HomeMy WebLinkAbout07/20/10JULY 20, 2010 At a Regular Meeting of the Board of Commissioners, held on Tuesday, July 20, 2010, at 5:30 p.m., Mayor Paxton presided, and upon call of the roll by the City Clerk, the following answered to their names: Commissioners Abraham, Gault, Kaler, Watkins, and Mayor Paxton (5). DELETIONS Item I(A), Agreement with KY State Police for Drug Task Force ORDINANCE – INTRODUCTION APPROVE PURCHASE OF SUNGARD PROPERTY TAX SOFTWARE Commissioner Abraham offered motion, seconded by Commissioner Gault, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AUTHORIZING THE FINANCE DIRECTOR TO PAY SUNGARD PUBLIC SECTOR FOR THE SOLE SOURCE PURCHASE OF SUNGARD PROPERTY TAX SOFTWARE TO UPGRADE THE CITY'S CURRENT SOFTWARE PACKAGE AND AUTHORIZING THE MAYOR TO EXECUTE ALL DOCUMENTS RELATING TO SAME." This ordinance is summarized as follows: That the City of Paducah hereby authorizes the Finance Director to make payment to Sungard Public Sector, in the amount of $98,675.25, for the sole source purchase of SunGard Property Tax Software to upgrade the City's current software package, and authorizes the Mayor to execute all documents relating to same. WORKSHOP TREE VOUCHER PROGRAM DISCUSSION Steve Ervin, Planning Director, reported the Planning Department stopped issuing tree vouchers on July 1, 2010. Out of 1250 vouchers 950 have been issued. Of those 950, 520 have been redeemed. The vouchers will be good until June 30, 2011. There is a projected balance of $7,530 upon final payment of the vouchers. The Planning Departments asked for guidance on what to do with the remaining funds. Options are as follows: ➢ Take applications from public/private schools to assist with grounds maintenance. ➢ Open the application process for vouchers up to businesses. ➢ Transfer funds to the Parks Department to assist in purchasing trees. The Commission liked all three options and suggested that the Jefferson boulevard, airport entrance/exit area, and the parks areas would also be locations for trees to be planted. Mr. Ervin said he will put a plan together and bring it back the Commission before making the final decision. PADUCAH RENAISSANCE ALLIANCE WEBSITE DEMO Jessica Perkins, Marketing Manager, gave an overview of the new website recently launched by PRA. This website features a map, directory, list of annual events, business recruitment, Artist Relocation page, etc. The website was designed by 1187 Creative. This new website helped to combine six web addresses into one. It helped to stop competition between PRA's own websites. She distributed maps of the Renaissance area which consists of the lowertown arts district, downtown and riverfront. There are 32,000 maps in circulation. CITY MANAGER REPORT ➢ Summer Festival is July 22-24 ➢ July 23—Awards ceremony hosted by the Paducah Police Department at the WKCTC Emerging Technology Center for officers, civilian employees and citizens who have done exceptional works for citizens. ➢ Request executive session pending litigation and personnel issues. COMMISSIONER COMMENTS Commissioner Abraham thanked Teresa White for her assistance in making the Kentucky Black Caucus event held in Paducah for the first time a success. PUBLIC COMMENTS JULY 20, 2010 Artist Jeff Spicer, representing businesses around the Market House Square, proposed an idea for "Market Street on Saturday Mornings." The object of the "street fair" will be to help strengthen and retain businesses, promote economic development and wellness such as cooking and yoga demonstrations. The proposal is to close the streets on Saturdays from 9:00 to 1:30 p.m. The sponsors will be businesses and friends. It is tentatively scheduled to begin September 4th and end October 23,d EXECUTIVE SESSION Commissioner Gault offered motion, seconded by Commissioner Abraham, that the Board go into closed session for discussion of matters pertaining to the following topics: Proposed or pending litigation, as permitted by KRS 61.810(1)(c). ➢ Issues which might lead to the appointment, dismissal or disciplining of a employee, as permitted by KRS 61.810(1)(f).
