HomeMy WebLinkAbout76-12-1352344 ORDINANCE NO. 76-12-1352 AN ORDINANCE AMENDING SECTIONS 10-49; 10-51; 10-52; 10-53; 10-54; 10-55; 10-56; 10-58; 10-59 and 10-61, "CIVIL SERVICE" OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY OF PADUCAH, KENTUCKY: SECTION 1. That Section 10-49 of the Code of Ordinances of the City of Paducah, Kentucky, be amended and reordained so that said section as amended and reordained shall hereafter read as follows: "Sec . 10-49 . Department of finance . (a) There is hereby created and authorized the following positions in the department of finance, and the salary of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: Position This department shall be under the direction and supervision of the city treasurer, a noncvil service position which has heretofore been created by separate ordinance. Auditor Bookkeeper Secretary Computer audit clerk Clerk-typist (4 positions) License inspector Base Monthly Salary 835.00 • ` 700:00 " _ _ 625.00 • 625.00 519.00 975.00 Assistant license inspector 600.00 (b) The license inspector shall be paid at the rate of $975:OO:Tper month for the first six months of employment; at the expiration of six months $985.00 per month; at -the expiration of one year $995.00 per month; at the expiration of two years $1,005.00 per month; and at the expiration of three years $1, 015.00 per month such increases to be made upon recommendation of the city manager . (c) The computer audit clerk shall be paid at the rate of $625.00 per month for the first six months of employment; at the expiration of six months $635.00 per month; at the expiration of one year $645.00 per month; at the expiration of two years $655.00 per month; and at the expiration of three years $665.00 per month, and at the expiration of four years $670.00 per month, such increases to be made upon recommendation of the city manager . 345 (d) The secretary shall be paid at the rate of $625.00 per month for the first six months of employment; at the expiration of six months $635.00 per month; at the expiration of one year $645.00 per month; at the expiration of two years $655.00 per month, and at the expiration of four years $665.00 per month, such increases to be made upon recommendation of the city manager . (e) The clerk-typist shall be paid at the rate of $519.00 per month for the first six months of employment; at the expiration of six months $564.00 per month; at the expiration of one year $574.00 per month; at the expiration of two years $584.00 per month; and at the expiration of three years $594.00 per month, such increases to be made upon recommendation of the city manager . (f) The bookkeeper shall be paid at the rate of $700.00 per month for the first six months of employment; at the expiration of six months $710.00 per month; and at the expiration of two years $720.00 per month, such increases to be made upon recommendation of the city manager . (g) For such period of time as the City of Paducah receives and must account for general revenue sharing funds and any special revenue sharing funds from the United States Government, the auditor and bookkeeper shall: be compensated for their extra services in an amount as follows: Auditor $3.0.00 per month. Bookkeeper $20.00 per month. Any of the foregoing positions, in -subsection (a) may hereafter from time to time be designated for payment from said. revenue sharing funds upon motion duly passed by the Board of Commissioners of the City of Paducah. (h) The Assistant license inspector shall be paid at the -r-ate of $600:00. per month for the first year of employment; at the expiration of one year $610.00 per month; at the expiration of two years $620.00 per month; at the expiration of • three years. $•.6.30.00 per month., and-at the expiration. of four: years $640.00 per month, such increases to be made. upon recommendation of the city manager . SECTION 2. That. Section -10-51 of the- Code of Ordinances of the City of Paducah, Kentucky, be amended ,and reordained so that said section as amended and reordained shall hereafter .read as follows:. "Sec.. 10-51. Engineering- ;department . (a) There is hereby created and authorized the following positions in the engineering department, and the salary of each position, provided .the amount of such salary is not changed under any apportionment ordinance here- after adopted, shall be as follows:. 