HomeMy WebLinkAbout80-4-1892581 ORDINANCE NO. 80-4-1892 AN ORDINANCE AMENDING SECTIONS 10-52; 10-53; 10-54; 10-55; 10-56; 10-59 AND 10-61, "CIVIL SERVICE" OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY OF PADUCAH, KENTUCKY: SECTION 1. That Section 10-52 of the Code of Ordinances of the City of Paducah, Kentucky, be amended and reordained so that said section as amended and reordained shall hereafter read as follows: "Sec. 10-52. Street department - generally. (a) There is hereby authorized and created the following positions in the street department, and the salaries of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: - Position Base Monthly Salary Night foreman Foreman (4 positions) Garage foreman Office manager Sewer maintenance man (6 positions) Equipment operator "A" (5 positions) Equipment operator "B" (6 positions) Equipment operator "C" (2 positions)' Street repairman (6 positions) Truck drivers (12 positions) 1,167.00 1,117.00 1,117.00 831.00 Base Hourly Rate 5.84 6.23 6.11 5.96 5.72 5.58 Night watchman 5.58 Laborers (3 positions) 5.28 Chief mechanic 6.36 Mechanic Class "A" (5 positions) 6.23 Mechanic Class "B" (4 positions) 5.96 Concrete finisher (3 positions) 6.23 Tire Repair Attendant 5.96 (b) Office manager shall be paid at the rate of $831.00 per month for the first year of employment; at the expiration of one year $849.00 per month; and at the expiration of two years $859.00 per month, such increases to be made upon recom- mendation of the city manager. 582 (c) Laborers shall be paid at the rate of $5.28 per hour for the first six months of employment; at the expiration of six months $5.33 per hour; at the expiration of one year $5.38 per hour; and at the expiration of, two years $5.43 per hour, such increases to be made upon recommendation of the city manager. (d)_ All other positions of hourly employment shall be- paid at the base hourly rate for the first six months of employment, and at the expiration.. of. ,six months . the rate of pay shall be increased .by $0...05 per hour, such increases to .be_made upon recommendation of the, city manager". SECTION 2. That Section 10-53 of the Code of Ordinances of _ the City of Paducah, Kentucky, be amended and reordained so that said section as amended and reordained shall hereafter read as follows: "Sec . 10-53. Refuse department. (a) There is hereby authorized ,and created the following, positions in the refuse (sanitation) department, and the salary of each position, provided the amount, of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: Position_ Collectors _(23 positions) Base Hourly Rate 5.28 Truck drivers, class "A" (4 positions) 5.84 Truck drivers _ (7 positions) 5.58 Equipment operator "A" (3 positions) 6.23 Laborer (1 position) 5.28 (b) Collectors shall be paid at the rate of $5.28 per hour for the first six months of employment; at the expiration of six months $5.33 p er,. hour; at the expiration of one-year $5.38 per hour; and at the expiration of two years $5.43 per hour, such increases_ to be made upon recommendation of the city manager., (c) Collectors assigned to operate vehicular collection equipment shall be assigned on the basis of seniority and qualifications and shall receive, an additional $0.10 per hour for hours worked in the operation of the vehicles. (d) All other positions of hourly employment, except_ class "A" truck drivers, shall be paid at the base hourly rate for the first six months of employment; . and at the expiration of six months the rate of pay shall be increased by $0.05 per hour; such increases to be made upon recommendation of the City Manager . SECTION 3. That Section 10-54 of the Code ,of Ordinances of the _ City of Paducah, Kentucky, be amended and reordained so that said section as amended and ._ reordained shall hereafter read as follows: 583 "Sec. 10-54. Cemetery department. ,(a), There is hereby authorized and created the following positions in the cemetery department, and the salary of each position, provided the amount of such salary is not changed under: any apportionment ordinance hereafter adopted, shall be as follows: Position Equipment operator "B" Truck drivers (2 positions) Laborers`- (2 positions) Base Hourly Rate 6.11 5.58 5.28 (b) Laborers shall be paid at the rate of $5.28 per hour for the first six months of -employment; at the expiration of six months $5.33 per hour; -at the expiration of one year, $5.38 per hour; and at the expiration of two years, $5.43 per hour, such increases � to be- made - upon recommendation of the city manager. (c) All other positions of hourly ..empioyment.shall be paid at the base .hourly rate for the first six months of employment; and :at the expiration -of six months the rate of pay shall be increased by $0.Wper- such -.increases to be made upon recommendation of the city manager"-. - ,. SECTION 4. That Section 10-55 of the Code of Ordinances .of .the City of Paducah, Kentucky, be amended and reordained so that said section as. amended -and reordained- shall hereafter read as follows: "Sec. 10-55. Floodwall department=. (a) There is hereby authorized and created the following positions in the floodwall department, and the salary of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: Position Base Monthly Salary Floodwall Foreman1, 1,180:. 