MINUTES Commissioner Coleman offered motion, seconded by Commissioner Grumley, that the reading of the Minutes for May 9, 1995, be waived and that the Minutes of said meeting prepared by the City Clerk be approved as written. Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Hornsby Renfro and Mayor Montgomery (5). MOTIONS R & F BIDS Commissioner Coleman offered motion, seconded by Commissioner Grumley, that the following bids be received and filed: For Tennis Court Resurfacing in Noble Park: 1. RESOLUTION APPROVE SUPPLMENTAL ASSISTANCE AGREEMENT FOR BOND REFINANCING Commissioner Hornsby offered motion, -seconded by Commissioner Renfro, that the Board of Commissioners adopt a resolution entitled, "A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE CITY OF PADUCAH, KENTUCKY, APPROVING AND AUTHORIZING A FIRST SUPPLEMENTAL ASSISTANCE AGREEMENT BETWEEN THE CITY OF PADUCAH, KENTUCKY, AND THE KENTUCKY INFRASTRUCTURE AUTHORITY". MUNICIPAL ORDER PERSONNEL CHANGES Commissioner Renfro offered motion, seconded by Commissioner Hornsby, that upon the recommendation of the City manager, the Board of Commissioners of the City of Paducah orders that the personnel changes on the attached list be approved. (SEE MUNICIPAL ORDER BOOK) Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Hornsby, Renfro and Mayor Montgomery (5). 319 MAY 16, 1995 ORDINANCE - EMERGENCY Accept Bid for Tennis Court Resurfacing Commissioner Renfro offered motion, seconded by Commissioner Hornsby, that the Board of Commissioners introduce and adopt an ordinance entitled, "AN ORDINANCE ACCEPTING THE BID OF CENTRAL PAVING COMPANY IN THE AMOUNT OF $62,340 FOR RESURFACING TENNIS COURTS IN NOBLE PARK, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SAME". ORDINANCES - ADOPTION Sell Property in Bellview Subdivision Commissioner Coleman offered motion, seconded by Commissioner Grumley, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE ACCEPTING THE BID OF LANDCOR/RICHMOND PARTNERS LIMITED PARTNERSHIP IN THE AMOUNT OF $10,000 FOR THE PURCHASE OF REAL PROPERTY OWNED BY THE CITY OF PADUCAH DESCRIBED AS LOT 60, BELLVIEW SUBDIVISION, AND AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE A DEED FOR SALE OF SAID PROPERTY". ORDINANCE NO. 95-5-5286, BOOK 26, P.. 06 . Pay Paducah Power System for Relocation of Power Facilities Commissioner Grumley offered motion, seconded by Commissioner Coleman, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE DIRECTING THE FINANCE DIRECTOR TO PAY THE SUM OF $49,607.60 TO PADUCAH POWER SYSTEM FOR RELOCATION OF POWER DISTRIBUTION FACILITIES FOR THE KENTUCKY AVENUE RELOCATION PROJECT". This ordinance is summarized as follows: Authorizing the Finance Director to pay to Paducah Power System the sum of $49,607.60 for relocation of power distribution facilities for the Kentucky Avenue Relocation Project. The City will be reimbursed for this expenditure by Western Baptist Hospital, pursuant to an agreement between the City and Western Baptist Hospital. X07 Rezone Property on Washington Street Commissioner Hornsby offered motion, seconded by Commissioner Renfro, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE APPROVING THE FINAL REPORT OF THE PADUCAH PLANNING COMMISSION RESPECTING THE ZONING OF PROPERTY LOCATED AT 2631 WASHINGTON STREET, AND AMENDING THE PADUCAH ZONING ORDINANCE SO AS TO EFFECT SUCH ZONING". This ordinance is summarized as follows: Rezoning property located at 2631 Washington Street from R-4, High Density Residential, to B-1, Convenience and Service Zone. Agreement w/Sanitation District No. 4 Commissioner Renfro offered motion, seconded by Commissioner Hornsby, that the Board of Commissioners adopt an ordinance entitled, "AN ORDIANCE AUTHORIZING AND DIRECTING THE MAYOR TO V EXECUTE AN INDEMNIFYING AGREEMENT WITH WOODLAWN, OAKDALE & HUSBANDS ROAD SANITATION DISTRICT NO. 4 OF McCRACKEN COUNTY, IN LIEU OF A BOND AND INSURANCE, TO ALLOW THE ISSUANCE OF A PERMIT FOR EXCAVATION AND CONSTRUCTION IN CITY RIGHT-OF-WAY". MAY 16, 1995 320 Accept Proposal for CDBG Consultant Commissioner Coleman offered motion, seconded by Commissioner Grumley, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE ACCEPTING THE PROPOSAL OF FRANKLIN MOSKO CONSULTANTS FOR