At a Regular Meeting of the Board of Commissioners, held in the Commission Chambers at City Hall at 6:00 p.m., Tuesday, June 27, 2000, Mayor Jones presided, and upon call of the roll by the City Clerk, the following answered to their names: Commissioners Coleman, Paxton, Smith, Wrye and Mayor Jones (5). MAIN STREET REPORT/REOUEST Main Street Director Julie Harmon gave a report on last year's activities for Main Street. She also requested a one-time additional contribution from the City in the amount of $15,000 for capital improvements. The Board told her they would take her request into consideration. MINUTES Commissioner Coleman offered motion, seconded by Commissioner Paxton, that the reading of the minutes for June 13, 15 and 20, 2000, be waived and that the minutes of said meeting prepared by the City Clerk be approved as written. Adopted on call of the roll, yeas, Commissioners Coleman, Paxton, Smith, Wrye and Mayor Jones (5). ORDINANCE — INTRODUCTION GRANT TO PURCHASE NATURE PRESERVE PROPERTY ($120,000) Commissioner Wrye offered motion, seconded by Commissioner Smith, that the Board of Commissioners introduce an ordinance entitled, "'AN ORDINANCE AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE A MEMORANDUM OF AGREEMENT TO OBTAIN A GRANT FOR PURCHASE OF PROPERTY LOCATED ON COUNTY PARK ROAD". This ordinance is summarized as follows: Authorizing and directing the Mayor to execute a Memorandum of Agreement and all documents relating thereto with the Kentucky Heritage Land Conservation Board to obtain a grant in the amount of $120,000.00 for the purchase of 80 acres of real property on County Park Road for use as a nature preserve. MUNICIPAL ORDERS PERSONNEL CHANGES Commissioner Paxton offered motion, seconded by Commissioner Coleman, that upon the recommendation of the City Manager, the Board of Commissioners of the City of Paducah orders that the personnel changes on the attached list be approved: (SEE MUNICIPAL ORDER BOOK) Adopted on call of the roll, yeas, Commissioners Coleman, Paxton, Smith, Wrye and Mayor Jones (5). CAPITAL IMPROVEMENT BUDGET (SIX YEAR) Commissioner Wrye offered motion, seconded by Commissioner Smith, that a Municipal Order entitled, "A MUNICIPAL ORDER ADOPTING A SIX-YEAR CAPITAL IMPROVEMENT PLAN FOR THE CITY OF PADUCAH, KENTUCKY", be adopted. M.O4849, Book 4, P_Y:_ai ORDINANCE — EMERGENCY LINCOLN HIGH SCHOOL DEED TO CLEAR TITLE Commissioner Paxton offered motion, seconded by Commissioner Smith, that the Board of Commissioners introduce and adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE A QUITCLAIM DEED BETWEEN THE CITY OF PADUCAH, KENTUCKY, AND KENNETH R. PHILLIPS, JR., ET AL". This ordinance is summarized as follows: Authorizing the Mayor to execute a Quitclaim Deed between the City of Paducah and Kenneth R. Phillips V/ 229 230 JUNE 27, 2000 Jr., et al, to clear certain clouds on the title of real property conveyed by the City of Paducah to Phillips, et al, pursuant to Civil Action No. 00 -CI -00089 in McCracken Circuit Court. ORD.NO. 2000-6-6216, Book 28, PJ L'� ORDINANCES — ADOPTION ADOPT FY 2000/2001 BUDGET Commissioner Paxton offered motion, seconded by Commissioner Coleman, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE ADOPTING ( f THE CITY OF PADUCAH, KENTUCKY, ANNUAL BUDGET FOR THE FISCAL YEAR JULY 1, 2000, THROUGH JUNE 30, 2001, BY ESTIMATING REVENUES AND RESOURCES AND APPROPRIATING FUNDS FOR THE OPERATION OF CITY GOVERNMENT". This ordinance is summarized as follows: Adopting the City of Paducah annual budget for Fiscal Year July 1, 2000, through June 30, 2001, by estimating revenues and resources and appropriating funds for the operation of City Government. ORD.NO 2000-6-6217, BOOK 28, P_&0 r0 -r AvDA2 ?I - SET 800 MHz RATE CHARGES FOR NON -CITY USERS Commissioner Smith offered motion, seconded by Commissioner