HomeMy WebLinkAbout80-9-1983794 ORDINANCE NO. 80-9-1983 AN ORDINANCE AUTHORIZING THE MAYOR, CITY MANAGER AND CITY ENGINEER TO •COORDINATE EFFORTS WITH' THE- McCRACKEN COUNTY JUDGE/ EXECUTIVE AND COUNTY ENGINEER TO SECURE PROPOSALS FOR A FEASIBILITY STUDY REGARDING MUNICIPAL WASTE TO- ENERGY AND CREATING ACCOUNT NUMBER 2535, ENTITLED, WASTE TO ENERGY PROJECT, AND ALLOCATING THE SUM OF $15,000.00 TO THAT PROJECT i WHEREAS,, the current City -County landfill, off of Legeay Lane, has an anticipated life of approximately three (3) years, and WHEREAS, new federal and state of Kentucky regulations have sub- stantially increased the costs of operating a sanitary landfill, and WHEREAS, the operation costs of a sanitary landfill will be sub- stantially increased upon relocating a sanitary landfill to the Lebanon Church Road site, and WHEREAS, the United States Department of Energy alternative fuels production program supplies funding for feasibility studies for Municipal Waste to energy facilities, and WHEREAS, applications for the United States Department of Energy's Grants must be filed prior to September 30, 1980, and WHEREAS, the McCracken County Judge/Executive has expressed a desire of working closely with the City of Paducah in developing a joint project, and WHEREAS, it is beneficial to the City of Paducah to employ professional help in compiling the necessary feasibility studies to determine the estimated costs, advantages and disadvantages of a Waste to Energy Project. NOW, THEREFORE, BE IT ORDAINED BY THE CITY OF PADUCAH: SECTION 1. That the Mayor, City Manager and City Engineer are hereby authorized to corporate with the McCracken County Judge/Executive and the County Engineer to secure proposals for a feasibility study from various qualified consulting firms, with the intent to obtain the services of the best qualified consultant to per- form the feasibility study upon the Municipal Waste to Energy Project. SECTION 2. There is hereby created Account No. 2535, Waste to Energy Project, and the sum of $15,000.00 is hereby appropriated to that account. SECTION "3. Account No. 9094, Contingency Fund, is hereby reduced by the sum of $15"000.00. 795 SECTION 4. It is hereby declared to be an emergency based upon the fact that the application to obtain a United States Department of Energy Grant to apply to the feasibility study, for Municipal Waste to Energy facilities, must be filed by September 30, 1980, and upon approval by two-thirds members of the Board of Com- missioners, this ordinance will be in full force and effect upon its adoption. SECTION 5. This ordinance shall be published by a certified summary thereof.
