AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT
WITH SANDERS S THOMAS, INC. TO CONDUCT PHASE[ AND I -A OF A STUDY
TO DETERMINE THE FEASIBILITY OF OF CONVERTING SOLID WASTE TO ENERGY
WHEREAS, the cost of landfilling in Paducah -McCracken County is
continually increasing, and
WHEREAS, available land for landfilling municipal waste is becoming
scarce, and
WHEREAS, it appears that converting solid waste to energy may be a
feasibile alternative to landfilling, and
WHEREAS, the City of Paducah and McCracken County are jointly
interested in determining whether or not °converting waste to energy is feasible.
NOW, THEREFORE BE IT- ORDAINED BY THE BOARD OF COMMISSIONERS
OF THE CITY'OF PADUCAH, KENTUCKY:
SECTION "1. The Mayor is hereby authorized to accept a proposal from
Sanders 8 Thomas, Inc. to perform Phase I and Phase I -A of a study to determine
the feasibility of converting municipal waste to energy in Paducah -McCracken
County.

SECTION 2. The scope of the feasibility study shall include the follow-
(a) Establish waste quantities and composition, both present and
future.
(b) Establish current and projected costs for continued land
filling disposal.
(c) Establish energy/material markets and projected revenues
(d) Establish plant design concepts, construction cost, operation
cost and distribution cost.
(e) Establish plant locations.
(f) Provide technical, environmental and economic comparison to
select the most viable solid waste disposal alternative.
(g) Identify all known sources of federal or local grant funds or
loan guarantees.
(h) Obtain guidelines and prepare applications for funds where
appropriate.
(i) Conduct presentations as required to obtain funding.
(j) Provide such additional studies and analysis as may be re-
quired to obtain funding.
'SECTION"' -3. Sanders 8 Thomas shall be compensated on an hourly rate
which shall be approved by the Mayor, with the total study not to exceed the sum
of $30,000.00 with one-half (not to exceed $15,000.00) to be paid by the City of
Paducah, and the other one-half (not to exceed $15,000.00) to be paid by McCracken

County, Kentucky.
SECTION 4. This ordinance shall be subject to McCracken County,
Kentucky, accepting the proposal of Sanders & Thomas, Inc.
SECTION 5. All expenditures made pursuant to this Ordinance shall be
charged to Account No. 2535, which will be reimbursed to the City if grant funds
are received.
SECTION 6. This ordinance shall be read on two separate days and
will be effective upon publication of title and a certified summary thereof.
