HomeMy WebLinkAboutadvertise for bid - street improvement work70 A RESOLUTION AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR STREET IMPROVEMENT WORK KNOWN AS PHASE I OF THE NORTHSIDE STREET IMPROVEMENT PROGRAM BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE CITY OF PADUCAH , KENTUCKY: SECTION 1. That the City Manager be, and he is hereby, authorized to advertise for bids for street improvement work in the City of Paducah, Kentucky, known as Phase I of the Northside Street Improvement Program, said invitation for bids to be as follows: ADVERTISEMENT FOR BIDS 1.1.01 RECEIPT OF PROPOSALS: The City of Paducah, Kentucky will receive bids for the construction of Phase I of-the Northside Street Improvement Program until 2: 00 P .M . , on the 8th day of April, 197 6 , at the office of the City Manager , City Hall , Paducah , Kentucky , at which time all bids will be publicly opened in the Commission Chamber of City Hall and read aloud . 1.1.02 PROJECT: The project consists of reconstruction of the section of 11th Street from Burnett Street to Northview Street, Flournoy Street from 12th Street to 10th Street and Grover Street from 11th Street to 10th Street, and will include curb, gutter, pavement, and drainage improvements. 1.1.03 OBTAINING CONTRACT DOCUMENTS: Plans and specifications are on file at the office of the City Engineer, City Hall, Paducah, Kentucky , and at the office of the Associated General Contractors , Paducah, Kentucky. Copies of plans and specifications may be obtained at the office of the City Engineer . A deposit of $50.00 will be required for each set of documents obtained . The deposits of all those returning usable plans and specifications within ten (10) days after the bid opening will be refunded in full. Those not returning the documents within this period of time or returning unusable documents shall forfeit their full deposit . 1.1.04 PROPOSAL GUARANTY: A satisfactory Bid Bond executed by the bidder and acceptable sureties in an amount equal to five percent (5 0) of the bid shall be submitted with each bid . 1.1.05 PERFORMANCE BOND AND LABOR AND MATERIAL BOND: The successful bidder will be required to furnish and pay for satisfactory Performance Bond and Labor and Material Payment Bond - each in the amount of one hundred percent (100%) of the Contract, as specified in Paragraph 1.3.05. 1.1.06 WAGE RATES: Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project . 1.1.07 EQUAL EMPLOYMENT OPPORTUNITY: The Contractor must ensure that employees and applicants for employment are not dis- criminated against because of their race, color, religion, sex or national origin . Since Federal Housing and Urban Development (Community Development) Funds are being used for this project, the Contractor must comply with all requirements of Section 3 of the Housing and Urban Development Act of 1968 and Executive Order 11246. 1.1.08 OWNER'S RIGHTS RESERVED: The City of Paducah reserves 71 the right to reject any or all bids or waive any informalities in the bidding. No bid shall be withdrawn for a period of sixty (60) days subsequent to the opening of bids without the consent of the City of Paducah . CITY OF PADUCAH , KENTUCKY By: J . William Howerton City Manager SECTION 2. The City Manager shall advertise for sealed bids by notice posted at the City Hall door and by publication pursuant to KRS Chapter 424. No bids shall be opened within ten days from the date on which the resolution is adopted , and no bid shall be received after the hour fixed for the opening of bids . All bids received by the City Manager up to the time for opening of same shall be filed with the Board of Commissioners who may let a contract to the best responsible bidder . The City shall have the right to refuse and reject any and all bids. SECTION 3.