346 Position Base Monthly Salary City Engineer 1,802.00 Assistant City Engineer 1, 060.00 Chief Draftsman 965.00 Chief of Party 965.00 Engineering technician (2 positions) 928.00 Instrument man 806.00 Junior Draftsman 636'.00 Chainman 625:00 Clerk-stenographer 615.00 (b) The clerk-stenographer shall be paid at the rate- of $615.00 per month for the first six months of employment; at the expiration of. six months $625.00 per month; at, the expiration of one year $635.00 per month; and at the expiration of two years $645.00 per month, such increases to be made upon recommendation of the. °city manager . (c) The .chainman shall be paid at the rate of $625:00 per month for the first year of employment; at the expiration of one year the salary shall be increased to $635.00 per month, such increase to be made upon recommendation of the city manager :. (d) Deleted. ~~ ~~ (e) For such period of time as the City of Paducah. is involved in the Townlift Project, or for so long as recommended by-the City Manager, the Chief Draftsman shall receive additional compensation in an amount not to exceed $240.00 per month for extra services `rendered." SECTION 3. That Section. 1U-52` of the Code of Ordinances of the.-City of Paducah, Kentucky, be amended and. reordained so that said section as-amended and reordained shall-hereafter read as follows: "Sec . 10-52 Street department -generally . ~ " (a) There is hereby authorized and created the following positions I in the street department, and the salaries of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter ` adopted, shall be as follows: 347 Position Base Monthly Salary Night foreman 954.00 Foreman (4 positions) 912.00 Garage foreman 912.00 Office Manager 678.00 Base Hourly Rate Sewer maintenance- man (6 positions) 4.31 Equipment operator "A" (5 positions) 4.66 Equipment operator "B"' (6 positions) 4.55 Equipment operator '*C" (2 positions) 4.42 Street repairman (6 positions) - 4.20 Truck drivers (12 positions) - - ~ 4.07 Night watchman 4.07 Laborers (3 positions) 3.80 Chief mechanic 4.78 Mechanic Class "A!' (5 positions) ~ 4.66 Mechanic Class "B" (2 positions) 4.42 Concrete finisher (3 positions) 4.66 Vehicle body repairman 4.55 (b) Office manager shall be paid at the rate of $678.00 per month for the first year of employment; - at the expiration of one year $696.00 per month; and at the expiration of two years $706'.00 per month, such increases to be made upon recommendation of the city manager . (c) Laborers shall be paid at the rate of $3.80 per hour for the first six months of employment; at the expiration of six months.. $3.85 per hour; at the expiration of one year $3.90 per hour; and at the expiration of two years $3.95 per hour, such increases to be made upon recommenda tion of the city manager. (d) All other positions of hourly employm ent shall be paid at the base hourly rate for the first six months of employment, - and at the expiration of six months the rate of pay shall be increased by $0.05 per hour,. such increases to be made upon recommendation of the city manager . " SECTION 4. That Section 10-53 of the Code of Ordinances of the City of Paducah, Kentucky, be amended and reordained so that said section as amended and reordained shall hereafter read as follows: "Sec . 10-53 . Refuse Department . (a) There is hereby authorized and created the following positions in the refuse (sanitation) department, and the salary of each position, provided the 348 amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: Position Collectors (23 positions) Truck drivers class "A" (3 positions) Truck drivers " (8 positions) Tire repairman (1 position) Equipment operator "A" (2 positions) Mechanic class "B" Base Hourly Rate 3.80 4.31 4.A7 4.42. 4.66 4..42 (b) Collectors shall be paid at the rate of $3.80 per hour for the first six months ° 'of employment; at the ~ expiration of six months $3.85 per hours; at the expiration of one year $3.90 per hour, and at the expiration of two :years $3.95 per hour, such increases to be made upon recommendation of the city manager . (c) Collectors assigned to operate vehicular collection equipment shall be assigned on the basis of seniority and qualifications and shall receive-~an- additional $0.10 per hour for hours worked in the" operation of the vehicles:. (d) All other positions of hourly employment, except class "A"' truck driver, shall be paid at the base hourly- rate for the first six months: of employ- ment and at the expiration of six months the rate of pay shall be increased by $0.05 per hour, such increases to be made upon recommendation of the city manager." SECTION 5. That Section 10-54 of the Code