HomeMy WebLinkAbout79-3-1708�8- ORDDINANCE NO. 79-3-1708 AN ORDINANCE AMENDING SECTIONS 10-52; positions) 10-53; 10-54; 10-55; 10-56; 10-59; AND 10-61, "CIVIL SERVICE" OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY OF PADUCAH, KENTUCKY: SECTION 1. That Section 10-52 of the Code of Ordinances of the City of Paducah, Kentucky, be amended and reordained so that said section as amended and reordained shall hereafter read as follows: "Sec. 10-52. Street department - generally. (a) There is hereby authorized and created the following positions in the street department, and the salaries of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: Position Base Monthly Salary General Foreman 11115.00 1,115.00 Night foreman 1,061.00 Foreman (4 positions) 1,015.00 Garage foreman 1,015.00 Office manager 755.00 Base Hourly Rate Sewer maintenance man (6 positions) 5.31 Equipment operator "A" (5 positions) 5.66 Equipment operator "B" (6 positions) 5.55 Equipment operator "C" (2 positions) 5.42 Street repairman (6 positions) 5.20 Truck drivers (12 positions) 5.07 Night watchman 5.07 Laborers (3 positions) 4.80 Chief mechanic 5.78 Mechanic Class "A" (5 positions) 5.66 Mechanic Class "B" (3 position) 5.42 Concrete finisher (3 positions) 5.66 Tire Repair Attendant 5.42 (b) Office manager shall be paid at the rate of $755.00 per month for the first year of employment; at the expiration of one year $773.00 per month; and at the expiration of two years $783.00 per month, such increases to be made upon recom- mendation of the city manager. (c) Laborers shall be paid at the rate of ' $4:80 per hour for the first six months of employment; at the expiration of six months $4.85 per hour; at the expiration of one year $4.90 per hour; and at the expiration of two years $4.95 per hour, such increases to be made upon recommendation of the city manager. (d) All other positions of hourly employment shall be paid at the base hourly rate for the first six months of employment, and at the expiration of six months the rate of pay shall be increased by $0.05 per hour, such increases to be made upon recommendation of the city manager" SECTION 2. That Section 10-53 of the Code of Ordinances of the City of Paducah, Kentucky, be amended and reordained so that said section as amended and reordained shall hereafter read as follows: "Sec. 10-53. Refuse department. (a) There is hereby authorized and created the following positions in the refuse (sanitation) department, and the salary of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: Position Base Hourly Rate Collectors (23 positions) 4.80 Truck drivers, class "A" (3 positions) 5.31 Truck drivers (8 positions) 5.07 Equipment operator "A" (2 positions) 5.66 Laborer (1 position) 4.80 (b) Collectors shall be paid at the rate of $4.80 per hour for the first six months of employment; at the expiration of six months $4.85 per hour; at the expiration of one year $4.90 per hour; and at the expiration of two years $4.95 per hour, such increases to be made upon recommendation of the city manager. (c) Collectors assigned to operate vehicular collection equipment shall be assigned on the basis of seniority and qualifications and shall receive an additional $0.10 per hour for hours worked in the operation of the vehicles. (d) All other positions of hourly employment, except class "A" truck drivers, shall be paid at the base hourly rate for the first six months of employment; and at the expiration of six months the rate of pay shall be increased by $0.05 per hour; such increases to be made upon recommendation of the City Manager. SECTION 3. That Section 10-54 of the Code of Ordinances of the City of Paducah, Kentucky, be amended and reordained so that said section as amended and reordained shall hereafter read as follows: 12p "Sec. 10-54. Cemetery department. (a) There is hereby authorized and created the following positions in the cemetery department, and the salary of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: Position Base Hourly Rate Equipment operator "B" 5.55 Truck drivers (2 positions) 5.07 Laborers (2 positions) 4.80 (b) Laborers shall be paid at the rate of $4.80 per hour for the first six months of employment; at the expiration of six months $4.85 per hour; at the expiration of one year, $4.90 per hour; and at the expiration of two years, $4.95 per hour, such increases to be made upon recommendation of the city manager. (c) All other positions of hourly employment shall be paid at the base hourly rate for the first six months of employment; and at the expiration of six months the rate of pay shall be increased by $0.05 per hour; such increases to be made upon recommendation of the city manager" SECTION 4. That Section 10-55 of the Code of Ordinances of the City of Paducah, Kentucky, be amended and reordained so that said section as amended and reordained shall hereafter read as follows: "Sec. 10-55. Floodwall department. (a) There is hereby authorized and created the following positions in the floodwall department, and the salary of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: Position Base Monthly Salary Floodwall Superintendent 1,240.00 Floodwall Foreman 1,073.00 Floodwall maintenance operators (3 positions) 928.00 (b) The foreman shall be paid at the rate of $1,073.00 per month for the first six months of employment; at the expiration of six months $1,083.00 per month; and at the expiration of one year $1,093.00 per month, such increases to be made upon recommendation of the city manager. (c) Maintenance men shall be paid at the rate of $928.00 per month for the first six months of employment; at the expiration of six months $938.00 per month; at the expiration of one year $948.00 per month; at the expiration of two years $958.00 per month, and at the expiration of three years $968.00 per month, such increases to be made upon recommendation of the city manager". SECTION 5. That Section 10-56 of the Code of Ordinances of the City of Paducah, Kentucky, be amended and