00 Floodwall maintenance operators (3 positions) . 1, 021.00 (b) The foreman shall be paid at the rate of $1,180.00 per month for the first;tsix months of employment; at the expiration of six months $1,190.00 per ;month; and at the expiration of one year $1,200.00 per -month, such increases to, be.made upon recommendation of the city manager. (c) Maintenance men shall be paid at the rate of $1,021. 00 per month, for the first six months of employment; at the expiration of six months $1,031.00 per month; -at the expiration of one year $1,041.00 per month; at the expiration of two years $1,051.00 per month, and at the expiration of three years $1,061.00 per: month,- such, increases to be made upon recommendation of the city manager"'.' SECTION 5. That Section 10-56 of the Code of Ordinances of the City of Paducah, Kentucky, be amended and reordained so -that said section as amended and reordained shall hereafter read as follows: 584 "Sec. 10-56. Sewage disposal department. (a) There is hereby authorized and created the following positions in the sewage disposal -department, and the salary of each position, provided the amount of such salary is not changed under any apportionment 'ordinance hereafter adopted, shall be as follows: Position Chief operator Maintenance man Base Monthly Salary 1,-225.00 1.,209-.00 Operators (2 positions) 1,021.00 Operator Trainee (3 positions) 938..00 (b) Operators shallbe paid at the rate of $1,021.00`per month. for ..;the six months of employment; at the expiration of six months $1,031.00 per month; - expiration of one year $1,041.00 per :month; at the expiration of two years $1,051.00 per month; and at the expiration of three years $11061.00 per month, such increases to be made upon recommendation: iof the city manager. - - (c) Operator trainee shall be paid at the rate of $938.00 per month for the first year of employment; at the expiration of one year$963.00 per month; at the expiration of two years $9=88:00 per month; and at the expiration of three years $1,013.00 per month; such increases to be made upon recommendation of the city manager. SECTION 6. That Section 10-59 of the Code of Ordinances of the City of Paducah, Keritucky, be amended and reordained so that said section as amended and reordained shall hereafter read as follows: "Sec. 10-59:. Parks and Recreation Department. (a) There is hereby created and authorized the following positions in' the parks and recreation department, and the salary of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: Position Base Monthly Salary Administrative and recreation assistant 967.00 Maintenance supervisor Office manager Recreation supervisor E:qu:ipment .operator "B" Equipment operator "C" (2 positions) Maintenance man No. 1 :(1 'Positions) Maintenance man No.. 2 (2 position) 1;199.00 831.00 999.00 Base `Hourly Rate 6.11 ' 5.96 -. 5.96 5.84 585 Shop mechanic 6.11 Small engine mechanic 5.96 Truck driver (1 position) 5.58 (b) The office manager shall be paid at the rate of $831.00 per month for the first year of employment; at the expiration of one: year $849.00 per month; at the expiration of two years $859.00 per month; such increases to be made upon recom- • mendation of the City Manager. (c) All other positions of hourly employment shall be paid at the base hourly rate for` "the first six months of employment, and at the expiration of six months the rate of pay ahall be' -increased by $0.05 per hour, such increases to be made -.upon recom- mendation of the city manager". (d) Deleted. SECTION 7. There is hereby created Section 10-60 to the "Appointive Employees' Civil Service Ordinance", to be known as the Department of Vehicle Maintenance. "Sec. 10-60. , Department of Vehicle Maintenance:. (a) There is hereby created and authorized the following positions in- the Department: of Vehicle Maintenance, and the salary of each position provided..the. amoixnt "of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: Position :: Base Monthly, :Salary - Director. 