of-Ordinances of the City of Paducah, Kentucky, be amended and reordaine~d so that said section .as amended and reordained shall hereafter read as "follows: "Sec. 10-54. Cemetery department. ~ - (a) There is hereby authorized and created the following positions in the cemetery department and the salary ~of each position, provided the: amount of such salary is not changed under any apportionment- ordinance hereafter adopted, shall be as follows: . Position ~ - Base Hourly Rate Equipment operator "B" 4'.55 Truck drivers (2 positions) 4.07 Laborers (2 positions) 3.80 (b) Laborers shall be paid at the rate of $3.80 per hour for the first six months of employment; at the expiration of six months $3.85 per hour; at the expiration of one year $3.90 per hour; and at the expiration of two years $3.95 per hour, such increases to be made upon recommendation of the city 349 manager . (c) All other positions of hourly employment shall be paid at the base hourly rate for the -first six months of employment, and at the expiration of six months the rate of pay shall be increased by $0.05 per hour, such increases to be made upon recommendation of the city manager . " SECTION 6.- That Section 10-55 of the Code of Ordinances of the City of Paducah, Kentucky, be amended and reordained so that said section as amended and reordained shall hereafter read as follows: "Sec . 10-55 . Floodwall department . (a) There is hereby authorized and created the following positions in the floodwall department, .and -the= salary of each position, provided -the amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: Position Base Monthly Rate Floodwall chief forernari - 965.00 Floodwall maintenance (operators) (3 positions) 755.00 Floodwall maintenance man "A" (operator) (1 position) 857.00. (b) The chief foreman shall be -paid at the- rate of $965.00 per month for the first six months of employment; at the expiration of six months $975.00 per month; and at the expiration of one year $985.00 per month, such increases to be made upon recommendation of the city manager . (c) Maintenance men shall be paid at the rate of $755.00 per month for the first six months of employment; at the expiration of six months $765.00 per month; at the. expiration of one year $775.00 per month; at -the expiration of two years $785.00 per month, and at the expiration of" three years $795.00 per month, such increases to be made upon recommendation of the city manager . " SECTION 7. That Section 10=56 of the Code of Ordinances of the City of Paducah, Kentucky, be amended and reordained so that said section as amended and reordained shall hereafter read as fol"lows: "Sec. 10-56. Sewage disposal department. (a) There- is hereby authorized and created the following positions in the sewage disposal department, and the salary of each position, provided the amount of such salary is not changed under any apportionment ordinance here- after adopted, shall be as follows: Position Chief operator Maintenance .man - Operators (3 positions) Base Monthly Salary 1.,002.00 926.00 755..00 350 (b) Operators shall be paid at the rate of $755.00 per month for the first six months of employment; at the expiration of six months; $765.00.. per month; at the expiration of one year $775.00 per month; at the expiration of two years $785.00 per month; and at the expiration of three years $795.00 per month, such increases to be made upon recommendation of the city manager ." SECTION 8. That Section 10-58 of the Code of Ordinances of the City _ of Paducah, Kentucky,.,. be amended and reordained so that said section as amended and reordained shall hereafter read as follows: "Sec . 10-58 . Police department . (a) There is hereby authorized and created the following positions in the police department, and the salary of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: Position Stenographer -record room Base Monthly Salary ~; ' ' 615.00 Meter Maids (2 positions) 588.00 (b) The stenographer -record room, shall be paid at the rate of $615.00 per month for the first six months of employment; at the expiration of six months $625.00 per month; at the expiration Hof one year $635.00 per month; and at the expiration of two years $645.00 per month, such increases to be made upon recommendation of the city manager . (c) Meter maids shall be paid at the rate of $588.00 per month for the first six months of employment; at the expiration of six months $598.00 per . month; at the expiration of one year $608.00 per month; at the expiration of