HomeMy WebLinkAbout08-04-2015317 August 4, 2015 At a Regular Meeting of the Board of Commissioners, held on Tuesday, August 4, 2015, at 5:30 p.m., in the Commission Chambers of City Hall located at 300 South 5th Street, Mayor Kaler presided, and upon call of the roll by the City Clerk, the following answered to their names: Commissioners Abraham, Gault, Rhodes, Wilson and Mayor Kaler (5). INVOCATION Tommy Tucker, Pastor for Caring and Senior Adult Ministries of First Baptist Church, gave the invocation. PLEDGE OF ALLEGIANCE Anthony "Bizzy" Banks and four of his students from "Community Coming Together" led the pledge. PROCLAMATION UNDERGROUND DAMAGE PREVENTION DAY Mayor Kaler read a proclamation proclaiming August 11, 2015, as " Underground Damage Prevention Day" APPOINTMENT MUNICIPAL HOUSING COMMISSION Mayor Kaler made the following reappointment: "WHEREAS, subject to the approval of the Board of Commissioners, I hereby reappoint Edward Narozniak as a member of the Municipal Housing Commission. This term will expire July 22, 2019." Commissioner Abraham offered motion, seconded by Commissioner Gault, that the Board of Commissioners approve the action of Mayor Kaler in reappointing Edward Narozniak as a member of the Municipal Housing Commission. Adopted on call of the roll, yeas, Commissioners Abraham, Gault, Rhodes, Spencer and Mayor Kaler (5). RESOLUTION AUTHORIZE CITY ENGINEER -PUBLIC WORKS DIRECTOR TO BE THE APPLICANT AGENT FOR THE FEMA DOCUMENTATION FOR FEDERAL DISASTER ASSISTANCE RELATED TO THE FEBRUARY 2015 SNOW STORM Commissioner Gault offered motion, seconded by Commissioner Abraham, that a Resolution entitled, "A RESOLUTION AUTHORIZING THE CITY ENGINEER -PUBLIC WORKS DIRECTOR TO EXECUTE DOCUMENTS FOR AND ON BEHALF OF THE CITY OF PADUCAH TO APPLY FOR FINANCIAL ASSISTANCE THROUGH THE FEDERAL EMERGENCY MANAGEMENT AGENCY RELATED TO THE FEBRUARY 2015 SNOW STORM, be adopted. Adopted on call of the roll, yeas, Commissioners Abraham, Gault, Rhodes, Spencer and Mayor Kaler (5). ORDINANCE — ADOPTION AN ORDINANCE AUTHORIZNG AND APPROVING A CONTRACT FOR WATER SERVICE BETWEEN WEST McCRACKEN WATER DISTRICT AND THE COMMISSIONERS OF WATER WORKS, CITY OF PADUCAH DBA PADUCAH WATER Commissioner Rhodes offered motion, seconded by Commissioner Wilson, that the Board of Commissioners adopt an Ordinance entitled, "AN ORDINANCE OF THE CITY OF PADUCAH, KENTUCKY, APPROVING A CONTRACT FOR WATER SERVICE BY AND BETWEEN THE COMMISSIONERS OF WATERWORKS, THE CITY OF PADUCAH, DBA PADUCAH WATER AND WEST MCCRACKEN WATER DISTRICT." This ordinance is summarized as follows: This Ordinance accepts the recommendation of the Commissioners of Waterworks and hereby approves the Contract for Water Service dated July 6, 2015, by and between the Commissioners of Waters, the City of Paducah, DBA Paducah Water and West McCracken Water District and the changes to contract rates or charges for water as set forth in the Contract. ORD.#2015-8-8280; BK 9 318 August 4, 2015 ORDINANCES — INTRODUCTION FOUNTAIN AVENUE HEALTH PARK — PROCUREMENT OF PROFESSIONAL SERVICES FOR FOUNDATION FOR HEALTHY KENTUCKY GRANT Commissioner Wilson offered motion, seconded by Commissioner Rhodes, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE OF THE CITY OF PADUCAH, KENTUCKY, APPROVING AN AGREEMENT FOR DESIGN AND CONSTRUCTION MANAGEMENT FOR DEVELOPMENT OF A HEALTH PARK TO BE LOCATED NEAR 14TH STREET, 13TH STREET AND MARTIN LUTHER KING, JR. DRIVE; AND AUTHORIZING THE EXECUTION OF SAID CONTRACT." This ordinance is summarized as follows: The City hereby approves the agreement for Professional Design and Construction Management Services between the City and Brandstetter Carroll, Inc., for the development of a health park to be located near 14th Street, 13th Street and Martin Luther King, Jr. Drive and authorizes the Mayor to execute said agreement. AUTHORIZE A CONTRACT FOR THE POLICE DEPARTMENT EMERGENCY GENERATOR Commissioner Abraham offered motion, seconded by Commissioner Gault, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE ACCEPTING THE BID OF MOTT ELECTRIC, LLC FOR THE PURCHASE OF ONE EMERGENCY GENERATOR TO BE INSTALLED AT THE PADUCAH POLICE DEPARTMENT, AND AUTHORIZING THE MAYOR TO EXECUTE AN AGREEMENT FOR SAME." This ordinance is summarized as follows: That the City of Paducah accepts the bid of Mott Electric, LLC in the amount of $115,250, for the purchase of one new emergency generator to be installed at the Paducah Police Department and authorizes the Mayor to execute a contract for same. CITY MANAGER REPORT The City Manager shared information that the Police Chief shared with a citizen regarding a letter that had been sent to the Mayor about people's safety within Noble Park because of the shooting that happened last week. More details are contained in an excerpt from the City Commission Highlights prepared by Public Information Officer Pam Spencer. "Response to Last Week's Incident in Noble Park City Manager Jeff Pederson provided information compiled by Police Chief Brandon Barnhill in response to concerns about last week's shooting at Noble Park. Pederson says, "The message the Chief wants to send is that our parks are safe." In 2014, there was one reported assault in Noble Park which involved juveniles who knew each other. In 2015, there have been three reported assaults including last week's incident. Regarding that incident, Parks Services Director Mark Thompson says, "I'm not sure if anything could have prevented these issues." Thompson adds that police officers and deputies arrived within three minutes. Plus, park rangers secured the gates and evacuated nearby Stuart Nelson Park. Thompson complimented the quick action by his staff in the park. Thompson says, "They all took charge; took care of business. They made me proud. They made Paducah proud." Mayor Gayle Kaler says, "We have regular patrols and do all we can to make [Noble Park] safe for citizens." " MAYOR & COMMISSIONER COMMENTS There were no comments.