1, 500.00-. . Shop ,Foreman 1,117.00 Base Hourly Salary Chief Mechanic 6; 36 Mechanic, Class 'A' (5 positions),6.23 Shop,Mechanic. : 6.11 Mechanic, Class 'B' (3 positions),- - - - - -. " 5..96 Small Engine Mechanic5:96 (b) All positions of hourly employment shall be paid at the base. hourly rate for the, first six (6) months of employment; and at theexpiration of six (6) months the rate of pay shall be increased by $0.05 per hour; such increases tobe made .upon recommendation of the City Manager". :. SECTION 8.That Section" 10-61 of the Code of Ordinances of -the City of Paducah, -Kentucky, be amended and reordained so that said section as amended -and reordained shall hereafter read as follows: 586 "Sec. 10-61. Unassigned positions. (a) There is hereby authorized and created the following positions not assign- ed to any department of the City of Paducah, but directly under the supervision of the City Manager, and the salary -of each position, provided the amount of sizch salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: Position Base Monthly Salary Personnel -purchasing clerk -typist 636.00 City Clerk 1,142.00 Executive Secretary 894.:00 MAINTENANCE' - Base':I3oxrly Salary Meter maintenance man 5'.96- Chief .96-Chief maintenance man - OSHA inspector 6.41 No. 2 maintenance -man (3 Positions) 5.84 Maintenance helper (1 position) 5:72 Janitor 5.28 - Assistant janitor (2 positions:) 4.95 Laborer 5.28 INSPECTION DEPARTMENT Base Monthly, Salary Chief Inspector 1,590.00 Planning & Zoning Administrator 1, 070.00 Assistant to building & electrical inspector 857.00. EvaWation clerk 857.00 Clerk=typist 636.00 (b) The chief inspector shall perform the duties formerly performed by the building inspector and the electrical inspector, and said building and electrical inspector shall be under the direct supervision of the city manager (c) Maintenance positions shall be paid at the base hourly rate for the first six months of employment, and at the expiration of six -months `the rate of pay shall be increased by $0.05 per hour, such increases to be made upon recommendation of the city manager. (d)Janitor: and laborer positions shall be :paid at the base hourly rate for the first six months of -'employment; at the' expiration of six months there may be an increase of $0.05 per hour; at the expiration .of one year-, there' may be an additional increase of $0.05 pe"r hour; ands- at. !the expiration --of two years there may be an additional increase of -$0:05 per hour, such increases to be- made upon recommendation, of the city manager. (e) The clerk -typist shall be paid .at the rate of $636.00 per month for the first six months of employment; at the expiration of six months $681.00 per month; at the expiration of one year $691.00 per month; at the expiration of two years $701.00 587 per month; and at the expiration of three years $711.0.0 per month, such increases to be made upon recommendation of the city manager. (f) The chief of the maintenance division may designate one employee in his department to act as a lead -man or part-time working foreman to `serve in such capacity at the direction of the chief of the maintenance division, or at such times as the chief of the maintenance division is on leave. The employee so designated shall be paid an additional $0.15 per hour during such times as the employee designated actually serves in such capacity. (g) The City Clerk shall be paid at the rate of $1,142.00 per month for the first six months of employment; at' the expiration of six months $1,152.00 per month; at the expiration of one year $1,162.00 per month; at the expiration of two years $1,172:00 per month; and at the expiration of four years -$1,182.00 per month; such increases to be made upon recommendation of the city manager. (h) The Executive Secretary shall be paid at the rate of $894.00 per month for the first six months of employment; at the expiration of six months $904.00 per month; at the ''expiration 'of one year $914.00 per month; at the expiration of two years $924.00 ''per month and at the expiration of four years $934.00 per month; such increases to be made upon recommendation of the city manager". SECTION 9. - This ordinance amends Sections 10-52, 10-53, 10-54, 10-55, 10-56, 10-59 and 10-61 of Ordinance No 79-6-1742, adopted by the Board of Com- missioners on July 2, 1979, and amends Section 10-60 of Ordinance No. 80-3-1886, adopted by the Board of Commissioners March 25, 1980. SECTION 10. This ordinance shall be in full force and effect and retro- active to April 1, 1980.