two years $618.00 per month; at the expiration of three years $628.00 per month; and at the expiration of five years $638.00 per month, such increases to be made upon recommendation of the city manager . " SECTION 9 . That Section 10-59 of the Code of Ordinances of the City of Paducah, Kentucky, be amended and reordained so that said section as amended and reordained shall hereafter read as follows: "Sec. , 10-59. Parks and Recreation Department. (c) \All. other positions of hourly employment shall be paid at the base hourly rate for the. first six months of employment, and at the, expiration of six months the rate of pay shall be increased by $0.05 per hour, such increases to be made upon recommendation of the city manager . (d) The clerk-typist shall be paid at the rate of $519..00 per month for the first six months of employment; at .the expiration of six months $564.00. per month; at the expiration of one. year $574.00 per month; at the expiration of two years $584.00 per month, and at the expiration of three years $594.00 per month, such increases to be made upon recommendation,. of the city. manager . SECTION 10. That Section 10-61 of the Code of Ordinances of the City of Paducah, Kentucky, be amended and reordained so that said section as amended and reordained shall hereafter read as follows: "Sec . 10-61. Unassigned positions . " (c) Maintenance positions shall be paid at the base hourly rate for " " the first six months of employment; and at 'the expiration of six months""thee rate of pay shall be increased by $0:05 per hour, such increases to ~be made upon recommendation of the city manager (d) Janitor and laborer positions shall " be paid at the base hourly rate for the first six months of employment; at the expiration of six' months there may be an increase of $0.05 per hour; at the expiration of one year there may be an additional increase of $0.05 per hour; and at the expiration of two years there may be an additional increase of $0.05 per hour, such increases to be made upon recommendation of the city manager . 353 (e) The clerk-typist shall be paid at the rate of $519.00 per month for the first six months of employment; at the expiration of six months $564.00 per month; at the expiration of one year $574.00 per month; at 'the expiration - - of two years $584.00 per month; and at the expiration of three years $594.00 per month, such increases to be made upon recommendation of the city manager" . (f) The chief of the maintenance division may designate one employee - in his department to act as a lead-man or part-time working foreman to serve in such capacity at the direction of the chief of the maintenance division, or at such times as the chief of the maintenance division is on leave. The employee so desi- gnated shall be p~.id an additional $0.15 per hour during such times as the employee- r designated actually serves in such capacity . (g) The .City clerk shall be paid at the rate of $933.00 per month for the first six months of employment; at the expiration of six months $943.00 per month; at the expiration of one year $953.00 per month; at the expiration of two years $963.00 per month; and at the expiration of four years $973.00 per month; such increases to be made upon recommendation of the city manager . (h) The Administrative Clerk shall be paid at the rate of $731.00 per month for the first .six months of employment; at the expiration of six` months $741.00 per month; at the expiration of one year $751.:00 per month;. at the expiration of two years $761.00 per month and at the expiration of four years ~ - $771.00 per month; such increases to be made upon recommendation of the city manager . SECTION 11. This ordinance amends Section 10-49 of Ordinance No. 76-6-1275 which was adopted by the Board of Commissioners on June 8, 1976; Section 10-51 amends Ordinance No . 76-7-1294 which was adopted by the Board of Commissioners on July 13, 1976;. Sections 10-52, 10=53, 10-55 and 10-56 were amended by -Ordinance No . 76-4-1256, adopted by the Board of Commissioners on April 13, 1976; Section 10-54 was last amended by Ordinance No. 76-10=1330, adopted by the Board of Commissioners on October 12, 1976; Section 10-58 was last amended by Ordinance No. 76-3-1249, adopted by the Board of Commissioners on March 23, -1976; and Section 10-61 'was last amended by Ordinance No. 76-11-13:42, adopted by -the Board of Commissioners on November 9, 1976. SECTION 12. This ordinance shall be in full force and effect from and after January 3, 1977.