APPLICATION ASSISTANCE FOR A COMMUNITY DEVELOPMENT BLOCK GRANT, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SAME". Approve America the Beautiful Grant Commissioner Grumley offered motion, seconded by Commissioner Coleman, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE AN APPLICATION FOR AN "AMERICA THE BEAUTIFUL" MATCHING GRANT IN THE AMOUNT OF $5,000 FOR THE DEVELOPMENT OF A NURSERY AND GREENHOUSE, AND ANY OTHER DOCUMENTS INCIDENT THERETO NECESSARY TO OBTAIN SAME". This ordinance is summarized as follows: Authorizing the Mayor to execute an application for an "America the Beautiful" matching grant in the amount of $5,000. The City will provide a local match in the amount of $5,000, for total project cost of $10,000. Amend Sec. 40.21(f), Appendix A, Zoning Commissioner Hornsby offered motion, seconded by Commissioner Renfro, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AMENDING SECTION 40.21(F) OF APPENDIX A, ZONING, OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH". This ordinance is summarized as follows: Allowing additional types of signs in the H-1 Zone. Amend Noncivil Service Sec. 2-47 Commissioner Renfro offered motion, seconded by Commissioner Hornsby, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AMENDING SECTION 2-47, NONCIVIL SERVICE GENERALLY, OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Creating the position of Service Coordinator for the Department of Community Development/Housing and Grants Management. ORDINANCES - INTRODUCTION Amend Sec. 10-49 & 10-52, Civil Service Commissioner Coleman offered motion, seconded by Commissioner Grumley, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AMENDING SECTIONS 10-49 AND 10-52, CIVIL SERVICE, OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Increasing the number of and amending the status of Account Clerk positions in the Finance Department and decreasing the number of Solid Waste Collectors from 15 to 14. Amend Sec. 2-47(a), Noncivil Service Commissioner Grumley offered motion, seconded by Commissioner Coleman, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AMENDING SECTION 2-47, NONCIVIL 321 MAY 16, 1995 SERVICE GENERALLY, OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Increasing the salary of the Section 8 Program Administrator to Grade 13. DISCUSSIONS CITY MANAGER HOOVER ANNOUNCEMENTS: 1. An Open House is scheduled at the City's Public Works facilities on May 20. City Engineer John Chlarson said bus tours will be available from the Public Works facility on North 10th Street to the floodwall pump stations, the wastewater treatment plant, the compost yard and the new solid waste transfer station. 2. Discussion of an agreement between the City of Paducah, McCracken County and Graves County for use of City Jail while their Jail is under construction,. COMMISSIONER HORNSBY read the cancellation notice for the regular Commission Meeting on May 23, 1995, due to the primary election. COMMISSIONER RENFRO expressed appreciation to Police Officer Felker for his assistance at a recent function at Paducah Tilghmam High School. MAYOR MONTGOMERY ANNOUNCEMENTS: 1. The recent compost giveaway was a success and commended the staff on this recycling program. 2. "Walk America" was a success last Saturday. Commended Jonathan Hines for his assistance in handing out brochures, etc. 3. Asked the Commission to consider to begin using the new transfer station in June. Completion date for the station is expected to be June 1, which is earlier than the originally scheduled date. She wants to discuss this with Judge Orazine before the City moves forward. Perhaps he would like to wait until June 15 or later. The Commission can tell him it would like to start early to work out any problems before the June 30 deadline. COMMISSIONER COLEMAN announced that the Paducah Letter Carriers collected more than 15,000 pounds of food last Saturday, or more than 7.5 tons. EXECUTIVE SESSION Commissioner Grumley offered motion, seconded by Commissioner Coleman, that the Board go into closed session for discussion of matters pertaining to the following topics: 1. Issues which might lead to the appointment, dismissal or disciplining of an employee, as permitted by KRS 61.810(1)(f).
