Commission TABLE an ordinance introduced on July 1, 1996, entitled, "AN ORDINANCE AMENDING SALARIES OF CIVIL SERVICE EMPLOYEES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Amending civil service salaries of employees of the City of Paducah effective July 1, J1996, and making the following changes: Renaming the Planning & Building Department as the Department of Inspection and abolishing the Community Develop- ment/Housing and Grants Management Department; reclassifying the position of Chief Building Inspector to Director of Inspection/ - Chief Building Inspector and increasing salary to Grade 25; increasing City Clerk salary to Grade 17. Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Hornsby, and Renfro (4). Mayor Jones was absent (1). NONCIVIL SERVICE PAYROLL INCREASES, ETC. (EFFECTIVE 7-1-96) Commissioner Hornsby offered motion, seconded by Commissioner Renfro, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AMENDING SALARIES OF NONCIVIL SERVICE EMPLOYEES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Amending noncivil service salaries of employees of the City of Paducah effective July 1, 1996, and making the following changes: Abolishing the Community Planning & Development Department and the positions of Administrative Secretary, Clerical Specialist, Community Development Program Manager, Director of Community Development/Housing & Grants Management, Grants Administrator, Housing Specialist, Section 8 Program Administrator and Service Coordinator. Creating the Department of Inspection and the position of Clerical Assistant. Creating the Department of Planning and the positions of Administrative Secretary, Clerical Specialist, Community Development Program Manager, Grants Administrator, Housing Specialist, Section 8 Program Administrator and Service Coordinator; Renaming the position of Director of Planning & Building to Director of Planning; Transferring the positions of Planner I and Planner II to the Planning Department, and Abolishing the position of Clerical Assistant in said department. Abolishing one position of Secretary in the Department of Parks. Increasing the salary to Grade 17 for the following positions: Facility Maintenance Superintendent, Fleet Maintenance Superintendent, Section 8 Program Administra- tor, Solid Waste Superintendent and Street Superintendent. NON -BARGAINING UNIT SALARIES (EFF. 7-1-961 Commissioner Coleman offered motion, seconded by Commissioner Grumley, that the Board of Commissioners adopt an ordinance y entitled, "AN ORDINANCE AMENDING NUMBER, RANK AND SALARIES OF MEMBERS OF THE FIRE DEPARTMENT OF THE CITY OF PADUCAH, KENTUCKY". Amending salaries of non -bargaining members of the Fire Department effective July 1, 1996. Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Hornsby, and Renfro JULY 3, 1996 (4). Mayor Jones was absent (1). ORDINANCE NO. 96-7-5531, BOOK 26, P.(. POLICE DEPT. NON -BARGAINING UNIT SALARIES (EFF. 7-1-96) Commissioner Grumley offered motion, seconded by Commissioner Coleman, that the -Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AMENDING NUMBER, RANK AND SALARIES OF MEMBERS OF THE POLICE DEPARTMENT OF THE CITY OF PADUCAH, KENTUCKY". Amending salaries of non -bargaining members of the Police Department effective July 1, 1996. Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Hornsby, and Renfro (4). Mayor Jones was absent (1). ORDINANCE NO. 96-7-5532, BOOK 26, P. 632 . CITY MGR. SALARY INCREASE (EFF. 7-1-96) Commissioner Hornsby offered motion, seconded by Commissioner Renfro, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AMENDING THE SALARY OF THE CITY MANAGER OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Increasing the salary of the City Manager by 3%, effective July 1, 1996. Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Hornsby, and Renfro (4). Mayor Jones was absent (1). ORDINANCE NO. 96-7-5533, BOOK 26, P.64� . EXECUTIVE SESSION Commissioner Hornsby offered motion, seconded by Commissioner Renfro, that the Board go into closed session for discussion of matters pertaining to the following topics: 1. Future sale or acquisition of a specific parcel(s) of real estate, as permitted by KRS 61.810(1)(b). Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Hornsby, and Renfro (4). At the conclusion of the executive session the Board reconvened in open session, whereupon the Mayor Pro -tem announced there was no further business. Upon motion the meeting adjourned.
