HomeMy WebLinkAbout80-3-1878550 ORDINANCE NO. 80-3-1878 AN ORDINANCE AUTHORIZING THE CITY MANAGER TO APPROVE TELEPHONE AND UTILITY BILLS IN EXCESS OF $2,500.00 PER MONTH AND FURTHER AUTHORIZING THE CITY TREASURER TO PAY SAID BILLS UPON THE APPROVAL OF THE CITY MANAGER WHEREAS, as of January 1, 1980, KRS Chapter 45A became effective as to the City of Paducah, and WHEREAS, said Chapter reduces the authority for payment of procure- ments to $2,500.00, unless approved by an ordinance, and WHEREAS, certain expenditures for telephone service, electric service, water service, and other utilities, exceed the sum of $2,500.00 per annum, and WHEREAS , it is in the best interest of the City for the City Manager to have the authority to approve payment of the telephone and utility bills without specific need for further authorization by the City Commission, and WHEREAS, the rates charged for telephone service and utility services are set by tariffs filed with the state of Kentucky and are not subject to negotiation nor competitive bidding. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY OF PADUCAH, KENTUCKY: SECTION 1. The City Manager is hereby authorized to approve all bills for telephone service, electric service, water service, gas service and all other utility charges which may be from time to time, billed to the City of Paducah. SECTION 2. Pursuant to KRS 84.100(3) and KRS 89.590(l) an emergency is hereby declared to exist and the requirement for reading of this ordinance at two separate meetings is hereby suspended and this ordinance shall be effective immedi- ately upon passage by the Board of Commissioners.