reordained so that said section as amended and reordained shall hereafter read as follows: "Sec. 10-56. Sewage disposal department. (a) There is hereby authorized and created the following positions in the sewage disposal department, and the salary of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: Position Base Monthly Salary Chief operator 1,114.00 Maintenance man 1,099.00 Operators (2 positions) 928.00 Operator Trainee (2 positions) 853.00 Base Hourly Salary Laborer (1 position) 4.80 (b) Operators shall be paid at the rate of $928.00 per month for the first six months of employment; at the expiration of six months $938.00 per month; at the expiration of one year $948.00 per month; at the expiration of two years $958.00 per month; and at the expiration of three years $968.00 per month, such increases to be made upon recommendation of the City Manager. (c) Operator trainee shall be paid at the rate of $853.00 per month for the first year of employment; at the expiration of one year $878.00 per month; at the expiration of two years $903.00 per month; and at the expiration of three years $928.00 per month; such increases to be made upon recommendation of the city manager. (d) Laborers shall be paid at the rate of $4.80 per hour for the first six months of employment; at the expiration of six months $4.85 per hour, at the expiration of one year $4.90 per hour; and at the expiration of two years $4.95 per hour, such increases to be made upon recommendation of the city manager". SECTION 6. That Section 10-59 of the Code of Ordinances of the City of Paducah, Kentucky, be amended and reordained so that said section as amended and reordained shall hereafter read as follows: "Sec. 10-59. Parks and Recreation Department. (a) There is hereby created and authorized the following positions in the parks and recreation department, and the salary of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: Position Base Monthly Salary Administrative and recreation assistant 879.00 Maintenance supervisor 1,090.00 Office manager 755.00 Recreation supervisor - 908.00 Base Hourly Rate Equipment operator "B" 5.55 Equipment operator "C" 5.42 Maintenance man No. 1 (2 positions) 5.42 Maintenance man No. 2 (2 positions) 5.31 Shop mechanic 5.55' Small engine mechanic 5..42 Truck driver (1 position) 5:07 t' (b) The office manager shall be paid at the rate of $755.00 per month for the first 'year :of employment; at the expiration of one year $773.00 per month; at the expiration -of two years $783.00 per month; such increases to b6'made upon recom- mendation of the City Manager. (c) All other positions , of hourly `employment shall be paid at the',base hourly rate for the first six" months of employment, and at the expiration of six months the rate of pay, shall be increased by $0.05 per hour, such increases to be made upon recom- mendation of the 'city manager". (d) Deleted. SECTION 7. That Section 10-61 of the Code of Ordinances of the City of Paducah•, Kentucky, be amended and reordained so that said section as amended and reordained shall hereafter -read as -follows: - !!'Sec. 10=61. Base- Hourly °Ratio 5.42 5.83 5.31 5.20 4,80 4.50 4.80 Base Monthly Salary 1,465.00' 779.00 779.00 578.00 (b)-, r; The -chief inspector- -shall--perform -the duties formerly performed by the building inspector and the electrical inspector, and said- building and .electrical inspector shall be under the direct supervision_ of the :- city manager. - .(c) -.Maintenance positions shall be paid ati the base hourly rate for the .first six months of employment and at -'the expiration of "six months the rate of pay shall be increased by $0.05 per hour, such increases to be made upon recommendation of the city manager. (d) Janitor and- laborer positions shall be: .,paid at- the, base hourly rate for the first six months of- employment; at the expiration of six months there may be .an increase of $0.05 per hour; at the expiration of one year, there may be an additional increase of $0.05 per hour; and at the expiration of. two years there may be an -' additional increase of $0.05 per hour,. such -increases{ to -be made upon recommendation of the city manager. . '(e) --The clerk -typist- shall , be paid .at the rate of $578.00 per month -for the first six months of employment';.. at the expiration. of six months $623.00 per month; at the expiration of 'one year $633.-00 per month;, at the--expiration-of two. years -$643.00 per month; and at the expiration of three years $653.00 per month, such increases to be made upon recommendation of the city manager. (f) The chief of the maintenance division may --designate gone':employee in his department to act as a lead -man or part-time working foreman to serve in- such capacity at the direction of the chief of the maintenance division, or at :such times as the chief of the maintenance division is on leave. The employee so designated shall be paid- an additional '$0.15 per hour during such times as the employee designated actually serves in such capacity. 1.12 �5- 424 (g) The City Clerk shall be paid at the rate of $1,038 per month for the first six months of employment; at the expiration of six months $1,048.00 per month; at the expiration of one year $1,058.00 per month; at the expiration of two years $1,068.00 per month; and at the expiration of four years $1,078.00 per month; such increases to be made upon recommendation of the city manager. (h) The Administrative Clerk shall be paid at the rate of $813.00 per month for the first six months of employment; at the expiration of six months $823.00 per month; at the expiration of one year $833.00 per month; at the expiration of two years $843.00 per month and at the expiration of four years $853.00 per month; such increases to be made upon recommendation of the city manager". SECTION 8. This ordinance amends Sections 10-52, 10-53, 10-54, 10-55, 10-56, 10-59 and 10-61 of Ordinance No. 78-5-1560, adopted by the Board of Com- missioners on May 23, 1978. SECTION 9.
