OCTOBER 4, 1994 the Board of Commissioners held in the City Hall at 7:00 p.m., Tuesday, Montgomery presided, and upon call of the the following answered to their names: Grumley, Hornsby, Renfro and Mayor TAX RATE HEARING The Board of Commissioners held a tax rate hearing on the levies and rates of taxation on all property in the City of Paducah, subject to taxation for municipal purposes and for school purposes for the period from July 1, 1994, through June 30, 1995. Jonathan Perkins presented these figures. It was noted that the City tax rate is lower than it has been for more than ten years. The 1995 rate of 45.1 cents per $100 of assessed valuation will drop from 46.6 cents. Assessed values increased more than the 4% allowed by HB 44, and as a result, taxes were rolled back. The city's portion does not include funds it collects for Paducah Community College, Paducah Public Library and Paducah Independent Schools. The rate for city schools and the library were also rolled back this year, creating a drop in the total tax rate from $1.139 to $1.091. ORDINANCE - INTRODUCTION 1994-95 TAX RATE ORDINANCE Commissioner Coleman offered motion, seconded by Commissioner Grumley, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE FIXING THE LEVIES AND RATES OF TAXATION ON ALL PROPERTY IN THE CITY OF PADUCAH, KENTUCKY, SUBJECT TO TAXATION FOR MUNICIPAL PURPOSES AND FOR SCHOOL PURPOSES FOR THE PERIOD FROM JULY 1, 1994, THROUGH JUNE 30, 1995, WITH THE PURPOSES OF SAID TAXES THEREUNDER DEFINED". Setting the 1994-95 Tax Rate as follows: PURPOSE RATE PER $100.00 General Fund of the City Real Property $0.438 Personal Property 0.490 Other Municipal Purposes Public Library Real Estate 0.046 Personal Property 0.050 Appointive Employees Pension Fund Real Estate 0.013 Personal Property 0.015 SCHOOL PURPOSES Paducah Junior College Real Estate 0.032 Personal Property 0.034 Total Tax Rate per $100 - real property 0.529 Total Tax Rate per $100 - personal property 0.589 Special Levies for General Fund Stocks of Banks & Trust Companies 0.200 The City of Paducah shall collect the following taxes 183 ILI V 184 V OCTOBER 4, 1994 for the Board of Education: Public School - General Fund & FSPK Property Real Property 0.562 Personal Property 0.595 Property taxes levied herein shall be due and payable in the following manner: The first half payment shall be due on November 1, 1994, and shall be payable without penalty and interest until November 30, 1994. The Second half payment shall be due on February 1, 1995, and shall be payable without penalty and interest until February 28, 1995. WORKSHOP MAYOR MONTGOMERY inquired about the tree incident that occurred last week. CITY MANAGER HOOVER explained last week's events concerning removal of a tree in the 19th block of Jefferson, in front of Alvin Champion's home. Mr. Champion complained about the tree cutting and has been told that the tree will be replaced with an appropriate planting. Mr. Hoover told the Commission that a written tree policy will be established, instituted and enforced. MR. HOOVER announced that the "first cut" on the Capital Improvement Project (CIP) will be presented next Tuesday night. MAYOR MONTGOMERY requested that remodeling of the Commission Chambers be included in the CIP sometime during the next five years. COMMISSIONER GRUMLEY inquired about this year's leaf pick-up schedule. Mr. Hoover will look into this project. A DEES Departmental report was presented by City Engineer John Chlarson and Kevin Murphy. The City Clerk did not stay for this presentation. \,EXECUTIVE SESSION Commissioner Grumley offered motion, seconded by Commissioner Coleman, that the Board to into closed session for discussion of matters pertaining to the following topic: 1. Issues which might lead to the appointment, dismissal, or disciplining of an employee, as permitted by KRS 61.810(1)(f). Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Hornsby, Renfro and Mayor Montgomery (5). At the conclusion of the Executive Session the Board reconvened in open session, whereupon the Mayor announced there was no further business. Upon motion the meeting adjourned.
