HomeMy WebLinkAboutDistracted Driving RESOLUTION A RESOLUTION OF THE CITY OF PADUCAH, KENTUCKY IN SUPPORT OF STATE BILL REQUEST 118, AN ACT RELATING TO PERSONAL COMMUNICATION DEVICES WHEREAS, distracted driving presents a growing danger on our roads; and WHEREAS, texting and portable email are valuable to consumers, businesses, and private individuals throughout Kentucky, but those services also create an unnecessary risk when used by individuals operating motor vehicles, and WHEREAS, a recent study by the Virginia Tech Transportation Institute found operators of motor vehicles who sent text messages while driving had a collision risk that was 23 times greater while texting as compared to the risk when the operators were not texting, and WHEREAS, the state of Kentucky pre -empts local jurisdictions from proposing its own legislation on the subject and may be subject to withholding of Federal Funds if legislation introduced at the Federal level is passed and action is not taken on texting while driving, and WHEREAS, motor vehicle crashes are the leading cause of death for teenagers, and in fact, fatalities in 16 year olds are three times higher than the average of fatalities of all other ages. BE IT RESOLVED BY THE BOARD OF COMMISSIONERS: SECTION 1. That the City of Paducah, Kentucky hereby supports State Bill Request 118, "AN ACT relating to personal communication devices," filed by Rick G. Nelson and urges our legislative delegation to support Representative Nelson's bill or other similar legislation. SECTION 2.
