HomeMy WebLinkAbout10/19/10OCTOBER 19, 2010 At a Regular Meeting of the Board of Commissioners, held on Tuesday, October 19, 2010, at 5:30 p.m., Mayor Paxton presided, and upon call of the roll by the City Clerk, the following answered to their names: Commissioners Abraham, Gault, Kaler, Watkins, and Mayor Paxton (5). PRESENTATION AMERICAN CANCER SOCIETY RELAY FOR LIFE Stephanie Elder, Community Representative for American Cancer Society, gave information about the Relay for Life Event that will be held May 13, 2011. The kickoff event will be November 4, 2010. Her highlights covered the following topics: *:• American Cancer Society's goal ❖ Where does the money go? ❖ We are Making a Difference .... MUNICIPAL ORDER 2011 HEALTH INSURANCE PREMIUMS Commissioner Abraham offered motion, seconded by Commissioner Gault, that a Municipal Order entitled, "A MUNICIPAL ORDER APPROVING AND ADOPTING THE COMPREHENSIVE HEALTH INSURANCE BENEFIT PLAN PREMIUMS FOR CALENDAR YEAR 2011 INCLUDING PREMIUMS FOR OPTIONAL DENTAL AND VISION CARE FOR EMPLOYEES OF THE CITY OF PADUCAH," be adopted. Adopted on call of the roll, yeas, Commissioners Abraham, Gault, Kaler, Watkins and Mayor Paxton (5). MO#1571; BK 8 ORDINANCE — ADOPTION PROPERTY TAX LEVIES Commissioner Gault offered motion, seconded by Commissioner Abraham, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE FIXING THE LEVIES AND RATES OF TAXATION ON ALL PROPERTY IN THE CITY OF PADUCAH, KENTUCKY, SUBJECT TO TAXATION FOR MUNICIPAL PURPOSES AND FOR SCHOOL PURPOSES FOR THE PERIOD FROM JULY 1, 2010, THROUGH JUNE 30, 2011, WITH THE PURPOSES OF SAID TAXES HEREUNDER DEFINED". PURPOSP,, General Fund of the City Real Property Personal Property Motor Vehicles & watercraft School Purposes Paducah Junior College Real Estate Personal Property Motor Vehicles & watercraft RATE PER $100.00 $0.250 $0.390 $0.390 $0.018 $0.018 $0.031 The City of Paducah shall collect the following taxes for the Board of Education: Paducah Independent School District Real Property $0.711 Personal Property $0.711 Inventory $0.711 Total Tax Rate per $100 - real property $0.979 Total Tax Rate per $100 - personal property $1.119 Total Tax Rate per $100 — inventory $0.711 Total Tax Rate per $100 — motor vehicle & watercraft $0.421 Property taxes levied herein shall be due and payable in the following manner: OCTOBER 19, 2010 In the case of tax bills which reflect an amount due of less than Five Hundred Dollars ($500.00), the payment shall be due on November 1, 2010, and shall be payable without penalty and interest until November 30, 2010. In the case of all other tax bills, payment shall be in accordance with the following provisions: ■ The first half payment shall be due on November 1, 2010, and shall be payable without penalty and interest until November 30, 2010. ■ The second half payment shall be due on February 1, 2011, and shall be payable without penalty and interest until February 28, 2011. ORD.#2010-10-7749; BK 32 ORDINANCES – INTRODUCTION PADUCAH POWER/P& L/TVA INTENT TO ANNEX Commissioner Kaler offered motion, seconded by Commissioner Watkins, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE EXTENDING THE BOUNDARY OF THE CITY OF PADUCAH, KENTUCKY, BY INTENT TO ANNEX CERTAIN PROPERTY LYING ADJACENT TO THE CORPORATE LIMITS OF THE CITY OF PADUCAH, AND DEFINING ACCURATELY THE BOUNDARY OF SAID PROPERTY TO BE INCLUDED WITHIN THE SAID CORPORATE LIMITS." This ordinance is summarized as follows: Approving an intent to annex a tract of property contiguous to the southern line of the present city limits, extending from Bechtdolt Road south to Interstate Highway 24, west of Pool Road and east of Schneidman Road, containing 173.7690 acres more or less. APPROVE EMPLOYMENT AGREEMENT WITH JEFF PEDERSON Commissioner Watkins offered motion, seconded by Commissioner Kaler, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE APPROVING AN EMPLOYMENT AGREEMENT AND ALL OTHER DOCUMENTS AS NECESSARY BETWEEN THE CITY OF PADUCAH AND JEFFREY A. PEDERSON FOR EMPLOYMENT AS CITY MANAGER, AND AUTHORIZING THE MAYOR TO EXECUTE SAME." This ordinance is summarized as follows: That the City of Paducah approves an employment agreement and all documents necessary between the City and Jeffrey A. Pederson for employment as City Manager for the City of Paducah and authorizes the Mayor to execute an agreement for same. CITY MANAGER REPORT ♦ October 21 -Planning Department is sponsoring Lang Park Family Fun Night ♦ October 21 -Called Meeting to Approve and Adopt Contract for City Manager Position ♦ Asked Steve Ervin, Planning Director to update the Commission on the Tree Voucher Program. -- Mr. Ervin reminded the Commission that several months ago he made them aware of funds remaining in the tree voucher program and wanted their ideas of how to distribute the funds. After following their direction, talking with different organizations about funding tree planting, his recommendation is to give monies to the following: ❖ Parks Department for Noble Park ❖ Barkley Regional Airport ❖ McNabb Elementary ❖ Pecan Drive along the bridge for landscaping ❖ Barkley Woods Property on Buckner Lane owned by Murray State' University Mr. Ervin stated that unless the Commission objects, he will proceed in distributing the funds. No objection by consensus of the Commission COMMISSIONER COMMENTS Comm. Watkins -Political sign regulations—Thinks the City should have a more friendly policy for political and yard signs. He has spoken with the Inspections Department and the Director agreed to take a different action. When signs are placed in non-compliant OCTOBER 19, 2010 areas they will be collected and held for two weeks so the owner can retrieve them. If they are not collected within two weeks they will be discarded. Comm. Kaler-reminded the public of the regulations for electronic flashing signs. PUBLIC COMMENTS Eric Youngblood, concerned citizen, requested assistance from the Inspections Department for the Paducah Tilghman Carpentry program. Upon motion the meeting adjourned.
