HomeMy WebLinkAbout03/06/12MARCH 6, 2012 At a Regular Meeting of the Board of Commissioners, held on Tuesday, March 6, 2012, at 5:30 p.m., Mayor Paxton presided, and upon call of the roll by the City Clerk, the following answered to their names: Commissioners Abraham, Kaler, Gault, Watkins and Mayor Paxton (5). MAYOR'S COMMENTS Mayor Paxton, on behalf of the City, expressed sympathy for the residents of West Liberty, Kentucky, which was hit by an EF -3 tornado on March 2, 2012. Morgan County, county seat of West Liberty, was one of the hardest hit communities in Kentucky. Approximate population is a little over 3,000. RESOLUTION SUPPORT GPEDC'S REQUEST FOR FUNDING TO PROVIDE ROADWAY FOR OHIO RIVER TRIPLE RAIL MEGASITE Mayor Paxton offered motion, seconded by Commissioner Kaler, that a Resolution entitled, "A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE CITY OF PADUCAH, KENTUCKY, SUPPORTING THE GREATR PADUCAH ECONOMIC DEVELOPMENT COUNCIL'S REQUEST FOR FUNDING FROM THE KENTUCKY TRANSPORTATION CABINET RELATING TO THE DESIGN AND CONSTRUCTION OF NECESSARY ROADWAYS PROVIDING ACCESS FROM THE FEDERAL HIGHWAY SYSTEM TO THE OHIO RIVER TRIPLE RAIL MEGASITE," be adopted. Adopted on call of the roll, yeas, Commissioners Abraham, Gault, Kaler, Watkins and Mayor Paxton (5). WORKSHOP MANDATORY ALCOHOLIC BEVERAGE SERVER TRAINING Commissioner Watkins requested the City mandate alcoholic beverage server training for licensees that have a restaurant by the drink license, retail liquor by the drink license or a malt beverage license. The City Manager reported training called Server Training in Alcohol Regulations (S.T.A.R.) is offered through the Kentucky State Alcoholic Beverage office. Goals of the training sessions are to educate licensees fake identifications, reduce illegal sales to minors, reduce sales to persons who are already intoxicated, promote responsible consumption, provide information to sellers and servers to protect themselves from third -party liability lawsuits and educate licensees and servers about Kentucky liquor laws. The Commission agreed that it would be a good idea to have a representative from the State ABC office to give a presentation about the S.T.A.R. training. Commissioner Watkins asked the City Manager to also have former Asst. Police Chief Sandy Joslyn who now teaches the training to be present for information. CITY MANAGER REPORT A report was not given. COMMISSIONER COMMENTS No comments were given by the commission. PUBLIC COMMENTS No comments were made. EXECUTIVE SESSION Commissioner Gault offered motion, seconded by Commissioner Abraham, that the Board go into closed session for discussion of matters pertaining to the following topics: Proposed or pending litigation, as permitted by KRS 61.810(1)(c). Adopted on call of the roll, yeas, Commissioners Abraham, Gault, Kaler, Watkins and Mayor Paxton (5). OPEN SESSION Commissioner Abraham offered motion, seconded by Commissioner Watkins, that the Board reconvene in open session.