Wrye, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING THE FINANCE DIRECTOR TO SET A MONTHLY 800 MHz RADIO SYSTEM USER RATE FOR NON -CITY USERS". This ordinance is summarized as follows: Authorizing the Finance Director to set a monthly 800 MHz Radio System user rate for non -city users. This rate will be set by municipal order and adjusted in June of each year, as necessary. Adopted on call of the roll, yeas, Commissioners Coleman, Paxton, Smith, Wrye and Mayor Jones (5). ORD.NO 2000-6-6218, BOOK 28, P_51_�_ HUMANE SOCIETY AGREEMENT Commissioner Coleman offered motion, seconded by Commissioner Wrye, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE AN AGREEMENT WITH McCRACKEN COUNTY HUMANE SOCIETY INC.". This ordinance is summarized as follows: Authorizing the Mayor to execute an agreement with McCracken County Humane Society Inc. for providing a humane shelter for captured stray or lost dogs and other animals. Adopted on call of the roll, yeas, Commissioners Coleman, Paxton, Smith, Wrye and Mayor Jones (5). ORD.NO 2000-6-6219, BOOK 28, P,aO SUMMER FOOD PROGRAM (PARKS) Commissioner Paxton offered motion, seconded by Commissioner Coleman, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING THE CITY OF PADUCAH TO PAY THE PADUCAH / INDEPENDENT SCHOOL SYSTEM FOR THE PREPARATION OF LUNCHES FOR THE PARKS DEPARTMENT SUMNER FOOD PROGRAM". This ordinance is summarized as follows: Authorizing the City of Paducah to pay to the Paducah Independent School System an amount not to exceed $47,734.25 for lunches for children enrolled in the Summer Food Program. The Kentucky Department of Education will reimburse the City for this expenditure. Adopted on call of the roll, yeas, Commissioners Coleman, Paxton, Smith, Wrye and Mayor Jones (5). ORD.NO 2000-6-6220, BOOK 28, PSI PURCHASE TRUCK FOR STREET DEPT. Commissioner Smith offered motion, seconded by Commissioner Wrye, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE ACCEPTING THE BID OF PADUCAH FORD INC. IN THE AMOUNT OF $34,175.00, FOR SALE TO THE J CITY OF A ONE -TON CAB/CHASSIS UNIT WITH UTILITY AND LIFT, FOR USE BY THE STREET DIVISION/ENGINEERING DEPARTMENT, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SAME". This ordinance is summarized as follows: Accepting the Bid of Paducah Ford Inc. in the amount of $34,175.00, for sale to the City of one one -ton cab/chassis unit for use by the NNE 27, 2000 Street Division, and authorizing the Mayor to execute a contract for same. ORD.NO 2000-6-6221, BOOK 28, P_ja;LL, DUI GRANT Commissioner Coleman offered motion, seconded by Commissioner Paxton, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE AN APPLICATION, GRANT AGREEMENT AND ALL OTHER DOCUMENTS Cir RELATING THERETO FROM THE COMMONWEALTH OF KENTUCKY JUSTICE CABINET FOR THE ZERO TOLERANCE DUI PREVENTION PROGRAM". This ordinance is summarized as follows: Authorizing and directing the Mayor to execute all documents necessary to obtain a grant in the amount of $38,126 from the Kentucky Justice Cabinet for the zero Tolerance DUI Prevention Program. ORD.NO 2000-6-6222, BOOK 28, P5 A -,-- TRAFFIC SAFETY GRANT Commissioner Paxton offered motion, seconded by Commissioner Coleman, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE AN APPLICATION, GRANT AGREEMENT AND ALL OTHER DOCUMENTS RELATION THERETO FROM THE KENTUCKY STATE POLICE DEPARTMENT FOR A TRAFFIC SAFETY EDUCATION AND ENFORCEMENT ACTIVITIES PROGRAM GRANT". This ordinance is summarized as follows: Authorizing and directing the Mayor to execute all documents necessary to obtain a grant in the amount of $67,010 from the Kentucky State Police Department for a Traffic Safety Education and Enforcement Activities Program. SALARY INCREASES Commissioner Smith offered motion, seconded by Commissioner Wrye, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AMENDING NUMBER, RANK AND SALARIES OF