HomeMy WebLinkAbout08/22/95AUGUST 22, 1995 ROLL CALL At a Regular Meeting of the Board of Commissioners held in the Commission Chambers at City Hall at 7:00 p.m., Tuesday, August 22, 1995, Mayor Montgomery presided, and upon call of the roll by the City Clerk, the following answered to their names: Commissioners Coleman, Grumley, Hornsby, Renfro and Mayor Montgomery (5). MAYOR MONTGOMERY recognized Police Capt. Ronnie Stone and Sgt. Terry Long, who represented McCracken Sheriff Augustus, for their efforts and cooperation in stopping teenage alcohol use in this area. She also expressed her appreciation to Roger Creason, a state officer, for his assistance in this endeavor. MINUTES Commissioner Coleman offered motion, seconded by Commissioner Grumley, that the reading of the Minutes for August 15, 1995, be waived and that the Minutes of said meeting prepared by the City Clerk be approved as written. Adopted on call of the roll, yeas, Commissioners Coleman, Grumley; Hornsby, Renfro and Mayor Montgomery (5). MUNICIPAL ORDERS PERSONNEL CHANGES Commissioner Renfro offered motion, seconded by Commissioner Renfro, that upon the recommendation of the City Manager, the Board of Commissioners of the City of Paducah orders that the personnel changes on the attached list be approved. ORDINANCE - ADOPTION ADOPT JULY, 1995, REVISIONS OF HOME PLAN DOCUMENTS (2) Commissioner Coleman offered motion, seconded by Commissioner Grumley, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE APPROVING AND ADOPTING THE REVISED CITY OF PADUCAH HOME RESIDENTIAL ANTIDISPLACEMENT AND RELOCATION ASSISTANCE PLAN AND THE REVISED HOME REHABILITATION PLAN, AND AUTHORIZING THE MAYOR TO EXECUTE SAME". This ordinance is summarized as follows: Adopting the July, 1995, revisions of the Paducah Home Residential Antidisplacement and Relocation Assistance Plan and the Home Rehabilitation Plan, as recommended by the Kentucky Housing Corporation and the Urban Renewal & Community Development Agency. VERNON ELECTRIC FOR A VERTICAL TURBINE PUMP IN THE AMOUNT OF $23,055, FOR USE BY THE DEPARTMENT OF ENVIRONMENTAL AND ENGINEERING SERVICES, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SAME". The foregoing title summarizes the contents of this ordinance. STARTER GROUP FOR DEES Commissioner Hornsby offered motion, seconded by Commissioner Renfro, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE ACCEPTING THE BID OF HANNAN SUPPLY COMPANY FOR A MEDIUM VOLTAGE STARTER GROUP IN THE AMOUNT OF $49,925, FOR USE BY THE DEPARTMENT OF ENVIRONMENTAL AND ENGINEERING SERVICES, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SAME". The foregoing title summarizes the contents of this ordinance. VARIABLE FREQUENCY DRIVE FOR DEES Commissioner Renfro offered motion, seconded by Commissioner Hornsby, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE ACCEPTING THE BID OF QUALITY ELECTRIC FOR A VARIABLE FREQUENCY DRIVE AND RELATED EQUIPMENT IN THE AMOUNT OF $14,336.75, FOR USE BY THE DEPARTMENT OF ENVIRONMENTAL AND 384 AUGUST 22, 1995 ENGINEERING SERVICES, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR.SAME". IN THE AMOUNT OF $39,211, FOR THE FAIRWAYS SANITARY SEWER EXTENSION, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SAME". The foregoing title summarizes the contents of this ordinance. PURCHASE COMPUTERS FOR POLICE DEPT. Commissioner Grumley offered motion, seconded by Commissioner Coleman, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AUTHORIZING THE PURCHASE OF ELEVEN COMPAQ COMPUTERS FROM COMPAQ COMPUTER CORPORATION IN THE AMOUNT OF $27,731, FOR USE BY THE POLICE DEPARTMENT, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SAME". PURCHASE 16 POLICE VEHICLES Commissioner Hornsby offered motion, seconded by Commissioner Renfro, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AUTHORIZING THE PURCHASE OF SIXTEEN 1995 CROWN VICTORIA AUTOMOBILES FROM PADUCAH FORD INC. IN THE AMOUNT OF $274,688, FOR USE BY THE POLICE DEPARTMENT, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SAME". The foregoing title summarizes the contents of this ordinance. I PURCHASE 800 MHz RADIOS FOR POLICE DEPT. Commissioner Renfro offered motion, seconded by Commissioner Hornsby, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AUTHORIZING THE PURCHASE OF 800 MHz 'r RADIO EQUIPMENT IN AN AMOUNT NOT TO EXCEED $96,063, FROM MOTOROLA COMMUNICATIONS AND ELECTRONICS INC., FOR USE BY THE POLICE DEPARTMENT, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SAME". NOBLE PARK LANDSCAPING CONTRACT Commissioner Coleman offered motion, seconded by Commissioner Grumley, that the Board of Commissioners introduce an ordinance ✓ entitled, "AN ORDINANCE ACCEPTING THE BID OF JAMES SANDERS NURSERY IN THE AMOUNT OF $102,910.61 FOR LANDSCAPING FOR THE NOBLE PARK RENOVATION PROJECT, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SAME". PURCHASE DITCH CLEANING EQUIPMENT (LEAF MACHINES) / Commissioner Grumley offered motion, seconded by Commissioner Coleman, that the Board of Commissioners introduce an ordinance 'l d entitled, "AN ORDINANCE AUTHORIZING THE PURCHASE OF THREE DITCH CLEANING MACHINES FROM ODB MUNICIPAL PRODUCTS IN THE AMOUNT OF $70,925, FOR USE BY THE PUBLIC WORKS DEPARTMENT/STREET DIVISION, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SAME". The foregoing title summarizes the contents of this ordinance. PETITION City employee James Rhodes presented a 99 -signature petition to the Commission protesting a plan to exchange a New Year's Eve ✓ holiday for one on Martin Luther King Jr.'s birthday. He said City employees do not want any changes in the existing system, and that it is not a black and white issue. DON HARPER, a City employee, discussed: 1. The possibility of speed reductions on County Park Road beyond Olivet Church Road 48 AUGUST 22, 1995 2. Has received approval from the Highway Department to provide a protective turn lane at 28th & Jefferson. 28th & Broadway in under consideration due to the new Kentucky Avenue relocation 3. Implementation of "Adopt a Street Program" DISCUSSIONS 1. Bob Cherry, Jr. discussed his concern about the intent of various ordinances adopted above relating to code enforcement concerning weeds, junk vehicles, dilapidated structures and other nuisances. 2. Ray McLennan discussed his concern about the landlord ordinance adopted above. He asked the Commission if there was a hidden motive in an ordinance requiring landlords to register their property and said he thinks this more regulation and overkill to solve a problem. Mayor Montgomery and City Manager Hoover told Mr. McLennan that the only reason for this ordinance is to help identify where rental property is located, who owns it, and how many units each contains. City officials have said they will work with people when there is a question over who is responsible for code violations. MAYOR MONTGOMERY: 1. Announced that "Direct Line" will be on Channel 11 from 7 to 8 p.m. Wednesday evening, August 23. DEES programs will be the topic of discussion. EXECUTIVE SESSION Commissioner Hornsby offered motion, seconded by Commissioner Renfro, that the Board go into closed session for discussion of y matters pertaining to the following topics: 1. Issues which might lead to the appointment, dismissal, or disciplining of an employee, as permitted by KRS 61.810(1)(f). Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Hornsby, Renfro and Mayor Montgomery (5).
