HomeMy WebLinkAbout2009-12-7636ORDINANCE NO. 2009-12-7636 AN ORDINANCE OF THE CITY OF PADUCAH, KENTUCKY, AMENDING DIVISION 15, "ZONE BOARD OF PADUCAH", OF CHAPTER 2, "ADMINISTRATION" OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH,KENTUCKY WHEREAS on February 11, 2008 City Manager Jim Zumwalt distributed to the City Commission a Proposal to Create Paducah Renaissance Agency; and WHEREAS, the City of Paducah adopted a Resolution on April 1, 2008, authorizing and directing the staff of the City, to prepare and ordinahce(s) reorganizing Lowertown and Downtown functions; and WHEREAS, on May 6, 2008, the City Board of Commissioners did adopt Ordinance No. 2008-5-7411 to create an entity named the Zone Board of Paducah. BE IT ORDAINED BY THE CITY OF PADUCAH, KENTUCKY: SECTION 1. Name of Board. The name shall be the Zone B -,a of Padueah Paducah Renaissance Alliance (PRA). SECTION 2. Membership; appointment; and term. The Mayor, with the consent of the Board of Commissioners, shall appoint up to 15 members to the Zone Board of D.,due h Paducah Renaissance Alliance. Each term shall be four years each, and until their successors are appointed and qualified. No member may serve more than two (2) consecutive full terms. There shall be no limit to the number of nonconsecutive terms served. The initial appointees to the Board shall include nine (9) qualified board members from the Main Street Board of Directors as of the effective date of this ordinance, plus six (6) new members. The new members will be appointed to staggered terms: Two (2) shall be appointed to a two (2) year term. Two (2) shall be appointed to a three (3) year term. Two (2) shall be appointed to a four (4) year term. SECTION 3. Duties of Board. The duties of the board shall include: A. Administer the Artist Relocation recruitment program. B. Administer the targeted business recruitment program. C. In conjunction with the Convention and Visitor's Bureau (CVB), coordinate marketing programs that support artists and businesses in Downtown and Lowertown. D. Manage events and festivals in the Renaissance area including, but not limited to, , Lowertown Arts & Music Festival, Second Saturdays, Screen on the Green, Saturday Night After Dinner, and Old Market Days. E. Serve as the Main Street Board implementing the traditional four - point Main Street Program. 1 1. Design: Focuses on the aesthetics of the area by encouraging rehabilitation of historic buildings, works with partners on long-term planning and sensitive design management. The board shall assist the City's Planning Department in the creation of design guidelines for the Zone Renaissance area. 2. Organization: Create goals by building a consensus and striving for cooperation among the many groups who are involved in the revitalization process. The governing board and standing committees make up the fundamental organizational structure of a volunteer -driven program. Volunteers are coordinated and supported by a paid staff. 3. Promotion: Markets the district's assets to consumers, investors, new businesses, local citizens and visitors. This will be accomplished through advertising, retail promotional activity, special events, and marketing campaigns. 4. Economic Restructuring: Strengthens the districts existing economic base while finding ways to meet new opportunities and challenges. Economic Structuring and restructuring will focus on converting unused or underused commercial space into economically productive property and boosts the profitability of the district. F. Manage the Lowertown Texaco Station. G. Manage the "Green" at 7th and Madison Streets. H. Manage the Farmer's Market. I. Oversee maintenance of the floodwall murals. J. Maintain a core of volunteers to support the whole Renaissance area. K. Administer the Downtown Retail Fence incentive program and expand it to the whole Renaissance area. L. Administer the Lowertown incentives program for Artists moving into the neighborhood. M. Support development of the Paducah School for the Arts. N. Conduct fundraising events to support activities in the Renaissance Area. O. Maintain continuing communication with artists, businesses, residents, and other stakeholders of the Renaissance area. SECTION 4. D ennEe Bear- Paducah Riverfront Development Authority (PRDA). The Zone Paducah Renaissance Alliance Board will operate in conjunction with the Padueah Rena ssanee PRDA Board; and be staffed by employees of the Renaissanee Board PRDA Board. 2 SECTION 5. Compensation. The member of the board shall serve without compensation from the City, may not incur indebtedness to be paid by the City, and the City shall not be responsible for debts incurred by said Board. Board members shall be reimbursed for any expense for authorized travel, lodging and meals incident to their duties on said board. SECTION 5. Area. The Zone Paducah Renaissance Alliance zone of Paducah shall be as shown on the attached map. SECTION 6. Severability. If any section, paragraph or provision of this Ordinance shall be held to be invalid or unenforceable for any reason, the invalidity or unenforceability of such section, paragraph or provision shall not affect any of the remaining provisions of this Ordinance. SECTION 7. Compliance With Open Meetings Laws. The City Commission hereby finds and determines that all formal actions relative to the adoption of this Ordinance were taken in an open meeting of this City Commission, and that all deliberations of this City Commission and of its committees, if any, which resulted in formal action, were in meetings open to the public, in full compliance with applicable legal requirements. SECTION 8. Conflicts. All ordinances, resolutions, orders or parts thereof in conflict with the provisions of this Ordinance are, to the extent of such conflict, hereby repealed and the provisions of this Ordinance shall prevail and be given effect. SECTION 9. Effective. This ordinance shall be read on two separate days and will become effective upon summary publication pursuant to KRS Chapter 424. AT EST: Tammara S.
