CARROLL FQR HIS INTRODUCTION AND SUPPORT OF LEGISLATION WHICH WOULD PROHIBIT THE PRACTICE OF PROFESSIONAL BAIL BONDING WITHIN THE COMMONWEALTH OF KENTUCKY WHEREAS , Governor Julian M . Carroll has caused to be introduced and has announced his support of legislation which would prohibit the practice of professional bail bonding in the Commonwealth of Kentucky, and WHEREAS , it has been the observation and is the opinion of the Board of Commissioners of the City of Paducah, .Kentucky, that professional bail bondsmen have not provided a service which assists in the fair and proper administration of the criminal laws, and WHEREAS , it has been the observation and is the opinion of the Board of Commissioners of the City of Paducah, Kentucky, that other jurisdictions have greatly strengthened and have improved their bail bonding practices by adopting the procedures which are now being recommended by Governor Carroll, and WHEREAS, the Board of Commissioners of the City of Paducah, Kentucky on July 24, 1972 enacted a comprehensive ordinance for licensing and regulating professional bail bondsmen but feel that said ordinance is not, by itself, sufficient and that the legislative alternative now offered by Governor Carroll is the only realistic solution to this community's bail bonding problems; :.._~.~, ,. NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE CITY OF PADUCAH, KENTUCKY: SECTION 1. That the Board of Commissioners do hereby commend Governor Julian M . Carroll for his introduction and support of legislation which would prohibit the practice of professional bail bonding within the Commonwealth of Kentucky . SECTION 2. That the Board of Commissioners of the City of Paducah, Kentucky, wish to formally announce their complete and enthusiastic support of the Governor's proposed bail bonding legislation and do therefore direct the City Clerk to send copies of this resolution to Governor Julian M. Carroll, Senator Tom Garrett, Representative Fred Morgan and Representative Johnny Boatwright, and that this Resolution be published in full in the Paducah Sun-Democrat . SECTION 3. That William .S. Murphy., 1!!Iayor of the City of.Paducah, Kentucky, is hereby authorized to. execute, for. and on behalf of the City of Paducah, a public entity established under the laws of the State of Kentucky, this application and to file it in the appropriate State -office for the purpose of obtaining certain Federal financial assistance under the Disaster Relief Act.
