HomeMy WebLinkAbout11/03/09NOVEMBER 3, 2009 At a Regular Meeting of the Board of Commissioners, held on Tuesday, November 3, 2009, at 5:30 p.m., Mayor Paxton presided, and upon call of the roll by the City Clerk, the following answered to their names: Commissioners Abraham, Gault, Kaler, Watkins and Mayor Paxton (5). WORKSHOP POLICE FLEET REPORT Police Chief Berry -- After reviewing the current Take -Home Cruiser Program he recommends that the plan remain in place for several reasons such as cars last three to four years longer, marketing tool for young officers, and lack of storage capacity at Police Department. He is looking into vehicles for the Police Department being "greener" and more efficient to help the City save money. In addition, he recommends that the officers have front wheel drive training for police vehicles. The Commission supports his recommendation and agrees that it should stay in place as it is currently. REVIEW CELLPHONE/TEXTING WHILE DRIVING RESOLUTION TO STATE LEGISLATION Risk Manager Cindy Medford — Some time ago she was asked to create an ordinance that would prohibit cell phone usage while driving. She found out that the State of Kentucky pre-empted that ability. But it is suitable for the City to adopt a resolution supporting distracted driver legislation. She brought a resolution to the Commission for discussion and consideration that supports Bill Request 118, "An Act Relating to Personal Communication Devices." If this bill is enacted at the state level, it will impose a ban on text messaging for all drivers and cell phone use for drivers under the age of 18. After discussion, Commission agrees to support the resolution and will vote on it at a future meeting. CITY MANAGER REPORT City Manager Zumwalt was out of town and Jon Perkins was serving as Acting City Manager. ❖ Personnel actions -no discussion ❖ Calendar Items ❖ November 2nd - started distributing health insurance enrollment packets to employees. Next week, online enrollment will begin. November 30th is the deadline for the health insurance enrollment. ❖ City Leaf Collection -City Engineer/Public Works Director Rick Murphy reported that the City will no longer provide leaf bags to residents and will not provide leaf vacuuming for the handicap or the elderly. Leaf bags that the City had left over are for sale in the Finance Department for $8 a bag. He requested citizens to bag their leaves in any kind of bag. If they have less than 5 bags place them next to their rollout container and they will be picked up at the same time their garbage is picked up. If more than 5 bags, please group them away from the garbage container and they will be picked up at a different time. EXECUTIVE SESSION Mayor Paxton offered motion, seconded by Commissioner Kaler, that the Board go into closed session for discussion of matters pertaining to the following topics: ❖ Future sale or acquisition of a specific parcel(s) of real estate, as permitted by KRS 61.810(1)(b). ❖ Proposed or pending litigation, as permitted by KRS 61,810(1)(c). ❖ A specific proposal by a business entity where public discussion of the subject matter would jeopardize the location, retention, expansion or upgrading of a business entity, as permitted by KRS 61.810(1) (g). Adopted on call of the roll, yeas, Commissioner Abraham, Gault, Kaler, Watkins. and Mayor Paxton (5). Upon motion the meeting adjourned. ADOPTED: November 24 2009 City Clerk
