HomeMy WebLinkAbout09/15/09SEPTEMBER 15, 2009 At a Regular Meeting of the Board of Commissioners, held on Tuesday, September 15, 2009, at 5:30 p.m., Mayor ProTem Kaler presided, and upon call of the roll by the City Clerk, the following answered to their names: Commissioners Abraham, Gault, Watkins, and Mayor ProTem Kaler (4). Mayor Paxton was absent (1). BBQ ON THE RIVER UPDATE David Boggs thanked the Commissioner for their support and thanked the Engineering/Public Works Department for their help. The event will be held September 24-26. Two big changes this year. First, there will be a fundraising event on Wednesday at 5:07 p.m. called "PorkStock". There will be several bands playing. It will be similar to "Woodstock". The second change will be the addition of satellite parking at Carson Park. Buses will run Thursday and Friday --4:00 to 11:00 p.m. and on Saturday --9:00 a.m. to 11:00 p.m. The shuttle service is free. BBQ on the River event planners will start a new program called P.I.G.S. Make It Possible (Paducah's Incredible Generous Spirit). It will be similar to a fan club. WORKSHOP PARKS SERVICES Parks Services Director Mark Thompson introduced Pat Hoagland from Brandstetter Carroll. PARKS MASTERPLAN UPDATE Brandsttetter Carroll is the firm that assisted the City in the development of the Parks and Recreation Master Plan. The City has asked Brandstetter Carroll to assist in updating the site plans that were included in the Plan due to several projects being completed and changing priorities of the community. Mr. Hoagland summarized the improvements proposed to the parks. A copy of the "Site Plan Descriptions" is in the minute file. Mr. Thompson will be bringing the changes back for the Commission to adopt as amendments to the plan. NOBLE PARK ROADWAY & PARKING LOT RENOVATIONS PLAN Having the parking lot and a portion of the park road approaches between the pool and the lake resurfaced was a top priority for this year. Other City boards also support it. It is planned forbid in January 2010. Engineer's estimate is within the order of magnitude of the budget. GREENWAY TRAIL Mr. Hoagland showed in detail where the west entrance will be to the Greenway Trail behind the Smoke Shop on 8th Street. East entrance will be at Campbell Street. There will be a rest area, restrooms and trailside shelters along the trail. The contract for the construction of the trail is scheduled for bid in November. NOTE: HOLE IN RIVERFRONT PAVEMENT AT FOOT OF BROADWAY City Engineer Rick Murphy reported that the pipe under the pavement has failed or collapsed. The repairs will start after the BBQ on the River event. HEALTH INSURANCE RENEWAL PRESENTATION Finance Director Jon Perkins and Greg Carlton, Consultant with Peel & Holland, gave the Health Insurance presentation. Mr. Carlton reported that so far this has been a good year. The following topics were reviewed: Plan Cash Flow, Preliminary Renewal Financial Update, Plan & Rate Recommendations 2010, and Additional Improvements. His rate recommendations include no change to the employee cost share, accept Humana ASO as proposed, apply CPI October if Negative CPI—hold employee rates unchanged.
