A RESOLUTION AUTHORIZING AND DIRECTING THE CITY MANAGER TO
ADVERTISE FOR BIDS FOR AN EXCLUSIVE. FRANCHISE TO OPERATE A SOLID WASTE
COLLECTION SYSTEM WITHIN THE CORPORATE .LIMITS OF THE CITY OF PADUCAH,
KENTUCKY
BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE CITY OF
PADUCAH, KENTUCKY:
SECTION 1. That the City Manager be and he is hereby authorized
and directed to advertise for bids for an exclusive franchise to operate a solid
waste collection system within the corporate limits of the City of Paducah, Kentucky
said advertisement to be in the following manner:
ADVERTISEMENT FOR BIDS
I. REQUEST FOR PROPOSAL: Sealed bids for residential commercial
and industrial solid waste collection will be received at the office of the City Manager
City Hall City of Paducah, Kentucky until 10: 00 o'clock a.m., November 7, 1978.
II. OBTAINING REQUEST FOR PROPOSAL: The information for bidders
form of bid, form of franchise specifications and form of bid and performance bond
may be examined at the office of the City Manager City Hall, Paducah, Kentucky
III. BID BOND: All persons desiring to submit a bid for the franchise
to operate within the corporate limits of the City of Paducah, a solid waste collection
system, shall submit simultaneous with their bid a bid bond in the amount and form
as is more particularly described in the aforesaid specifications and proposed
franchise agreement.
IV. CITY'S RIGHTS RESERVED: The City reserves the right to waive
any informalities or to reject any or all bids. No bidder may withdraw his bid
within 90 days after the actual date of the opening thereof without the consent of the
City of Paducah.

SECTION 2. The City Manager shall advertise for sealed bids by posting
a notice on the bulletin board at City Hall and by inserting notice of the request
for bids in the Paducah Sun as provided by law Bidders shall be notified by
advertisement that they may request copies of the terms conditions and specifications
from the office of the City Manager All bids shall be sealed and no bid shall
be received after the hour fixed in the notice for the opening of same. All bids
received by the City Manager up to the time fixed in the notice for the opening of
same shall be filed with the Board of Commissioners who may let a contract to the
best and /or most responsible bidder, and the Board of Commissioners shall reserve

the right to reject any and all bids, and the City shall not become legally obligated
to accept any bid, or to any bidder until the Board of Commissioners shall have
passed an ordinance accepting the bid of the successful bidder.
SECTION 3. This resolution shall be in full force and effect from and
after its adoption.
