HomeMy WebLinkAbout05/09/95314 MAY 9, 1995 ROLL CALL At a Regular Meeting of the Board of Commissioners held in the Commission Chambers at City Hall at 7:00 p.m., Tuesday, May 9, 1995, Mayor Montgomery presided, and upon call of the roll the following answered to their names: Commissioners Coleman, Grumley, Hornsby, Renfro and Mayor Montgomery (5). PRESENTATIONS Clay Cecil, Jason Albritton, Emily Bach and Black Kersey, students from the Paducah Tilghman Freshman I Biology Class gave two presentations on the dangers of teenagers using drugs .and alcohol. They asked the Commission and the community to become involved in helping prevent and educate teenagers from using harmful drugs and alcohol. They also asked for stricter laws for juveniles who break the law. MINUTES Commissioner Coleman offered motion, seconded by Commissioner Grumley that the reading of the Minutes.for May 2, 1995, be waived and that the Minutes of said meeting(s) prepared by the City Clerk be approved as written. MOTIONS R & F Documents Commissioner Grumley offered motion, seconded by Commissioner Coleman, the the following documents be received and filed: 1. Water Company Report for April 1995 2. Paducah Water Works General Ledger Balance Sheet ✓ for Period Ending 3/31/95 3. Executed Contract between City & Stringfellow International for Trash Loader for Solid Waste Division 4. MUNICIPAL ORDERS Personnel Changes Commissioner Hornsby offered motion, seconded by Commissioner Renfro that upon the recommendation of the City Manager', the Board of Commissioners of the City of Paducah orders that the personnel changes on the attached list be approved. ORDINANCES - ADOPTION PURCHASE POLICE AUTOS Commissioner Renfro offered motion, seconded by Commissioner Hornsby that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING COMPLETION OF THE PURCHASE OF SIXTEEN 1995 FORD CROWN VICTORIA AUTOMOBILES FROM PAUL MILLER FORD INC. IN THE AMOUNT OF $258,504 FOR USE BY THE POLICE DEPARTMENT, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SAME". The foregoing title summarizes the contents of this ordinance. ORD. NO. 95-5-5282; BOOK 26; PG .10 -7 - Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Hornsby, Renfro and Mayor Montgomery (5). 315 I MAY 9, 1995 PURCHASE PICKUP FOR WASTEWATER COLLECTION DIVISION Commissioner Coleman offered motion, seconded by Commissioner Grumley that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING COMPLETION OF THE PURCHASE OF ONE ONE-HALF TON FORD PICKUP TRUCK FROM MAN O'WAR AUTOMOTIVE INC. IN THE AMOUNT OF $12,613, FOR USE BY THE DEPARTMENT OF ENVIRONMENTAL AND ENGINEERING SERVICES/WASTEWATER COLLECTION DIVISION, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SAME". PURCHASE LOADER FOR WASTEWATER TREATMENT PLANT Commissioner Grumley offered motion, seconded by Commissioner Coleman that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE ACCEPTING THE BID OF McKEEL EQUIPMENT COMPANY IN THE AMOUNT OF $18,680 FOR ONE SKID STEER LOADER FOR THE DEPARTMENT OF ENVIRONMENTAL AND ENGINEERING SERVICES/WASTEWATER TREATMENT PLANT, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SAME." NO. 95-5-5284; BOOK 26; PG oIO y ORDINANCES - INTRODUCTION SELL PROPERTY IN BELLVIEW SUBDIVISION Commissioner Hornsby offered motion, seconded by Commissioner Renfro that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE ACCEPTING THE BID OF LANDCOR/RICHMOND ✓ PARTNERS LIMITED PARTNERSHIP IN THE AMOUNT OF $10,000 FOR THE PURCHASE OF REAL PROPERTY OWNED BY THE CITY OF PADUCAH DESCRIBED AS LOT 60, BELLVIEW SUBDIVISION, AND AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE A DEED FOR SALE OF SAID PROPERTY." PAY PADUCAH POWER SYSTEM FOR EELOCATION OF POWER FACILITIES Commissioner Renfro offered motion, seconded by Commissioner Hornsby that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE DIRECTING THE FINANCE DIRECTOR TO PAY THE SUM OF $49,607.60 TO PADUCAH POWER SYSTEM FOR RELOCATION OF POWER DISTRIBUTION FACILITIES FOR THE KENTUCKY AVENUE RELOCATION PROJECT." This ordinance is summarized as follows: Authorizing the Finance Director to pay to Paducah Power System the sum of $49,607.60 for relocation