At a Called Meeting of the Board of Commissioners, held in the Commission Chambers
at City Hall at 5:00 p.m., Tuesday, August 15, 2000, Mayor Jones presided, and upon call
of the roll the following answered to their names: Commissioners Coleman, Paxton,
Smith, Wrye and Mayor Jones (5).
R & F NOTICES
Commissioner Coleman offered motion, seconded by Commissioner Paxton, that the
\l Called Meeting Notice for 5:00 p.m., Tuesday, August 22, 2000, be received and filed.
Adopted on call of the roll, yeas, Commissioners Coleman, Paxton, Smith, Wrye and
Mayor Jones (5).
REARRANGE ORDER OF BUSINESS
Mayor Jones offered motion, seconded by Commissioner Coleman, that the Board of
Commissioners dispense with the Order of Business as listed on the agenda and rearrange
the agenda as follows:
1. Maiden Alley Emergency Ordinance
2. AFSCME Grievance Hearing
3. Discussion of Public Works Director Position
Adopted on call of the roll, yeas, Commissioners Coleman, Paxton, Smith, Wrye and
Mayor Jones (5).
ORDINANCE — EMERGENCY
MAIDEN ALLEY ENCROACHMENT AGREEMENT & MARQUEE
Commissioner Paxton offered motion, seconded by Commissioner Coleman, that the
Board of Commissioners introduce and adopt an ordinance entitled, "AN ORDINANCE
AUTHORIZING THE MAYOR TO ENTER INTO AN ENCROACHMENT
AGREEMENT BETWEEN THE CITY OF PADUCAH, KENTUCKY, AND THE
RIVER HERITAGE MUSEUM FOR AN ENCROACHMENT UPON CITY RIGHT-
OF-WAY ON MAIDEN ALLEY ADJACENT TO BROADWAY, AND TO APPROVE
CONSTRUCTION OF A SIGN AT THIS LOCATION". This ordinance is summarized
as follows: Authorizing the Mayor to execute an Encroachment Agreement between the
City of Paducah and The River Heritage Museum, allowing The Museum to encroach
upon a portion of City right-of-way in Maiden Alley between Broadway and Kentucky
Avenue, adjacent to Broadway for the construction of an off -premises sign. Adopted on
call of the roll, yeas, Commissioners Coleman, Paxton, Smith, Wrye and Mayor Jones

AFSCME GRIEVANCE HEARING
GREGORY TAYLOR GRIEVANCE
Mayor Jones stated the nature of the grievance to be heard.
Joanne Edwards, Attorney, represented the City.
Mark Cavanah, AFSCME Local 1586 President, represented Gregory Taylor.
Mr. Cavanah requested a closed hearing. Mayor Jones, upon consultation with Counsel,
T denied that the hearing be closed.
Mr. Cavanah gave an opening statement.
There were no witnesses for Mr. Taylor.
Ms. Edwards gave an opening statement.
Witness for the City was: Gary Thompson, retired Flood Control Superintendent
Direct examination of Mr. Thompson was conducted by Ms. Edwards.

Mr. Thompson was cross examined by Mr. Cavanah
Mr. Thompson was questioned by Commissioner Paxton.
Mr. Cavanah and Ms. Edwards gave closing statements.
Commissioner Coleman and Mayor Jones made statements at this time.
Before a vote was taken, Mayor Jones told the Commission that a "yes" vote would allow
Gregory Taylor to exercise the bumping procedure and bump floodwall operator Wayne
Ryan, and a "no" vote would prevent him from bumping into the position held by Mr.
Ryan.
LOST on call of the roll, yeas, Commissioners Coleman and Wrye (2). Nays,
Commissioner Paxton, Smith and Mayor Jones (3).
DISCUSSION OF PUBLIC WORKS DIRECTOR POSITION
The Commission decided that due to time constraints discussion of the Public Works
Director Position would be held at a subsequent Commission Meeting.
Upon motion the meeting adjourned.
