HomeMy WebLinkAbout04/25/95APRIL 25, 1995 306 ROLL CALL At a Regular Meeting of the Board of Commissioners held in the Commission Chambers at City Hall at 7:00 p.m., Tuesday, April 25, 1995, Mayor Montgomery presided, and upon call of the roll by the City Clerk, the following answered to their names: Commissioners Coleman, Grumley, Hornsby, Renfro and Mayor Montgomery (5). �. MINUTES Commissioner Coleman offered motion, seconded by Commissioner Grumley, that the reading of the Minutes for April 11, 1995, be waived and that the Minutes of said meeting prepared by the City Clerk be approved as written. Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Hornsby Renfro and Mayor Montgomery (5). MOTIONS R & F BIDS Commissioner Grumley offered motion, seconded by Commissioner Coleman, that the following bids be received and filed: For Seal Water Pump System for Wastewater Treatment Plant and Lift Station: 1. RESOLUTION CONTRIBUTION TO POLICE & FIREMEN'S RETIREMENT FUND Commissioner Renfro offered motion, seconded by Commissioner Hornsby,,that the Board of Commissioners adopt the following resolution: (See Above Title) This Resolution was read in full. CITY MANAGER HOOVER said pension payments (including increases) retroactive to July 1, 1994, will be paid to pensioners and widows in June, 1995. ORDINANCE - EMERGENCY NOBLE PARK RENOVATION, PHASE I Commissioner Coleman offered motion, seconded by Commissioner Grumley, that the Board of Commissioners introduce and adopt an V ordinance entitled, "AN ORDINANCE ACCEPTING THE BID OF WILKINS CONSTRUCTION COMPANY INC. IN THE AMOUNT OF $1,192,998.56 FOR NOBLE PARK RENOVATION, PHASE I, AND AUTHORIZING THE MAYOR TO EXECUTE A 307 APRIL 25, 1995 CONTRACT FOR SAME". ORDINANCE NO. 95-4-5276, BOOK 26, P. ORDINANCES - ADOPTION RE -ROOFING & ROOFING REPAIRS AT FIRE STATIONS Commissioner Grumley offered motion, seconded by Commissioner Coleman, that the Board of Commissioners adopt an ordinance / entitled, "AN ORDINANCE ACCEPTING THE BID OF SWIFT ROOFING INC. li IN THE AMOUNT OF $26,040 FOR RE -ROOFING FIRE STATION NO. 1 AND REPAIRING AND WATERPROOFING ROOF AT FIRE STATION NO. 3, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SAME". ORDINANCE N0. 95-4-5277, BOOK 26, P. )q . DECREASE MINIMUM SEWER CHARGES (CHAPTER 33) Commissioner Hornsby offered motion, seconded by Commissioner Renfro, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AMENDING SECTION 33-67 OF CHAPTER 33, SEWERS, OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance amends sewer rates for premises inside the city limits as follows: "Rates and charges for use of the service and facili- ties of the municipal sewer system for premises inside the corporate limits of the City as such limits presently exist and as the same may be extended from time to time in the future, shall be at the rate of $2.50 per 1,000 gallons of water used, provided the minimum sewer bill shall be $121%0 10.00 per month for the first %,000 4,000 gallons or less of water consumption." "These decreases shall become effective with usage commending on May 1, 1995, and shall be reflected on bills rendered on or subsequent to July 1, 1995." ORDINANCES - INTRODUCTION WATER PUMP SYSTEM FOR WASTEWATER TREATMENT PLANTS Commissioner Renfro offered motion, seconded by Commissioner Hornsby, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE ACCEPTING THE BID OF K/M SPECIALTY v PUMPS, INC. IN THE AMOUNT OF $10,340 FOR SALE TO THE CITY OF A SEALED WATER PUMP SYSTEM FOR THE WASTEWATER TREATMENT PLANT AND LIFT STATIONS, DEPARTMENT OF ENVIRONMENTAL AND ENGINEERING SERVICES, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SAME". The foregoing title summarizes the contents of this ordinance. POLICE AND FIREMEN'S PENSION FUND INCREASE Commissioner Coleman offered motion, seconded by Commissioner Grumley, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE APPROVING A COST OF LIVING INCREASE TO THE ANNUITIES OF ELIGIBLE ANNUITANTS AND INCREASING THE BENEFITS FOR CERTAIN WIDOWS OF DECEASED ANNUITANTS UNDER THE 1% POLICE AND FIRE FIGHTERS' RETIREMENT FUND OF THE CITY OF PADUCAH, KENTUCKY". ordinance is summarized as follows: Granting a 2.5% increase to recipients of the Police and Fire Fighters' Retirement Fund retroactive to July 1, 1994, increasing monthly payments to certain widows to an amount not less than $350.00 retroactive to July 1, 1994, and increasing the City's contributions to the Fund so as to fund such increases in the future. APRIL 25, 1995 PUBLIC FORUM David Wallace, a representative of A -OK Septic Tank Service, questioned if the city's wastewater treatment plant was consistent in accepting out -of -county grease. He said private haulers are allowed only one trip per day to the facility, but he said a hauler from Livingston County is allowed three or more dumps per day. He also questioned the city's slow billing process which he said at times is as much as three months late. He requested a meeting with Mayor Montgomery and Kevin Murphy, environmental regulations administrator for the city. Mayor Montgomery said she will be glad to sit in on a meeting and that she would also like to have the DEES Manager and City Manager present. She said a meeting will be scheduled and Mr. Wallace will be notified of the date. DEES Manager John Chlarson said he stands behind Mr. Murphy's integrity. DISCUSSIONS COMMISSIONER HORNSBY expressed his concern about traffic lane markings at 32nd & Broadway, in front of the Coca Cola Plant. City Manager Hoover said Department of Transportation standards were used. He said the Public Works Director will meet with the Department of Transportation to determine if changes should be made at this intersection. After this meeting the problem will be brought to the Traffic Commission. CITY MANAGER HOOVER reported that the Littleville drainage problem has been looked into, and they have major problems. He has met with Mr. Hack concerning this situation. He said City Engineer John Chlarson will look at this problem and make recommendations about drainage, as well as dilapidated and abandoned property in the area. He also said some of the drainage problems are caused by the railroad. COMMISSIONER GRUMLEY said he and Commissioner Hornsby called attention at least two years ago to the drainage problems caused by the railroad. CITY MANAGER HOOVER said the problems will be re-evaluated and brought up-to-date. MAYOR MONTGOMERY suggested that Rhonda Lee -James be included in this project. EXECUTIVE SESSION Commissioner Grumley offered motion, seconded by Commissioner Coleman, that the Board go into closed session for discussion of matters pertaining to the following topics: 1. Proposed or pending litigation, as permitted by KRS 61.810(1)(c); 2. Collective bargaining with public employees, as permitted by KRS 61.810(1)(e); 3. Issues which might lead to the appointment, dismissal or disciplining of an employee, as permitted by KRS 61.810(1)(f). At the conclusion of the Executive Session the Board reconvened in Open Session and held a Workshop. Upon motion the meeting adjourned.
