HomeMy WebLinkAbout10/26/71Proceedings of Board of Commissioners Open bids on ' Parking Facilit Bonds Charles R,' Gosse'( Truck Driver in Refuse Division Bobby Hicks Truck Driver - St. Division City of Paducah October 26, 1971 269 At a Regular Meeting of the Board of Commissioners held in the Commission Chamber in the City Hall, Paducah, Kentucky, at 7:30 P.M. on October 26, 1971, Mayor Cherry presided and upon call of the Roll the following answered to their names: Commissionerstl Fisher, Hornsby, Puryear and Mayor Cherry (4), Commissioner Harvey was absent. Mayor Cherry offered motion, seconded by Commissioner Fisher, that the reading of the Minutes for October 12, 1971 be waived and that the Minutes of said meeting prepared by the City Clerk be approved as written. Adopted on call of the Roll, Yeas, Commissioners Fisher, Hornsby, Puryear and Mayor Cherry (4). The hour of 7:30 P.M., C.D.S.T., having arrived, the Mayor called the attention of the Board of Commissioners to the fact that pursuant to an Ordinance enacted on October 12, 1971, and pursuant to a motion which carried on that day, the hour of 7:30 P.M., C.D.S.T., on this date had been fixed for the opening of bids which might be received for the purchase from the City of $320,000 of its City of Paducah Parking Facilities Refunding and Improvement Revenue Bonds, dated November 1, 1971, authorized by said Ordinance. He reported that the authorized Notice of Bond Sale has been duly published in accordance with all legal requirements. The Mayor then declared that the bidding for the Bonds was closed, and the City Clerk then produced all of the sealed bids theretofore received. The bids were then publicly opened, read and studied. While the bids were being calculated to aetermine,the best bid, they Board continued with their regular business. :t 1/ Commissioner Fisher offered motion, seconded by Commissioner Hornsby, that.upon Permanent labore s in Refuse Div. Gossett, truck driver in the Street Division, be transferred to the Refuse Division, as truck driver, retroactive to October 18, 1971. Bobby Hicks, truck driver in the Refuse Division, be transferred to the Street Division as truck driver, retroactive to October 15, 1971.. 3. The following temporary laborers in the Refuse Division,be employed as permanent laborers in said Division, at a salary of $2.40 per hour, effective October 18, 1971: Oscar Va nell Woods Petro Lamb 4. The following temporary employees in the Street Division be terminated, effective -October 15, 1971: Robert C. Brown Lon Bunton Henry L. Change Anniversary Dated Recre- ational ecre- ationa1 i Tourist & Convention Commission Board of Commissioners City of Paducah October 26, 1971 Commissioner Fisher offered motion, seconded by Commissioner Hornsby, that the liability insurance policy issued by Fireman's Fund Insurance Company to N. C. Slay d/b/a Slay Plumbing & Heating Company for a period of one year from October 14, 1971, be received, approved and filed. Adopted on call of the Roll, Yeas, Commissioners Fisher, Hornsby, Puryear and Mayor Cherry (4). Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the Board of Commissioners approve the sale by the City of Paducah to Albert 'Karnes of the Northeast one-half of Lot No. 282, Section 18, of Oak Grove Cemetery for the sum of $500.00. I further move that the City Clerk be authorized to execute a deed of conveyance to said cemetery property. Adopted on call of the Roll, Yeas, Commissi ,Fisher, Hornsby, Puryear and Mayor Cherry (4). Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the executed copy of the Contract between the City of Paducah and Can -Tex Industries, for sale to the City of sewer pipe and accessories, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Fisher, Hornsby, Puryear and Mayor Cherry (4). Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the following bids for sale to the City of one (1) 1972 truck with compactor for use in the refuse division, be received and filed: Sanco Corporation Manning Equipment, Inc. Adopted on call of the Roll, Yeas, Commissioners Fisher, Hornsby, Puryear and Mayor Cherry (5). Commissioner Puryear offered motion, seconded by Commissioner Hornsby, as follow: WHEREAS, the Paducah Airport Corporation, the Lessee -Operator of Barkley Field, has contracted with Yellow Cab U -Drive Company, Inc., to permit the said Company to operate a motor vehicle rental service at Barkley Field during the period from August 1, 1971 through July 31, 1972, and WHEREAS, the said Airport Corporation desires to obtain the approval of the City of Paducah and County of McCracken. NOW THEREFORE, I move that the City of Paducah approve said agreement and that the Mayor be authorized to acknowledge the City's approval by signing the said contract Adopted on call of the Roll, Yeas, Commissioners Fisher, Hornsby, Puryear and Mayor Cherry (4). Commissioner Puryear offered motion, seconded by Commissioner.Hornsby as follows: WHEREAS, on October 20, 1970, the Board of Commissioners,'by ordinance, created jointly with the County of McCracken, the Paducah -McCracken County Recreational Tourist and Convention Commission,_ and WHEREAS, on October 27, 1970, the Mayor of the City of Paducah made various appointments to the said Commission jointly with the McCracken County Judge, with all effective dated being November 1, 1970, and Proceedings of Board of Commissioners. :City of William E. NOW THEREFORE, I move that all current appointees to the Paducah -McCracken County Recreational Tourist 'and Convention Commission whose appointments will expire November 1, 1971 continue in`off ice to and including December 31; 1971, and that all other appointees whose terms will continue into succeeding years have their anniversary dated changed to December"31 'of the year in which their term will cease". Adopted on call of the Roll, Yeas, Commissioners Fisher, Hornsby, Puryear and Mayor Cherry (4). Commissioner Hornsby offered motion, seconded by CommissionerPuryear, that an ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF SANCO CORPORATION FOR°THE SALE TO THE CITY OF ONE (1) 1972 TRUCK WITH COMPACTOR FOR USE IN THE REFUSE DIVISION OF THE PUBLIC WORKS DEPARTMENT OF THE CITY OF PADUCAH-, KENTUCKY, AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT FOR SUCH PURCHASE", be introduced and remain on file for at -least one week for pu]) is inspection in the completed form in which it shall be put upon its final passage. Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that an ordinance entitled "AN ORDINANCE ACCEPTING -THE- RI -D -OF- B-.- F- -GOODRICH- -STORE- FOR FURNISHING THE CITY OF PADUCAH WITH ITS REQUIREMENT OF NEW AUTOMOBILE AND TRUCK TIRES FOR THE PERIOD OF TIME FROM SEPTEMBER 1, 1971 TO AUGUST 31, 1972, AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT FOR SUCH PURCHASE, AND DECLARING AN EMERGENCY TO EXIST", be adopted. Adopted on call of the Roll, Yeas, Commissioners Fisher, Hornsby, Puryear and Mayor Cherry (4). Mayor Cherry offered motion, seconded by Commissioner Hornsby, that an ordinance entitled "AN ORDINANCE AUTHORIZING THE EXPENDITURE OF $6,000.00 TO THE PADUCAH BOARD OF EDUCATION VOCATIONAL, HANDICAPPED PROGRAM FOR THE CITY'S AGREED PORTION OF A FEDERAL GRANT-IN-AID VOCATIONAL TRAINING PROGRAM FOR HANDICAPPED PEOPLE TO BE ADMINISTERED BY THE PADUCAH BOARD OF EDUCATION, AND FUNDED JOINTLY BY THE CITY OF PADUCAH AND THE COUNTY OF McCRACKEN", be introduced and remain on file for at least one (1) week for Proceedings of. 272 Board of Commissioners City of Paducah October 26, 1971 city cterx public inspection in the completed form in which it shall be put upon its final passag( Adopted on call of the Roll, Yeas, Commissioners Fisher, Hornsby, Puryear and Mayor Cherry (4) . 1 Accept bid Mayor Cherry offered motion, seconded by Commissioner F,isher,_th,at an ordinance Angels of Mercy Warnin entitled "AN ORDINANCE ACCEPTING THE BID OF ANGELS OF MERCY, INC. Suspend Rulef Commissioner Fisher offered motion, seconded by Commissioner Hornsby, that the Rules of this Commission be suspended in -order that -a Resolution having the following title may be introduced: RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE CITY OF PADUCAH, KENTUCKY, ACCEPTING THE SUCCESSFUL BID FOR THE. PURCHASE OF $320,000 OF CITY OF PADUCAH PARKING FACILITIES REFUNDING AND IMPROVEMENT REVENUE BONDS., DATED NOVEMBER 1, 1971. Adopted on call of the Roll, Yeas, Commissioners Fisher, Hornsby, Puryear and Mayor Cherry (4) . Accept bid of Commissioner Fisher offered motion, seconded by Commissioner Hornsby, that a Almstedt Bros etc. Parking resolution entitled "RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE CITY OF PADUCAH, facilities bonds KENTUCKY, ACCEPTING THE SUCCESSFUL BID FOR THE PURCHASE OF $320,000 OF. CITY OF PADUCAH PARKING FACILITIES REFUNDI-NG AND IMPROVEMENT REVENUE BONDS, DATED NOVEMBER 1, 1.971",, be.adopted.