of power distribution facilities for the Kentucky Avenue Relocation Project. The City will be reimbursed for this expenditure by Western Baptist Hospital, pursuant to an agreement between the City and Western Baptist Hospital. REZONE PROPERTY ON WASHINGTON STREET Commissioner Coleman offered motion, seconded by Commissioner Grumley that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE APPROVING THE FINAL REPORT OF THE Paducah PLANNING COMMISSION RESPECTING THE ZONING OF PROPERTY LOCATED AT 2631 WASHINGTON STREET, AND AMENDING THE Paducah ZONING ORDINANCE SO AS TO EFFECT SUCH ZONING." This ordinance is summarized as follows: Rezoning property located at 2631 Washington Street from R-4, High Density Residential, to B-1, Convenience and Service Zone. AGREEMENT WITH SANITATION DISTRICT NO. 4 Commissioner Grumley offered motion, seconded by Commissioner Coleman that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE AN INDEMNIFYING AGREEMENT WITH WOODLAWN, OAKDALE & HUSBANDS ROAD SANITATION DISTRICT NO. 4 OF McCRACKEN COUNTY, IN LIEU OF A BOND AND INSURANCE, TO ALLOW THE ISSUANCE OF A PERMIT FOR EXCAVATION AND CONSTRUCTION IN CITY RIGHT-OF-WAY." The foregoing title summarizes the contents of this ordinance. 316 MAY 9, 1995 ACCEPT PROPOSAL FOR CDBG CONSULTANT Commissioner Hornsby offered motion, seconded by Commissioner Renfro that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE ACCEPTING THE PROPOSAL OF FRANKLIN MOSKO CONSULTANTS FOR APPLICATION ASSISTANCE FOR A COMMUNITY DEVELOPMENT BLOCK GRANT, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SAME." The foregoing title summarizes the contents of this ordinance. APPROVE AMERICA THE BEAUTIFUL GRANT Commissioner Renfro offered motion, seconded by Commissioner Hornsby that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE AN APPLICATION FOR AN "AMERICA THE BEAUTIFUL" MATCHING ✓ GRANT IN THE AMOUNT OF $5,000 FOR THE DEVELOPMENT OF A NURSERY AND GREENHOUSE, AND ANY OTHER DOCUMENTS INCIDENT THERETO NECESSARY TO OBTAIN SAME." This ordinance is summarized as follows: Authorizing the Mayor to execute an application for an "American the Beautiful" matching grant in the amount of $5,000. The City will provide a local match in the amount of $5,000, for total project cost of $10,000. AMEND SEC. 40.21(F), APPENDIX A, ZONING Commissioner Coleman offered motion, seconded by Commissioner Grumley that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AMENDING SECTION 40.21(F) OF APPENDIX A, ZONING, OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH." This ordinance is summarized as follows: Allowing additional types of signs in the H-1 Zone. AMEND NONCIVIL SERVICE SEC. 2-47 Commissioner Grumley offered motion, seconded by Commissioner Coleman that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AMENDING SECTION 2-47, NONCIVIL SERVICE GENERALLY OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY." This ordinance is summarized as follows: Creating the position of Service Coordinator for the Department of Community Development/Housing and Grants Management. PUBLIC FORUM Ray McLennan, asked the Commission to consider the following points before making the final decision on whether to let patrolmen take police cars home. 1. Compare the usage of police cars in the City and County. Mr. McLennan informed the Commission that the County gets approximately four years usage for their vehicles (they take vehicles home) and the City gets three. 2. Majority of patrolmen live outside the city limits. DISCUSSIONS May 12 - 13 -- Compost will be available for the Paducah citizens to pickup between the hours of 8:00 and 2:00 p.m. EXECUTIVE SESSION Commissioner Hornsby offered motion, seconded by Commissioner Renfro that the Board go into closed session for discussion of matters pertaining to the following topics: 1. Proposed or pending litigation; as permitted by KRS 61.810(1)(c). V 2. Issues which might lead to the appointment, dismissal, or disciplining of an employee; as permitted by KRS 61.810(1)(f). 3. At the conclusion of the Executive Session the Board reconvened in open Session and held a Workshop. Upon motion the meeting was adjourned.
