HomeMy WebLinkAbout2009-8-7603ORDINANCE NO. 2009-8-7603 AN ORDINANCE AMENDING CHAPTER 2, ADMINISTRATION, OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY BE IT ORDAINED BY THE CITY OF PADUCAH, KENTUCKY: SECTION 1. That Section 2-145, "Order of Business; Names of Members Present To Be Noted; Hearing of Spectators," of the Code of Ordinances of the City of Paducah, Kentucky; is hereby amended to read as follows: "Sec. 2-145. Order of business; names of members present to be noted; hearing of spectators. (a) The er-der- of business at—eefings of the BeaFd shall be as follows The order of business for actions requiring a Board vote at meetings are as follows: (1) Reading and signing minutes of previous meetings. Q Resolutions (3) Motions. (4) Municipal orders. (5) Ordinances. (6) ( ) Executive session. Axle-kshep (b) The reading of the minutes may be waived by the unanimous vote of the Board members present; otherwise the minutes will be read in full before approval and signing thereof. (c) At the opening of all sessions of the Board of Commissioners, the City Clerk shall note in the minutes the names of all members of the Board who are present. After the Board shall have transacted all of its business by proceeding with the order of business as provided above, the Mayor shall recognize any person in attendance at a meeting and give such person an opportunity to be heard concerning any matter requiring the attention of the Board. The Mayor may set a time limit for speakers taking into account the number of persons wishing to speak and the length of time the Board has been meeting. As a general rule, btA-no person shall be permitted to speak longer than ten minutes on any one subject at any meeting of the Board." SECTION 2. That Section 2-147, "Addressing Presiding Officer," of the Code of Ordinances of the City of Paducah, Kentucky; is hereby amended to read as follows: "Sec. 2-147. Addressing presiding officer. The Mayor, while presiding over the Board of Commissioners, shall be addressed as W -r-. Mayor," and no member of the Board shall speak on any question until he has first addressed the presiding officer and has been recognized." ----, 7 —T — ,.. -- SECTION 3. That Section 2-148, "Addressing or Recognizing Member by Presiding Officer," of the Code of Ordinances of the City of Paducah, Kentucky; is hereby amended to read as follows: "Sec. 2-148. Addressing or recognizing member by presiding officer. The presiding officer, when recognizing or addressing a member of the Board, shall address him as ".Commissioner " (giving his name)." SECTION 4. That Section 2-149, "Manner of Stating Questions," of the Code of Ordinances of the City of Paducah, Kentucky; is hereby abolished: SECTION 5. That Section 2-151, "Right of Presiding Officer to Speak; Motion, Petitions, etc., By Presiding Officer," of the Code of Ordinances of the City of Paducah, Kentucky; is hereby amended to read as follows: "Sec. 2-151. Right of presiding officer to speak; motions, petitions, etc., by presiding officer. The presiding officer may speak on points of order in preference to other members of the Board of Commissioners, and shall have the same rights as other members to speak to all other questions. He may make motions, and offer petitions, resolutions and ordinances as other members,. but in ^adders.,. the Beard, and •.Bile malting any motion, OF off,er-ing petitions, resolutions er- or-dina-nees, he shall rise in his plaee, and shall r-emain standin . rowtF ..