MEMBERS OF THE FIRE DEPARTMENT OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Implementing 3% salary increase for bargaining unit members of the Fire Department, effective July 3, 2000. This ordinance is summarized as follows: Implementing 3% salary increase for bargaining unit members of the Police Department, effective July 3, 2000. ORD.NO 2000-6- 6225, BOOK 28, P ,Sd-7 AMEND NONCIVIL SERVICE POSITIONS Commissioner Paxton offered motion, seconded by Commissioner Coleman, that the Board of Commissioners adopt an ordinance entitled "AN ORDINANCE AMENDING SALARIES OF NONCIVIL SERVICE EMPLOYEES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Abolish the clerical specialist position and create the position of secretary in General Government; increase salary of permits specialist and create the position of secretary in the Inspection Department; and abolish the position of administrative secretary and create the position of secretary in the Planning Department. . ORD.NO 2000-6-6226, BOOK 28, PS33 J M M M 231 232 JUNE 27, 2000 AMEND CIVII., SERVICE POSITIONS Commissioner Tem Smith offered motion, seconded by Commissioner Wrye, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AMENDING SALARIES OF CIVIL SERVICE EMPLOYEES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Increasing janitor positions from 4 to 5, decreasing laborer positions from 3 to 2 in Facility Maintenance, and abolishing the position of administrative secretary in the Inspection Department. Adopted on call of the roll, yeas, Commissioners Coleman, Paxton, Smith, Wrye and Mayor Jones (5). ORD.NO 2000-6-6227, BOOK 28, PS -3 ORDINANCES INTRODUCTION AMEND NO. OF LT. AND FIREFIGHTER POSITIONS Commissioner Paxton offered motion, seconded by Commissioner Coleman, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AMENDING NUMBER, RANK AND SALARIES OF MEMBERS OF THE FIRE DEPARTMENT OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Reduce the number of Lieutenant positions in the Fire Department from 21 to 18, and reduce the number of Firefighter positions from 39 to 38. ABOLISH STATE CERTIFICATION TRAINEE TIME LIMITS FROM CIVII, SERVICE ORDINANCE (MOVING TO NCS) Commissioner Smith offered motion, seconded by Commissioner Wrye, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AMENDING v" SALARIES OF NONCIVIL SERVICE EMPLOYEES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Repealing the two-year maximum employment time that Deputy Building and Deputy Electrical Inspector Trainees may remain Trainees before receiving state certification. ESTABLISHING STATE CERTIFICATION TIME REQUIREMENTS FOR BLDG. INSPECTOR AND ELECTRICAL INSPECTOR TRAINEE POSITIONS IN INSPECTION DEPT. Commissioner Coleman offered motion, seconded by Commissioner Paxton, that the f Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AMENDING SALARIES OF CIVIL SERVICE EMPLOYEES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Establishing a two-year maximum employment time that Deputy Building and Deputy Electrical Inspector Trainees may remain Trainees before receiving state certification, and adjusting the number of certain positions in various departments. AMEND ABOVE ORDINANCE Commissioner Coleman offered motion, seconded by Commissioner Paxton, that the above ordinance be amended by decreasing the amount of time the Deputy Electrical Inspector Trainee may remain a trainee before receiving state certification from two years to one year. Adopted on call of the roll, yeas, Commissioners Coleman, Paxton, Smith, Wrye and Mayor Jones (5) MUNICIPAL ORDER STREET MUSICIAN COORDINATOR Commissioner Smith offered motion, seconded by Commissioner Wrye, that a Municipal Order entitled, "A MUNICIPAL ORDER ESTABLISHING STREET MUSIC COORDINATORS", be adopted. Adopted on call of the roll, yeas, Commissioners Coleman, Paxton, Smith and Mayor Jones (4).
