AN ORDINANCE AUTHORIZING THE FINANCE DIRECTOR TO PAY FOR THE
SOLE SOURCE PURCHASE OF AN OPEN VISION VIDEO X-RAY SYSTEM FOR THE PADUCAH
POLICE DEPARTMENT BOMB SQUAD AND AUTHORIZING THE MAYOR TO EXECUTE AN
AGREEMENT FOR SAME
WHEREAS, the Police Department currently has an Androis F-6 robot system for the
Bomb Squad Division; and
WHEREAS, the Police Department has received Kentucky Homeland Security grant
fiords that allows for the purchase of an x-ray system, portable robot and other related equipment; and
WHEREAS, the Bomb Squad Division of the Police Department has found that the Open
Vision Video X-ray system is the only digital real-time x-ray video system that can be attached to the
currently owned robot system; and
WHEREAS, Envision CmosX-ray, LLC, is the designer, manufacturer and sole source of
the Open Vision Video X-ray system; and
WHEREAS, a written determination has been made by the City Manager that the
OpenVision Video X-ray system is necessary to enhance the capabilities of the robot currently owned by
the Paducah Police Department Bomb Squad; therefore, making this a sole source purchase pursuant to
Sec. 2-659 of the Code of Ordinances of the City of Paducah, Kentucky.
BE IT ORDAINED BY THE CITY OF PADUCAH, KENTUCKY:
SECTION 1. That the City of Paducah hereby authorizes the Finance Director to make
payment to Envision CmosXray, LLC in the amount of $60,485.17, for purchase of an Open Vision
Video X-ray system for the Paducah Police Department Bomb Squad and authorizes the Mayor to execute
an agreement for same.
SECTION 2. This expenditure will be paid using funds received from a Kentucky
Homeland Security Grant and shall be charged to Homeland Security Bomb Squad Enhancement Grant
Project PO0059 account.
SECTION 3. This ordinance shall be read on two separate days and will become
effective upon summary publication pursuant to KRS Chapter 424.
