At a Meeting of the Board of Commissioners, held in the Commission Chambers at City
Hall at 5:00 p.m., Tuesday, August 6, 2002, Mayor Paxton presided, and upon call of the
roll by the Acting City Clerk, the following answered to their names: Commissioners
Abraham, Coleman, Montgomery, Smith and Mayor Paxton (5).
Steve Doolittle, County Administrator for McCracken County, was here to request the
use of the City jail area for the housing of low -security prisoners on a temporary basis
until the renovation of the McCracken County jail issue is decided. The State is
removing Class D felons to other jails due to overcrowding of the McCracken County
jail. This is causing a revenue loss to the County. The Board agreed to let the County
use the City jail as long as it is temporary and they pay any costs involved due to
necessary renovations.
PRESENTATION
WELLNESS PROGRAM RECOMMENDATION
Carol Donnelly of KC Wellness gave this presentation for the 2002-2003 program.
Several changes from last year's wellness program were recommended.
Bob Freudenthal introduced consultants from Gresham, Smith and Partners and
Electronics Interiors. These firms were hired for recommendations for renovations to the
Commission Chambers.
ORDINANCE - INTRODUCTION
WELLNESS PROGRAM FOR 2002-2003
Commissioner Montgomery offered motion, seconded by Commissioner Coleman, that
the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE
AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE A WELLNESS
PROGRAM AGREEMENT BETWEEN KC WELLNESS AND THE CITY OF
PADUCAH AND AUTHORIZE REVISIONS TO THE CITY OF PADUCAH
WELLNESS PROGRAM". This ordinance is summarized as follows: The City of
Paducah hereby authorizes and directs the Mayor to execute a Wellness Program
Agreement with KC Wellness in an amount not to exceed $23,813.00, for providing to
the City an on-site wellness program and authorize revisions to the City's wellness
program for the 2002-2003 plan year.
Commissioner Coleman had to leave at this time.
DECISION
HEALTH INSURANCE SUBSIDY FOR OLD POLICE AND FIRE SYSTEM
RETIREES
The City Manager discussed for administering program. The decision made tonight is a
year-to-year decision. There were four options given.
Commissioner Smith offered motion, seconded by Commissioner Abraham, that the City
pay $2,200 per retiree of the old Police & Fire System because health insurance
premiums for an individual employee choosing Plan A increased $2,200 a year on July 1,
2002. This is only for the months that they are less than 65 years old.

Mayor Paxton (4).
DISCUSSION
MINORITY RECRUITMENT AND PUBLIC RELATIONS PROGRAM
C'I The City Manager went over a turnover analysis for the City for the last 2 years. Some of
the options discussed for hiring minorities were:
• Possibly remove civil service status from future hiring because of restrictions.
• Recruit from Summer Youth Program. For instance keeping in touch with
students while they are in college.
• Possibility of starting a police cadet school.
• Encourage more minority enrollment in the Explorer's Program in the Police
Department.

CITY MANAGER REPORT
JACKSON STREET RENAMED TO OSCAR CROSS AVENUE
^� Since there was not enough time before the August 8th Celebration to implement the
street name change of Jackson Street to Oscar Cross Avenue a sign was placed at the
Oscar Cross Boy and Girl's Club proclaiming the future street name change.
FUNDING FOR 8TH OF AUGUST CONCERT
The Upper Heritage Foundation requested $500 for expenses for an 8th of August concert,
which will provide monies to different charities such as Metropolitan Hotel renovations.
The Board authorized $500 to be given to the Upper Heritage Foundation in support of
the Metropolitan Hotel.
COMMISSIONER COMMENTS
Commissioner Montgomery invited the Board to come to the Paducah Ambassador's
Annual Dinner on August 15, 2002, at 6:00 p.m. at the Robert Cherry Civic Center.
Reservations are needed by August 12th.
Commissioner Abraham offered comments concerning the hiring process of police
officers.
EXECUTIVE SESSION
The City Manager asked for an execute session to interview City Clerk candidates.
Commissioner Montgomery offered motion, seconded by Commissioner Smith, that the
Board go into closed session for discussion of matters pertaining to the following
topic(s):
Issues which might lead to the appointment, dismissal, or disciplining of an employee, as
permitted by KRS 61.810(l)(f).

Mayor Paxton (4).
Upon motion the meeting adjourned.
