MINUTES Commissioner Coleman offered motion, seconded by Commissioner Grumley, that the reading of the Minutes for October 11, 1994, be waived and that the Minutes of said meetings prepared by the City Clerk be approved as written. HOPE FOR ELDERLY ADMINISTRATION CONTRACT W/KHC Commissioner Grumley offered motion, seconded by Commissioner Coleman, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE APPROVING AN INDEPENDENT CONTRACTOR AGREEMENT WITH THE KENTUCKY HOUSING CORPORATION FOR THE ADMINISTRATION OF HOUSING ASSISTANCE IN COORDINATION WITH THE HOPE FOR ELDERLY INDEPENDENCE PROGRAM, AND AUTHORIZING THE MAYOR TO EXECUTE ALL DOCUMENTS RELATING TO SAME". Oka NO, 17q_ /0_ 5ao9 ; aA ", ORDINANCES - INTRODUCTION NOBLE PARK TREE PLANTING PROJECT Commissioner Grumley offered motion, seconded by Commissioner Coleman, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE ACCEPTING THE BID OF BOB WILLIAMS ✓ NURSERY IN THE AMOUNT OF $16,140 FOR NOBLE PARK TREE PLANTING PROJECT, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SAME". This ordinance is summarized as follows: Accepting the bid of Bob__ Williams Nursery in the amount of $16,140 for the Noble Park Tree )) Planting Project and authorizing the Mayor to execute a contract i�_,,,J- same. The City of Paducah will be reimbursed the sum of $10,000 by the Kentucky Division of Forestry for this project. SEWER CHARGE INCREASE Commissioner Coleman offered motion, seconded by Commissioner Grumley, that the Board of Commissioners introduce the following ordinance: (READ ORDINANCE IN FULL) OCTOBER 18, 1994 "AN ORDINANCE AMENDING SECTION 33-67 OF CHAPTER 33, SEWERS, OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY BE IT ORDAINED BY THE CITY OF PADUCAH, KENTUCKY: SECTION 1. Section 33-67, Rates Established for Premises Inside City Limits, is hereby amended to read as follows: 'Rates and charges for use of the service and facilities of the municipal sewer system for premises inside the corporate limits of the City as such limits presently exist and as the same may be extended from time to time in the future, shall be at the rate of SZ/90 $2.50 per 1,000 gallons of water used, provided the minimum sewer bill shall be $7129 $12.50 per month for the first 5,000 gallons or less of water consumption.' DISCUSSIONS These rates shall become effective This ordinance shall be read on two become effective upon publication.in SEWER UPGRADE City Manager Hoover explained that the City's infrastructure is involved in this upgrade. Between $12 million and $16 million in improvements is needed in the next five years. The 201 Plan is a vital part of this project. Mr. Hoover introduced City Engineer John Chlarson, Kevin Murphy and Jon Perkins, Finance Director, who gave a brief capsule of projects to be undertaken in the next five years. Mr. Chlarson explained that the City's sewer system was designed and built for combined systems from the 1950s until 1972. The EPA has said combined sewers are no longer permissible. Mr. Murphy said combined sewers were constructed in the downtown area in the early 1900s, and plans to abate CSOs is being formulated. The Paducah sewer system was upgraded in 1977 and 1979. The CSO abatement plan became effective in 1991. Mr. Perkins reported that he has been working with the City's Accountants, Allen, Rundle, Golightly & Shelton to find the funding necessary for this project. He utilized two charts to explain the proposed increases. The following water districts were compared on the first chart for sewer user fees: Lone Oak, Woodlawn, Reidland, Proposed Paducah and Current Paducah. Paducah's sewer rates were compared to the following cities: Hopkinsville, Bowling Green, Frankfort, Madisonville, Proposed Paducah, Owensboro and Current Paducah. The last sewer rate increase was approximately 2 to 2 1/2 years ago. After the increase, the charts illustrated that Paducah's rate would be the second -lowest among second class cities in Kentucky and the lowest among sewer districts in McCracken County. The estimate is based on 5,000 gallons, which is the minimum charge in Paducah. A completed bond plan hasn't been finalized, but the rate increase needs to be in place for the best possible rates. 192 193 OCTOBER 18, 1994 The plan for addressing issues in the next five years includes the following: Sewer rate increase to $2.50 per 1,000 gallons water usage, which is approximately 17 cents per day for the average water bill. City Manager Hoover said the proposed increase would be approximately $5.00 per month for the average homeowner. Mayor Montgomery said the Board will discuss this issue with concerned citizens if they will call her office and set up an 1 appointment. She also said the second reading on the proposed ordinance can be delayed for one week if requested by the public. DARRELL BUFORD, President of Security Taxi, said the company raised its rates Tuesday to offset a 150% increase in liability insurance caused primarily by accidents during last winter's snowstorm. The company's annual insurance premium rose from $36,000 to $92,000. The $1.20 per drop and per mile fee increased to $1.40 each. Other fees will increase slightly. He said they either have to increase rates or go out of business. COMMISSIONER GRUMLEY reported that he attended a block party Saturday night on Harrison Street between 16th and 17th Streets. He would like to see more block parties. He also visited a local home which is under the HOME project. He also inquired about a Municipal Order adopted at last week's meeting authorizing Paducah Water Works to sell a parcel of real estate on the Downtown Loop. He has been advised that this property has already been sold. The City Manager will look into this situation. COMMISSIONER RENFRO announced the annual leaf pickup program which begins October 19. She read a news release on this subject. Announced that the Oak Grove Cemetery Plan still needs a few "extras". This play is scheduled for November 10. MAYOR MONTGOMERY announced the following upcoming events: November 19, 1994 - Paducah Holiday Parade. Those interested in being in the parade should contact Parks & Leisures Services Department. The U. S. Coast Guard presented an Appreciation Certificate to the City of Paducah for their assistance last week in Safe Boating Week. Friday, October 21 at 9:00 a.m. - Ribbon Cutting Ceremony for Coleman Road. COMMISSIONER COLEMAN reported that Paducah received a 97% rating in a recent HUD review for its local program, administered by Danny Fugate. EXECUTIVE SESSION Commissioner Grumley offered motion, seconded by Commissioner Coleman, that the Board go into closed session for discussion of matters pertaining to the following topics: 1. Proposed or pending litigation, as permitted by KRS 61.810(1)(c); 2. Issues which might lead to the appointment, dismissal, or disciplining of an employee; as permitted by KRS 61.810 (1)(f).
