At a Regular Meeting of the Board of Commissioners, held on Tuesday, September 1, 2009,
at 5:30 p.m., Mayor Paxton presided, and upon call of the roll by the City Clerk, the
following answered to their names: Commissioners Abraham, Gault, Kaler, Watkins and
Mayor Paxton (5).
PROCLAMATION
INVASIVE PLANT AWARENESS MONTH
Mayor Paxton presented a proclamation to Carolyn Room proclaiming September 2009 as
"Invasive Plant Awareness Month".
WORKSHOP
SOCCER PRESENTATION
David Hutcheson, Jr., parent and supporter, gave a powerpoint presentation for "Paducah's
Need for a Multi -Use Park/Sports Complex". Mr. Hutcheson's presentation covered several
issues of why the City/County needs a public facility. He also reported that the economic
impact of "one sixty team soccer tournament could infuse $429,000.00+ into the Paducah
economy (hotels, retail, fuel, recreation, and restaurants)". Other information contained
within his presentation was comparable public facilities, how it affects quality of life, and
type of facility needed. A copy of the full powerpoint presentation is in the minute file.

BROOKS PARK SOFTBALL FIELD DISCUSSION
Mark Thompson, Parks Services Director—Originally in the Parks Master Plan adopted in 2002,
a softball field for Brooks Park was planned to be put across the street from Brooks Stadium on
the 25th Street side. The Paducah Independent School Board contacted the City requesting to
share the proposed softball field. The City agreed to share the field with them and split the costs.
In FY2009, a budgetary number of $90,000 was given. The City would pay $45,000 and the
School Board pays $45,000. The field needs to be built for use by the school for next spring.
Since then Brooks Stadium Commission has requested to build another baseball field within
the parks boundaries, which would mean the location of the softball field would need to be
moved. This would be at an additional estimated cost of $30,000.
Does the City agree to change the Parks Master Plan and move the softball field at an
additional estimated cost of $30,000 or leave it as originally planned?
Dr. Hideg, Chairman of the Brooks Stadium Commission, expressed his concern with losing
parking space if the location changes for the softball field.
After much discussion a decision could not be reached and the Mayor suggested that Dr.
Hideg meet with City Engineer and Parks Services Director to come to an agreement that
would meet the needs of all parties involved.
